Improving wellbeing and sustainability are central goals of government, but are they in conflict? This engaging new book reviews that question and its implications for public policy through a focus on indicators. It highlights tensions on the one hand between various constructs of wellbeing and sustainable development, and on the other between current individual and societal notions of wellbeing. It recommends a clearer conceptual framework for policy makers regarding different wellbeing constructs which would facilitate more transparent discussions. Arguing against a win-win scenario of wellbeing and sustainability, it advocates an approach based on recognising and valuing conflicting views where notions of participation and power are central to discussions. Measuring Wellbeing is divided into two parts. The first part provides a critical review of the field, drawing widely on international research but contextualised within recent UK wellbeing policy discourses. The second part embeds the theory in a case study based on the author's own experience of trying to develop quality of life indicators within a local authority, against the backdrop of increasing national policy interest in measuring 'happiness'. This accessible and informative book, covering uniquely both practice and theory, will be of great appeal to students, academics and policy makers interested in wellbeing, sustainable development, indicators, public policy, community participation, power and discourse.

AbstractIn this description of her work in perinatal quality improvement, obstetrician and crunk public health scholar Dr. Karen A. Scott describes the ways in which perinatal quality improvement has typically prioritized the deaths or near deaths of Black women at the exclusion of the lived experiences of Black women and people as patient, community, and content experts. Drawn into the work to apply a Black women‐centered and liberatory analytic, Dr. Scott turned to Black feminist anthropology to transform perinatal quality improvement ethics and theories of change. The work of Leith Mullings, particularly her excursus on the Sojourner Syndrome, was at the center of Dr. Scott's approach to abating Black perinatal death and redesigning perinatal quality improvement.

This paper describes the process for employing two principal instruments for relating the categories identifying the central phenomenon in grounded theory analysis. The Conditional Relationship Guide contextualizes the central phenomenon and relates structure with process. The second tool, the Reflective Coding Matrix, captures the higher level of abstraction necessary to bridge to the final phase of grounded theory analysis, selective coding and interpretation and ultimately to the theory generation. Examples of each instrument are provided and discussed.

In July 2001, 40 years after the entry into force of the 1959 Antarctic Treaty, the Antarctic Treaty Consultative Parties (ATCPs) decided to establish a Permanent Secretariat to the Treaty. This latest development within what has been described as 'an evolving international institutional structure' will undoubtedly serve to strengthen the Treaty, as well as provide support for the wider Antarctic system, in particular, the 1991 Environmental Protocol. Its impact within the wider environmental institutional context will depend to an extent upon the grant of legal personality to the secretariat, and the definition of its functions, rights and privileges. Described as an historic and landmark decision, the establishment of a permanent secretariat has the potential indirectly to provide an additional line of defence in the fight to preserve and protect the Antarctic environment. The purpose of this article is to consider the future impact of, and issues relating to, this significant institutional development.

Abstract
Since being described as a 'constitution for the oceans' at its adoption in 1982, the United Nations Convention on the Law of the Sea ('LOSC') has evolved to hold a special status among multilateral treaties. As a constitution—actual or perceived—the LOSC has provided the framework and processes for a relatively dynamic law of the sea that has developed to address new environmental, technological and geopolitical challenges in the forty years since its adoption. By necessity however, these developments have been incremental in nature and have been confined by the parameters of the LOSC constitution. In this article, I argue that such incremental change will be insufficient if the law of the sea is to adapt to the Anthropocene, our current geological and geopolitical Epoch. In this article, I argue that the characterisation of the LOSC as a 'constitution for the oceans' has become a straitjacket for the regime and is preventing the serious exploration of alternative epistemological imaginaries of the law of the sea. I argue for a quiet abandonment of the description of the LOSC as a 'constitution for the oceans' and the actual and perceived consequences of the appellation.

In September 2002 seventeen whales were stranded off the coast of the CanaryIslands at a time when NATO was testing its active sonar system designed to detect silent enemy submarines.1The suggestion has been made that the use of sonar caused these whales to strand. In fact, sonar is just one of a variety of anthropogenic undersea sounds which, scientific research increasingly suggests, impacts negatively on marine biodiversity. Pollution of an acoustic nature is currently omitted from traditional works on the protection of the marine environment and is as yet the subject of very little jurisprudential discussion.2However the topic, which has received scientific attention for over 30 years, has recently been identified as acause for concern and consequently, for action, within the parameters of a number of global and regional environmental instruments.

This volume is the first collection in the field of wellbeing studies that places politics centre stage. Through a combination of intellectual inquiry, empirically-grounded research, and investigation across different settings, this book aims to provide fresh insights and develop new lenses through which to understand the rise and significance of the wellbeing agenda. Divided into three parts, it considers how to define wellbeing for public policy; the prospects for wellbeing as a force for political change; and the link between policy agendas and the everyday lives of people. The book explores the key political issues of power, democracy, and the legitimacy of wellbeing evidence in a range of settings - international, national and subnational/substate. The volume will appeal to wellbeing and politics scholars, as well as students and general readers with an interest in these new political agendas.--
