Increasingly today, world-wide, people demand increased democracy and participation in that process. Without democratic participation, regardless of their stated ideology, governments everywhere apparently respond, not to the poor and powerless, but primarily to those with power and privilege. In the 1980s, a financial crisis engulfed Southern Africa. Widespread evidence exposed the way that inherited institutional structures and technologies – reinforced by International Monetary Fund (I.M.F.) conditionality – had reproduced the region's poverty and vulnerability.1To overcome the crisis requires an alternative strategy built on theoretical foundations fundamentally different from the neo-classical models that underpin the 'restructuring' programmes of the I.M.F. and World Bank. The state must play a positive interventionist rôle.

Im Unterschied zum neo-klassischen IMF-Ansatz zur Überwindung der Wirtschaftskrise in den Staaten des südlichen Afrika wird hier die Ansicht vertreten, daß die Lösung in einer alternativen Entwicklungsstrategie liegt, in der der Staat eine positiv-interventionistische Rolle zu spielen hat. Die Autorin skizziert die einzelnen Elemente dieser neuen Strategie, entwirft partizipatorische Planungsstrukturen, schägt eine Restrukturierung der Banken und sonstigen Finanzinstitutionen sowie ein neues Steuersystem vor. Regional sollte im Rahmen der SADCC-Staaten eine bessere Abstimmung zur Erleichterung komplementärer Entwicklungen erfolgen. (DÜI-Hlb)
