Aspects théoriques du rapport entre l'information et l'administration en Union SoviétiqueL'auteur pose en postulat qu'il est avantageux d'étudier le fonctionnement récent du processus de la prise de décision administrative en matière de politique sociale enurssà l'aide d'un modèle cybernétique qui permet de faire ressortir le problème de la rétro-action de l'information et celui de la surcharge en input, problèmes qui caractérisent la politique soviétique interne des dernières années. L'approche systémique est d'autant plus utile qu'elle est maintenant adoptée par les théoriciens soviétiques de la politique sociale pour décrire et analyser le fonctionnement de leur propre système politique.Une comparaison est établie entre les diverses façons avec lesquelles les théoriciens occidentaux et soviétiques de la politique sociale ont introduit les concepts de la cybernétique dans la théorie administrative. En premier lieu, l'étude décrit les éléments essentiels du modèle systémique de la société socialiste tel que développé par V.G. Afanas'ev de l'Académie des sciences sociales du Parti Communiste soviétique. A près l'avoir comparé avec des modèles occidentaux semblables, l'auteur en vient à la conclusion que la modèle de Afanas'ev comporte un élément téléologique qui lui confère un dynamisme que les modèles occidentaux, malgré leur prétention, ne sauraient atteindre pour des raisons idéologiques.Deux dimensions théoriques de la politique sont ensuite analysées: la relation entre les demandes et le processus politique et celle entre les producteurs de l'information rétroactive et les utilisateurs décisionnels de cette information. Il appert que les différences dans la perception de la nature du système politique (surtout en ce qui a trait aux fonctions de contrôle et de développement du système) amènent les théoriciens occidentaux et soviétiques à interpréter de façon divergente ces deux relations.En conclusion, l'auteur livre certaines réflexions sur la valeur de l'utilisation du modèle cybernétique dans l'étude de la politique soviétique et sur les conséquences que l'adoption, par les théoriciens soviétiques, de ce modèle peut avoir sur le processus administratif décisionnel en Union Soviétique.
