This article argues that the 2000 US presidential election has raised questions about the legitimacy of the electoral process that has cast a long shadow over the nation's most cherished principles & institutions. This article is informed by interviews with voters & first-hand observation of news & information in the aftermath of the election campaign from mid-Dec 2000 to mid-Jan 2001, & summarizes the information from various research projects on the election that published their results in real time during the campaign & its aftermath, to identify the main characteristics of the news & public responses to events. The candidates themselves were the subject of much political comedy throughout the campaign & there was only a small window for campaign news in the networks' evening programs. Voters were more attentive to & involved in the campaign after Election Day than before, driven primarily by their own partisan viewpoints. 1 Appendix, 16 References. Political Balance on Television: Campaigns in the United States, Britain, and Germany

This article compares news making on television during recent national election campaigns in the United States, Britain, and Germany and focuses on one of the most interesting problems confronting news professionals in modern democracies at election time: the concept of balance. The principle of balance conflicts with the principle of objectivity. Television news professionals are thus faced with a dilemma at election time: how to report the campaign impartially while adhering to news values as the basis for story selection. This article shows that this dilemma is resolved differently in each country, based on data from observation and interviews in TV newsrooms as well as content analysis of main evening news coverage during the final weeks of recent election campaigns. The article argues that the way in which the dilemma is resolved in each country is influenced by journalistic culture, itself shaped by systemic factors, institutional rules, and political culture.
