The need for political parties both to expand their legislative base by winning elections & to maintain their organization between elections is translated into two kinds of campaign contribution strategies. Federalism affects how political parties choose between the two objectives & their related strategies. Analysis of contributions reports filed by candidates to the Illinois General Assembly, 1978-1985, reveal that expansive strategies aimed at candidates with reasonable chances of winning are most prominently used by state organizations. Maintenance strategies, concerned with ensuring a continued party presence, are most consistently pursued by local parties. In general, except for the national parties, differences between Democratic & Republican organizations are comparatively minor. 3 Tables, 3 Figures. Adapted from the source document.
