Die Covid-19-Pandemie hat das Leben vieler Menschen negativ beeinflusst. Auf Basis einer Sonderbefragung des Soziooekonomischen Panels (SOEP-CoV) zeigt sich, dass die Pandemie die rund 4,2 Millionen Selbstständigen in Deutschland im Vergleich zu den abhängig Beschäftigten stärker getroffen hat. Dabei besteht ein deutlicher Gender Gap: Während 47 Prozent der selbstständigen Männer Einkommensverluste verzeichnen, sind es bei den selbstständigen Frauen 63 Prozent. Ein wesentlicher Grund hierfür ist, dass selbstständige Frauen häufiger in Branchen tätig sind, die besonders stark von der Pandemie betroffen sind und deshalb mit höherer Wahrscheinlichkeit direkt mit den Maßnahmen zur Eindämmung der Pandemie wie der Regulierung von Öffnungszeiten konfrontiert werden. Darüber hinaus zeigt sich, dass auch die psychische Gesundheit selbstständiger Frauen stärker unter den Folgen der Pandemie leidet als diejenige selbstständiger Männer. Insgesamt machen die Ergebnisse deutlich, dass die Maßnahmen zur Pandemiebekämpfung in ihrer Wirkung nicht geschlechterneutral sind; dies müssen politische Verantwortungsträger stärker berücksichtigen.

We investigate how the economic consequences of the pandemic, and of the governmentmandated measures to contain its spread, affected the self-employed relative to employed individuals in Germany and, secondly, to what extent the female self-employed were more strongly hit than their male counterparts. For our analysis, we use representative real-time survey data in which respondents were asked about their situation during the COVID-19 pandemic. Our findings indicate that self-employed individuals were much more likely to suffer income losses than employees. Among the self-employed, women were 35% more likely to experience income losses than men, as women are disproportionately working in industries that are more severely affected by the COVID-19 pandemic. We conclude that future policy measures intended to mitigate such shocks should account for this variation in economic hardship.

Durch den Nachfrageausfall in Folge der Corona-Krise haben viele Selbständige ihre Einkommensgrundlage - zumindest vorübergehend - teilweise oder sogar vollständig verloren. Rund 60 Prozent unter ihnen beklagen Einkommensverluste, während es bei den abhängig Beschäftigten etwa 15 Prozent sind. Rund die Hälfte der von der Krise negativ betroffenen Selbständigen verfügt nur für maximal drei Monate über Liquiditätsreserven. Gleichzeitig erhalten Selbständige relativ wenig direkte staatliche Unterstützung, um ihre Einkommensausfälle auszugleichen. Entsprechend besorgt sind viele von ihnen um ihre eigene wirtschaftliche Situation. Der Vergleich mit den abhängig Beschäftigten veranschaulicht, dass die Corona-Krise auch eine Krise für die Selbständigen ist. Die politischen Entscheidungsträger sollten auch im Interesse des Wirtschaftsstandorts Deutschland die Selbständigen in ihren wirtschafts- sowie sozialpolitischen Erwägungen stärker berücksichtigen.

We investigate the effect of the COVID-19 pandemic on self-employed people's mental health. Using representative longitudinal survey data from Germany, we reveal differential effects by gender: whereas self-employed women experienced a substantial deterioration in their mental health, self-employed men displayed no significant changes up to early 2021. Financial losses are important in explaining these differences. In addition, we find larger mental health responses among self-employed women who were directly affected by government-imposed restrictions and bore an increased childcare burden due to school and daycare closures. We also find that self-employed individuals who are more resilient coped better with the crisis.

Die Corona-Pandemie und die politischen Entscheidungen zu ihrer Eindämmung verändern derzeit die Situation vieler Erwerbstätiger in Deutschland. Auf Grundlage einer ersten Tranche einer Zusatzbefragung (SOEP-Cov) von Haushalten des Sozio-oekonomischen Panels (SOEP), werden hier die Auswirkungen der Corona-Krise auf die Erwerbstätigen des Jahres 2019 analysiert. Die Betroffenheit wird anhand von drei Dimensionen - dem Bildungsniveau, dem Bruttoerwerbseinkommen 2019 und dem bedarfsgewichteten Haushaltsnettoeinkommen 2019 - untersucht. Zentrale Ergebnisse sind, dass sich knapp unter 20 Prozent der Erwerbstätigen in Kurzarbeit befinden und ein gutes Drittel teilweise oder vollständig im Homeoffice. Dabei ist die berichtete Arbeitszeit im Vergleich zum Vorjahr im Schnitt um vier Stunden gesunken. Die Betroffenheit der Erwerbstätigen unterscheidet sich dabei entlang der drei Dimensionen. Vor allem Erwerbstätige mit höheren Einkommen und höherer Bildung nutzen die Möglichkeit, im Homeoffice zu arbeiten, während Erwerbstätige mit geringerer Bildung überdurchschnittlich häufig in Kurzarbeit gehen. Sorgen um die eigene wirtschaftliche Situation machen sich die meisten Erwerbstätigen zwar nicht, wohl aber um die allgemeine wirtschaftliche Entwicklung im Frühjahr 2020.

Die Corona-Pandemie und die politischen Entscheidungen zu ihrer Eindämmung verändernderzeit die Situation vieler Erwerbstätiger in Deutschland. Viele abhängig Beschäftigte arbeiten im Homeoffice, befinden sich in Kurzarbeit, fürchten um ihren Job oder haben diesen bereits verloren. Selbständige verzeichnen Umsatz-und Gewinneinbußen und sehen sich in ihrer wirtschaftlichen Existenz bedroht. Erwerbstätige mit Kindern oder pflegebedürftigen Angehörigen sind besonders belastet, da Betreuungs-und Pflegedienste weggebrochen sind. Damit ist offensichtlich: Vor dem Virus sind nicht alle gleich. Und mit den ungleichen ökonomischen und alltäglichen Lebenssituationen entstehen und wachsenauch die Sorgen in unterschiedlicher Weise. Schon jetzt zeichnet sich ab, dass einzelne Bevölkerungsgruppen die Krise leichter bewältigen werden als andere.
