This article investigates the role of deservingness conceptions in the implementation of labour market access policies for migrants with precarious legal status. It explores how immigration officials frame the deservingness of work permit applicants, considering also the political, legal and societal context in which they work. The analysis takes account of the Control, Attitude, Reciprocity, Identity and Need (CARIN) criteria, and uses primary data of semi-structured interviews with senior officials in German municipal immigration offices. It finds that officials frequently employ deservingness frames inbuilt into the relevant parts of the law, but also behavioural norms that go beyond legal requirements. The article makes two main contributions. Providing empirical insight into the migration bureaucracy's part in the implementation of labour market policy, it seeks to help advance understanding of the complex processes of differential in- and exclusion in countries of immigration. Furthermore, the research design allows putting the CARIN criteria to an empirical test.

The aim of this paper is to compare the respective approaches of Canada and Germany in statistically mapping population diversity and to offer possible explanations for the differences and commonalities observed. In order to investigate this, the paper takes into account the concept of 'politics of belonging' as a theoretical background and considers the functions of national statistics in categorizing different groups of people. There are different strategies of mapping population diversity and, inter alia, two models can be distinguished: while some countries explicitly include questions on elusive concepts of 'origin' in their population data collection, others refrain from doing so and instead derive different subgroups from information on citizenship and place of birth. Taking Canada as an example of the first group of countries and Germany of the second, and delineating recent changes within their respective strategies of measuring diversity within their populations, this paper argues that Canada and Germany converge towards a new pragmatism in the approaches of measuring diversity in population statistics. AbstractWestern democracies have developed complex policies to manage migration flows. Much of the scholarly literature and political discourse assume that countries have become increasingly selective and that they prioritise economic intakes. Despite clear efforts by policymakers to distinguish between refugees and migrant workers, we know surprisingly little about how countries combine different policy dimensions and which factors shape their relative openness to different target groups. In this article, we shed light on how countries combine two of the main admission channels, asylum and labour migration, by introducing the concept of the 'immigration policy mix'. A comparative analysis of 33 OECD countries between 1980 and 2010 examines the pattern and drivers behind their immigration policy mix: Does the policy mix follow a pattern of convergence, is it subject to political dynamics or is it path dependent? The results reveal that despite a shift in political sympathies from asylum to labour migration, countries' immigration policy mixes have strongly converged into more liberal policies overall. The immigration policy mix primarily reflects governments' limited room to manoeuvre due to competing political pressures. These insights demonstrate that the immigration policy mix serves to enhance our understanding of countries' complex regulation of immigration.

Die Pilotstudie International Mobil wurde im Jahr 2014 vom Bundesinstitut für Bevölkerungsforschung (BiB) in Wiesbaden, dem Forschungsbereich beim Sachverständigenrat deutscher Stiftungen für Integration und Migration (SVR) in Berlin und dem Lehrstuhl "Empirische Sozialstrukturanalyse" an der Universität Duisburg-Essen durchgeführt. Dabei wurden erstmals auf Basis von Melderegisterstichproben ausgewählter Großstädte deutsche Aus- und Rückwanderer angeschrieben und zu ihren Migrationsmotiven und zu ihrer gegenwärtigen und vergangenen Lebenssituation befragt. Für die Studie konnten insgesamt 1.700 Personen gewonnen werden, darunter knapp 800 Auswanderer und rund 900 Rückwanderer. Der Methodenbericht beschreibt detailliert die Konzeption und Durchführung dieser international mobilen Bevölkerungsgruppe. Neben Forschungsdesign und Stichprobenverfahren dokumentiert er das Erhebungsinstrument, den Erhebungsmodus sowie den Feldverlauf der Befragung. Auf Grundlage der Sampling-Frame Daten sowie durch den Vergleich mit der amtlichen Statistik präsentiert der Methodenbericht Analysen zur Datenqualität und zur Machbarkeit dieses Forschungsdesigns.

Die Studie konzentriert sich auf drei zentrale Fragestellungen: erstens, die soziostrukturellen Merkmale der international mobilen Deutschen, zweitens die Motive und Beweggründe individueller Mobilitätsentscheidungen und drittens Auswirkungen internationaler Mobilität auf individuellen Lebensbedingungen wie das Familienleben, die berufliche Karriere und das Wohlbefinden / die Lebenszufriedenheit.

I. Auswanderer:

1. Ankunft am jetzigen Wohnort: Positive oder negative Erfahrungen mit Behörden, Freunden oder Bekannten vor Ort, Nachbarn, Arbeitgebern, Arbeitskollegen und der Bevölkerung im Allgemeinen; Schwierigkeiten (Wohnungssuche, beruflich bzw. im Rahmen des Studiums und sprachlich zurechtfinden, Kontakte knüpfen, sonstige Besonderheiten wie Essen, Klima, etc.); erfahrene Benachteiligung seit der Ankunft.

2. Gründe für den Wegzug (z.B. berufliche oder familiäre Gründe, neue Erfahrungen, etc.); Erwartungen und Wünsche.

Rückkehr nach Deutschland: beabsichtigte Rückkehr nach Deutschland und Zeitpunkt; voraussichtlich längerer oder kürzerer Auslandsaufenthalt als geplant; Motivation für die Rückkehr; konkrete Vorstellungen bezüglich des Umzugsortes; Umzugsabsicht in ein anderes Land; geschätzte Aufenthaltsdauer in Deutschland innerhalb eines Jahres.
