AbstractIn 2017, European-level unions and business associations agreed a framework for national and workplace level employers and union representatives to take collaborative action to design workforce responses to demographic ageing. This article discusses how unions are responding to pressures to extend working life in the UK. Drawing on industrial relations and social movement literature, it argues that unions pursue the twin strategies of working in partnership with like-minded employers to reorient workplaces towards an age friendly model while organizing and campaigning with members to secure conditions consistent with active and healthy ageing. Resisting an erosion of pension and retirement rights and extending employment protection are examples of this approach, but numerous lower profile initiatives by workplace representatives are also reflective of their having an age friendly agenda. Using qualitative data from focus group discussions with union representatives in two sectors, the article shows that union responses are rooted in both of the dominant models of British unionism—the organizing and partnership models—and argues that literature on social movements helps to understand how union representatives reconcile the competing pressures.

Abstract
Older workers face problems in the labor market due to dominant beliefs about their abilities: they are perceived as reliable, trustworthy, and loyal, but also as less adaptable, less motivated, and less capable compared to younger workers. The mixed beliefs about older workers resonate with the stereotype of older people in society according to the Stereotype Content Model (SCM) of being warm but less competent and are reflected in news and corporate media. The present study contributes by approaching stereotypes about older workers' employability from a communication perspective. The study examines which requirements are communicated by employers in job advertisements targeting older job seekers, compared to those in job advertisements targeting general job seekers. This is done by using automated content analysis to inductively identify prominently advertised requirements, and to examine how these align with the older workers' stereotype. Additionally, interviews with recruitment experts are conducted to provide explanation and interpretation. Findings reveal that the persistent idea about older workers performing well on so-called soft abilities and poorer on so-called hard abilities is reflected in job advertisements targeting older job seekers, as these represent requirements related to hard abilities to a lesser extent, whereas abilities related to customer service are more often requested. The mixed beliefs about older workers are reflected in the expert perspective of recruiters too, although with some optimism that older workers' soft abilities fit well with employers' need for a social and responsible workforce. The study contributes to insights regarding the SCM and framing theory.

Many governments world-wide are promoting longer working life due to the social and economic repercussions of demographic change. However, not all workers are equally able to extend their employment careers. Thus, while national policies raise the overall level of labour market participation, they might create new social and labour market inequalities. This paper explores how institutional differences in the United Kingdom, Germany and Japan affect individual retirement decisions on the aggregate level, and variations in individuals' degree of choice within and across countries. We investigate which groups of workers are disproportionately at risk of being 'pushed' out of employment, and how such inequalities have changed over time. We use comparable national longitudinal survey datasets focusing on the older population in England, Germany and Japan. Results point to cross-national differences in retirement transitions. Retirement transitions in Germany have occurred at an earlier age than in England and Japan. In Japan, the incidence of involuntary retirement is the lowest, reflecting an institutional context prescribing that employers provide employment until pension age, while Germany and England display substantial proportions of involuntary exits triggered by organisational-level redundancies, persistent early retirement plans or individual ill-health.

Through the lens of Institutional Entrepreneurship, this paper discusses how governments use the levers of power afforded through business and welfare systems to affect change in the organisational management of older workers. It does so using national stakeholder interviews in two contrasting economies: the United Kingdom and Japan. Both governments have taken a 'light-touch' approach to work and retirement. However, the highly institutionalised Japanese system affords the government greater leverage than that of the liberal UK system in changing employer practices at the workplace level.

Abstract
This article discusses the introduction of age management practices within organizations and the possible resistance to their implementation, linked to the persistence of stereotypes and barriers associated with employee age and the presence of hostile organizational cultures. The article proposes to adopt an action research approach to facilitate the implementation of these practices, presenting for this purpose an action research model, the Quality of Ageing at Work, tested in 31 organizations in Italy and Spain. In light of a review of the literature on age management and action research, it describes the methodology of the Quality of Ageing at Work model and discusses it through the presentation of an organizational case. The Quality of Ageing at Work model consists of alternate phases of action and reflection through which researchers, in constant dialogue with field actors (in this case, managers, work councils, and workers), analyze organizational needs, by applying qualitative and quantitative tools, discuss them, and propose solutions. The main result of the intervention can be considered the increased awareness and autonomy of the organization in implementing an age management plan. This result confirms the effectiveness of interventions built on the dialogical and iterative principles of action research, generating, in a democratic way, new awareness and knowledge and producing organizational change.

Ageing workforces are placing conflicting pressures on European trade unions in order to, on the one hand, protect pensions and early retirement routes, and, on the other, promote human resource management (HRM) policies geared towards enabling their older members to extend working life. Using interviews from German and United Kingdom (UK) trade unions, we discuss how unions are both constrained and enabled by pre-existing institutional structures in advocating approaches to age management. In Germany, some unions use their strong institutional role to affect public policy and industrial change at national and sectoral levels. UK unions have taken a more defensive approach, focused on protecting pension rights. The contrasting varieties of capitalism, welfare systems and trade unions' own orientations are creating different pressures and mechanisms to which unions need to respond. While the German inclusive system is providing unions with mechanisms for negotiating collectively at the national level, UK unions' activism remains localized.

Abstract
Since workforce is greying, increasing pressure has been put on many sectors, including the public sector, to raise legal retirement age. Nevertheless, older workers, and specifically teachers, usually retire much earlier. In the organizational and educational literature, most studies regarding later career have been applying a deficit perspective: reporting on senior teachers' challenges and difficulties. Only a limited amount of studies considers senior teachers' potentials, learning, and further career development. In this present article, we approach late-career teachers from a non-deficit perspective. This article aims to contribute to a better understanding of senior teachers at work, by analyzing HR practices that target them. Inspired by a strengths use perspective, we focus on end-of-career teachers' knowledge and expertise exchange and their position within the school's network. In particular, we conducted a comparative mixed-methods case study (interviews, social network analysis) in 2 secondary schools with a sample of 10 end-of-career teachers, 4 younger teachers, and 2 principals. The results illustrate that older teachers hold central positions in their workplace and have, in accordance with the socio-emotional selectivity theory, limited but strong bounds with colleagues. Moreover, school principals in both schools seem to benefit from older teachers' organizational knowledge by involving them in decision-making processes. Nevertheless, results show that the principals in the 2 schools mainly apply remedial measures to deal with changes due to aging. This paper ends with some implications for school principals: Applying a non-deficit developmental approach is key for sustainable HR management in schools across the lifespan.

Abstract
The social work profession was heavily impacted by the COVID-19 pandemic. In this study, we examined the well-being, working conditions and intentions to leave the social work profession among a sample of UK older people's social workers. This was a cross-sectional mixed methods study analysing data from 426 social workers who worked in older people's services in the UK at five time points of the pandemic spanning 2020–2022. Data were collected using anonymous online surveys which included both quantitative and qualitative questions. The mental well-being of participants decreased as the pandemic progressed and this decline was associated with intentions to leave the profession. Thematic analysis of qualitative data revealed two major themes: Practice challenges and Staff well-being. The findings highlight the nature of stressors related to internal related practice demands, and external health and social care service stressors encountered during the COVID-19 pandemic and have implications for policy, practice and research in older people's social work.

Abstract
Social workers were heavily impacted by the COVID-19 pandemic. In this study, we examined the well-being, burnout and work conditions of UK children's social workers at five time points of the COVID-19 pandemic. This was a cross-sectional mixed methods study analysing data from 1,621 social workers who worked in children's services in the UK in 2020–2022. Data were collected using anonymous online surveys which included both quantitative and qualitative questions. The mental well-being of participants decreased as the pandemic progressed and work-related burnout increased. In the later stages of the pandemic, children's social workers in Northern Ireland fared better than their Great Britain counterparts in relation to their well-being and levels of burnout. Thematic analysis of qualitative data revealed four major themes: Changes in service demand and referrals, Adapted ways of working, Staff shortages and Emotional impact. The findings highlight the challenges that the children's social workers encountered during the COVID-19 pandemic and have implications for policy, practice and research.

Stress and mental health are among the biggest causes of sickness absence in the UK, with the Social Work and Social Care sectors having among the highest levels of stress and mental health sickness absence of all professions in the UK. Chronically poor working conditions are known to impact employees' psychological and physiological health. The spread of the COVID-19 pandemic has affected both the mode and method of work in Social Care and Social Work. Through a series of cross-sectional online surveys, completed by a total of 4,950 UK Social Care and Social Workers, this study reports the changing working conditions and well-being of UK Social Care and Social Workers at two time points (phases) during the COVID-19 pandemic. All working conditions and well-being measures were found to be significantly worse during Phase 2 (November–January 2021) than Phase 1 (May–July 2020), with worse psychological well-being than the UK average in Phase 2. Furthermore, our findings indicate that in January 2021, feelings about general well-being, control at work, and working conditions predicted worsened psychological well-being. Our findings highlight the importance of understanding and addressing the impact of the pandemic on the Social Care and Social Work workforce, thus highlighting that individuals, organizations, and governments need to develop mechanisms to support these employees during and beyond the pandemic.

AbstractPrior to the COVID-19 pandemic, social work and social care practitioners had some the worst working conditions of any sector in the UK. During the pandemic, data revealed that social care occupations had higher COVID infection and mortality rates than the general population. The article reports the changing working conditions (measured via the Work-Related Quality of Life scale) and well-being (measured via the Short Warwich–Edinburgh Mental Well-being Scale) of UK social care and social workers across three timepoints between May 2020 and July 2021 through an online cross-sectional survey of working conditions and well-being. Analysis of variance demonstrated that both well-being and working conditions were significantly poorer in July 2021 (phase 3 [n = 1,606]) than the previous two phases (n = 2,523 and n = 2,424, respectively), suggesting that both working conditions and well-being worsened within the social care and social work workforce across the pandemic. Furthermore, each of career satisfaction, working conditions, control, general well-being and home–work interface predicted poorer well-being at Time 3. Whilst chronically poor working conditions can lead to poorer individual psychological and physiological health outcomes, our findings highlight continually poor conditions in this sector, with potential further impacts on organisations and the service users that social care workers support. It is therefore important that individuals, organisations and government develop mechanisms to support these critical workers during and following the pandemic.

Abstract
During the COVID-19 pandemic interest into its potential impact on mental well-being has intensified. Within the social care sector, the pandemic has increased job demands and prolonged stress taking a disproportionate toll on the workforce, particularly social workers. This article compares the mental well-being and quality of working life of social workers in the United Kingdom (UK) before and during the pandemic. Data were collected in 2018 (N = 1,195) and 2020 (N = 1,024) using two cross-sectional surveys. To account for the differences between the datasets, propensity score matching was employed prior to effect estimation, utilising demographic and work-related variables common to both datasets. The differences between the two time-points were estimated using multiple regressions. Both mental well-being and quality of working life were significantly higher during the COVID-19 pandemic in 2020 compared to 2018. This suggests that during the highpoint of the pandemic in the UK, increased support, and changes to working practices, such as reprioritisation of work and other initiatives, may be responsible for increased mental well-being and quality of working life. While acknowledging the known pressures on UK social workers during the COVID-19 pandemic this evidence suggests a mixed picture of the pandemic with lessons for managers and employers.

Abstract
In Northern Ireland, social work-specific legislation is planned for safe staffing across the governmental sector. As part of a broader research project to inform this development, we conducted a scoping review seeking examples of safe staffing definitions, safe staffing-related legislation, policy and practice in social work and associated professions from the UK and internationally. We searched English language databases in 2023 websites and reference lists as well as grey literature. Finding no international examples of social work-specific safe staffing definitions, legislation, or policy outside of Children's Services, we offer a tentative definition to the current debate. Our scoping review found examples of individual social workers and local teams developing caseload management practices to promote 'safer' working, which may be useful for policymakers and regulators to consider. However, these need greater conceptual clarity, consensus over definitions and outcomes, and evaluation for cost-effectiveness. Given the limited evidence in this area, recommendations include the need for further research to ascertain what 'safe staffing' does, can and should mean in social work and what can work in different contexts and at different levels of policy and practice to inform service user and social worker safety in social work.

Abstract
The purpose of this study was to examine social workers' perceptions of safe staffing levels and correlate these perceptions with standardised measurements of well-being in the UK. This cross-sectional mixed-methods study analysed data from 406 social workers from November 2022 until late January 2023. Data were collected using anonymous online surveys including both qualitative and quantitative methods examining mental well-being, burnout and intentions to leave the profession post-coronavirus disease 2019. Findings revealed that only one-third of social workers responding perceived that they work in an environment of safe staffing. There were also significant differences in well-being and an increase in personal, work-related and client-related burnout in social workers who believed their service did not operate a safe staff-to-service user ratio. Likewise, compared to those who perceived their service to operate within a safe staff-to-service-user ratio, those who perceived unsafe ratios were more likely to communicate their intention to leave the profession. Qualitative findings helped contextualise the quantitative results. These findings suggest that increased demand for social work services, shortage of qualified social workers, high workloads, inadequate resources and retention problems, contribute to additional pressure on existing staff and have implications for policy, practice and research in social work.
