AbstractThe probation service has showed a remarkable facility to reinvent itself over a century of turbulent, but sustained, history. This 16th Bill McWilliams Memorial Lecture will explore the ethos underpinning that survival as the service faces its potential fragmentation, and even dismantling, given the government commitment to privatise much of its current business. If the institution of probation collapses, is there still an important place for probation skills and in what institutional forms will this be reconstructed? Can a hopeful scenario for the future be garnered from the current policy imperatives? Does it matter? And if it matters, how can a vision be created which builds on that history in concert with partners from all sectors? This lecture will reflect on these themes in a policy framework which is fluid, uncertain, and deeply challenging.

This article takes an historical perspective, drawing on personal practice in the 1970s and 1980s, research and consultancy in the 1990s and 2000s, in exploring a long history of probation engagement with their local communities. That this history has never been fully embedded in every practitioner's everyday practice, and indeed it could be said is no longer seen as axiomatic that probation should be so engaged, will be dissected and analysed. It will be suggested that recent practice focusing more on risk management and public protection has potentially alienated practitioners from the communities they serve. This article concludes with suggestions as to how probation practitioners can re-engage with their community, drawing on recent theoretical and policy developments in partnerships, community and restorative justice and theories of desistance.

A qualitative process evaluation of five Integrated Offender Management (IOM) pioneer areas was undertaken to assess implementation of IOM, identify approaches to implementation and capture the lessons learnt. The findings indicated that IOM enabled structural changes, transforming the delivery of offender management. There was considerable commitment and enthusiasm for IOM at the sites, whilst acknowledging barriers to development such as definition, resourcing, governance and clarity of agency roles. Since the evaluation took place, the political and criminal justice landscape has changed somewhat, supporting a more locally driven approach which can draw on the learning directly from the pioneers which were shaped and delivered locally.
