Praktische Umsetzung der Partizipation in Urban Living Labs
Im Jahr 2014 lebten bereits 73 % der europäischen Bevölkerung in urbanen Regionen. Aufgrund dieser demografischen Veränderungen sind Städte mit Herausforderungen wie Klimawandel, Ressourcenabbau und sozialen Ungleichheiten konfrontiert. Diesen Herausforderungen wird nun verstärkt mit neuen Formen stadtpolitischer Steuerung begegnet. Urban Living Labs sind eine Form von "Urban Governance", welche mithilfe von offenen und partizipativen Innovationsprozessen verschiedenste Stakeholdergruppen einzubinden versuchen. Diese Arbeit beschäftigt sich mit der methodisch-theoretischen Konzeption, sowie der praktischen Umsetzung von Urban Living Labs. Dabei wird der partizipative- und der koordinative Ansatz, sowie der Zweck, welchen diese Organisationen verfolgen, auf praktischer und theoretischer Ebene untersucht. Urban Living Labs sind in der Theorie offene Innovationsplattformen mit geographischer Einbindung, partizipativem- und experimentellem Zugang. Dieser Ansatz hat sich auch in den praktischen Untersuchungen dieser Arbeit bestätigt. Die Lösungsfindung beruht auf einem kooperativen Ansatz. Außerdem wird versucht, die Projektpartner bestmöglich zu unterstützen. Wie der Partizipationsprozess umgesetzt wird, ist jedoch stark von projektbezogenen Kontextfaktoren, wie z.B. Zielsetzung abhängig. Die Urban Living Lab Praxis deckt sich Großteils mit ihren theoretischen Grundlagen. Offenheit, Partizipation, Lernen und Experimentieren, sowie die Unterstützung von ProjektpartnerInnen sind zentrale Grundlagen. Eine methodisches "Rezept" bezüglich Partizipation kann jedoch nicht geboten werden. ; In 2014, 73 % of the European population lived in urban regions. With these demographic changes, cities have to cope with realities like climate change, resource depletion and social inequalities. To face these challenges, new forms of city governance have been developed. Urban Living Labs are a new form of "urban governance", which strive to open up innovation processes in order to engage all different stakeholders. This thesis tries to gain insight into the theory as well as the praxis of Urban Living Labs. To do so, research is done regarding the participation approach, the coordination approach and the purpose these organisations are following. Urban Living Labs are Open Innovation Platforms, with a geographic embeddedness and participatory- and experimental approaches. This theoretical view was confirmed by analysing real Urban Living Labs. They try to innovate in a collaborative way and supporting their partners throughout the project. However, the way how participation processes are implemented and realised depends on specific project criteria like project objectives. The praxis of Urban Living Labs widely accords with the theory. Openness, participation, learning and experimentation as well as supporting project partners are basic principles.
