In recent decades we have witnessed the creation of a communication system that promises unparalleled connectedness. And yet the optimistic dreams of Internet-enabled engagement and empowerment have faded in the face of widespread Internet commercialization. In Liberating Voices, Douglas Schuler urges us to unleash our collective creativity--social as well as technological--and develop the communication systems that are truly needed. Inspired by the vision and framework outlined in Christopher Alexander's classic 1977 book, A Pattern Language, Schuler presents a pattern language containing 136 patterns designed to meet these challenges. Using this approach, Schuler proposes a new model of social change that integrates theory and practice by showing how information and communication (whether face-to-face, broadcast, or Internet-based) can be used to address urgent social and environmental problems collaboratively. Each of the patterns that form the pattern language (which was developed collaboratively with nearly 100 contributors) is presented consistently; each describes a problem and its context, a discussion, and a solution. The pattern language begins with the most general patterns ("Theory") and proceeds to the most specific ("Tactics"). Each pattern is a template for research as well as action and is linked to other patterns, thus forming a single coherent whole. Readers will find Liberating Voices an intriguing and informative catalog of contemporary intellectual, social, and technological innovations, a practical manual for citizen activism, and a compelling manifesto for creating a more intelligent, sustainable, and equitable world.

This article describes the life-cycle thus far about how a class of undergraduates and their professor have been developing a new college ranking approach based on the college's cultivation of civic intelligence. The approach was educational in that we learned by doing what it might take to actually develop a rubric in general (although specifically for ranking colleges). We also found it to be empowering since it was largely a student inspired and directed project. it also fostered critical thinking and social critique based on a bottom-up approach to evaluating orthodox higher education.

This study uses club theory to describe the incentives of extractive industry MNCs to support the Extractive Industries Transparency Initiative (EITI), a multi-stakeholder promoted voluntary social program (VSP) aimed at creating national legislation to make the royalty payments received by governments from mining and oil and gas companies more transparent to the public. We characterize the EITI as a VSP that lacks stringent standards and that has a moderate to high level of enforcement through the national governments that have adopted its principles. According to club theory, VSPs with these characteristics produce only a low to medium level of club benefits, in this case "social branding," for member firms. Noting that over 60 MNCs have signed on to the EITI as of April 2012, we argue that VSPs offering low to medium club benefits should be most attractive to MNCs from countries with long arm disclosure laws, to MNCs lacking relationships with NGOs seeking inexpensive CSR, to MNCs relying upon financing from institutional and social investors, to MNCs attempting to differentiate themselves from competitors on social criteria, and to MNCs with broad stakeholder-focused top managers. We also describe the implications for MNCs if the EITI were to include a more stringent set of social requirements.

AbstractThis essay reviews the primary methods that have been used to study corporate public affairs, issues management, and corporate political activity (PA/IM/CPA). We identify three tractable areas of research in these areas: (1) the determinants of PAM/IM/CPA; (2) the effects of PAM/IM/CPA on public policy outcomes; and (3) the effects of public policy outcomes on overall firm financial performance. Despite the considerable difficulties in gathering data to test these phenomena, we posit that scholars have made progress in understanding some aspects of these relationships. Still, we conclude that the greatest weakness for the advancement of methodological progress is the lack of a theoretical model describing the PAM/IM/CPA process, which ultimately hinders the ability of empiricists to seek the 'proper' data to test such relationships. Although the influence of economic factors has long dominated the analysis of corporate political action, the role of organizational factors is increasingly seen as important in explaining the phenomenon. Building upon a recent study (Martin 1995) that emphasizes the prominence of organizational factors in political decision-making, we revisit a previously used literature, reconceptualize the relationship between economic and organizational factors and corporate political action as one of mediation, and employ new data and methods to test this relationship. Our findings demonstrate emphatically the importance of organizational factors in understanding corporate political action.

Information and computer technologies are used every day by real people with real needs. The authors contributing to Shaping the Network Society describe how technology can be used effectively by communities, activists, and citizens to meet society's challenges. In their vision, computer professionals are concerned less with bits, bytes, and algorithms and more with productive partnerships that engage both researchers and community activists. These collaborations are producing important sociotechnical work that will affect the future of the network society. Traditionally, academic research on real-world users of technology has been neglected or even discouraged. The authors contributing to this book are working to fill this gap; their theoretical and practical discussions illustrate a new orientation -- research that works with people in their natural social environments, uses common language rather than rarefied academic discourse, and takes a pragmatic perspective. The topics they consider are key to democratization and social change. They include human rights in the "global billboard society"; public computing in Toledo, Ohio; public digital culture in Amsterdam; "civil networking" in the former Yugoslavia; information technology and the international public sphere; "historical archaeologies" of community networks; "technobiographical" reflections on the future; libraries as information commons; and globalization and media democracy, as illustrated by Indymedia, a global collective of independent media organizations.

Community Practice in the Network Society looks at the broad context in which this is happening, presents case studies of local projects from around the world, and discusses community ICT research methodologies.

We examine the characteristics of business firms that gain access to legislative and executive branch officials in the trade policymaking area. Our empirical analysis of over 1200 manufacturers reveals that legislators were most attracted to firms with foreign market expertise, firms which actively participated in politics with outside lobbyists and campaign contributions, and firms with significant employment in the state and/or district. Executive branch officials were responsive to firms with foreign market expertise, firms from industries that had previously received tariff protection, firms using in-house government affairs specialists and outside lobbyists to convey information, and firms making campaign contributions to members of the trade oversight legislative committees. Our results largely support the political market framework and provide insights about the attractiveness of certain demanders to suppliers of trade policies from the legislative and executive branches of the U.S. federal government.

The activist foreign trade missions of the Clinton Administration are intended to open strategically important, but often difficult-to-enter, emerging markets to US foreign investment with government-to-government negotiations. Some research streams suggest that participation in a trade mission should benefit firms, while others suggest that participation should have no discernible benefit. This paper performs several event studies to analyze the stock return of a portfolio of the publicly traded firms participating in trade missions from 1993 to 1996. It finds that participants did not experience positive or significant abnormal stock returns as a result of mission participation, regardless of how the event date is defined or the data segmented.

AbstractFourth grade students at a public elementary school in Houston, Texas, participated in a one-week exercise intended to mimic the process of creating a public good through a democratic process. The exercise involved students in four separate classes designing a class party with different characteristics (theme, music, and food) through a voluntary but personally costly voting procedure. The students then held the party that they had created. A formal assessment of learning objectives and a debriefing were also part of the exercise. Some ideas investigated include the disconnection between the actual party's characteristics and the revealed preferences of the students during the debriefing—a lesson of collective action—and the satisfaction and learning outcomes experienced by a minority of students as the result of being political activists and having their preferences realized in the makeup of their class party.
