From geopolitical spill-over to tacit bargaining : Brazilian-African defence cooperation in the south atlantic (2003-2014)
Tese de doutoramento, Ciência Política (Relações Internacionais), Universidade de Lisboa, Instituto de Ciências Sociais, 2016 ; This thesis contends that Brazilian-African relations have been predominantly framed under three main vectors of analysis, centred on political relations, economic interactions and the disbursement of development assistance. Such a thematic focus has led to a research gap in the form of defence cooperation ties between Brazil and African countries in the South Atlantic. Drawing from original gathered data and multiple interviews with key officials, it is demonstrated how Brazilian interpretations of its maritime borders incited a considerable expansion of such relations while providing a novel and systematised account of their intensity and diversity between 2003 and 2014. It is posited that the decision-making process over such transatlantic initiatives was primarily driven by geopolitical elements in a spill-over format and only secondarily by economic considerations. Similarly, it is argued that African countries regarded a combination of material and social factors, including technicalscientific support, abidance by rules from common international regimes and trust garnered amongst elites over the years, as decisive in their choice to engage with Brazil in this domain. The main findings underscore the need to adjust the current research focus on Brazilian-African relations while acknowledging brewing regional security-related dynamics in the South Atlantic.

A case of unmet expectations: Portugal and the South Atlantic

Due to an extensive historical-maritime tradition, Portugal has long considered the South Atlantic as an ocean of possibilities for the projection of its envisioned influence in the near abroad. This article, however, seeks to analyse how such claims fit new security developments in
the South Atlantic. It begins by briefly assessing the current main threats in the South Atlantic, followed by a review of Portugal's strategic guidelines and perceptions towards this same area. The preferred venues for the fulfilment of the country´s Atlantic expectations are
then addressed by means of Portuguese technical-military co-operation with Lusophone African countries and Portuguese attempts to make NATO look southwards. The country's overall goals are contrasted with the unique positioning of Brazil towards the South Atlantic, as a token of existing
perspectives not entirely coincident with Portugal's own aims. Some final remarks are then drawn regarding the sustainability of these expectations and the need to calibrate them in light of an evolving security context in South Atlantic waters.

This article, however, argues that such framework does not sufficiently account for the use of Brazilian material resources in order to attain harder strategic goals towards the continent. By focusing on defense cooperation ties, it highlights an important niche in South-South relations that has also grown exponentially, with important consequences on how Brazil exerts power across the Atlantic. Este artigo, entretanto, argumenta que esse arcabouço não representa suficientemente o uso de recursos materiais para atingir metas estratégicas mais difíceis para o continente. Focando nos laços de cooperação em defesa, ressaltamos um importante nicho nas relações Sul-Sul que também cresceram exponencialmente, com importantes consequências sobre como o Brasil exerce poder através do Atlântico.
