The use of information technology cannot be escaped from everyday life in society. In the context of improving the public sector, the government is required to improve performance, responsibility, and public trust and focus more on providing better services by revitalizing public administration by increasing transparency and prioritizing service quality. The Bureau of Personnel uses the "SIMPEG" application in the form of digitizing the public sector which is considered an extraordinary opportunity to create public value. This research is focused on the approach of the SIMPEG pre and post-mobile SSO. The method adopted by this study was mixed methods. The implementation of SIMPEG mobile SSO at the Ministry of Home Affairs has fulfilled the three aspects of the public values stated by Moore, namely legitimacy and support, operational capabilities, and public value. However, based on the findings within the field, some things are still not appropriate. For example, there is still the use of paper-based administration, so that the mobile SSO service has not been optimized. Based on the dimensions of system quality, information quality, and service quality, SIMPEG based on web-based are categorized as quite sustainable, whereas after using SIMPEG mobile SSO application was classified as very sustainable. When viewed from the results of stress and RSQ values, it can be said that the results of the MDS in this study describe a good model and can represent the problems being discussed and conclude that only SIMPEG mobile SSO application is recommended for sustainability.

The literature regarding the correlation of central government spending on performance accountability and the benefits of BSC implementation on the government's performance reporting practices are rarely discussed, especially in developing countries. Consequently, this paper aims to examine the effects of expenditure budget and BSC implementation on the Indonesian central government's performance accountability. This research employs panel data analysis using secondary data from the central government's assessment. The findings confirm that central government expenditure and BSC implementation significantly and positively affect performance accountability. Specifically, ministries/agencies working in financial services have higher performance accountability than ministries/agencies in politics, laws, and security affairs. Additionally, the results show that the better the education level of employees, the better performance accountability. By determining the factors that positively influence performance accountability, the central government can formulate specific policies to improve its performance.

The regulatory mandate states that the implementation of SPAM in the regions is prioritized for BUMD as the SPAM manager. If SPAM services are not reached by BUMD, then the implementation of SPAM remains the responsibility of the Central Government or Regional Governments may form a Technical Implementation Unit or Service Technical Implementation Unit to serve areas or areas that have not been reached by these services but can also be implemented by Community Groups and Business Entities to meet their own needs. The purpose of this paper is to analyze how the implementation of SPAM in NTT Province with the perspective of Good Corporate Governance. The research method used is literature review by utilizing relevant journals, books, media also laws and regulations. The results of this study indicate that the implementation of SPAM 2020 is mostly carried out by PDAM (15 districts/cities from 22 districts/cities in NTT), the remaining 7 districts are still in the form of UPTD BLUD and UPTD. Institutions are important to ensure that drinking water services to the community can be served properly, and ensure the functioning of SPAM, both funded by the APBN and APBD.

The existence of tourist guides in the Bali Province area is regulated by the Bali Provincial Government regarding licenses for tourist guides. However, the implementation of this policy still causes problems such as the problem is the lack of availability of licensed tourist guides compared to the number of tourist visits to Bali Province and still find the practice of tourist guides without a license. This study aims to analyze the factors that hinder the policy of implementing licenses for this tourist guide. The research design was carried out by analyzing case studies through a qualitative approach. The results of the study showed that there were factors that had become obstacles in the licensing policy for tourist guides in Bali Province. Several factors were found, namely the benefits of policy, information, supervision, legal sanctions and social conditions.

The Small-Medium Scale Industries (SMIs) is the leading sector that has proven able to absorb labor which is contributed to economic development in North Maluku Region. The potential of SMIs in North Maluku has a very strong probability to develop, so be able to compete with other regions in Indonesia, especially in eastern Indonesia. Consequently, in this paper, we purposed to describe and analyze the development of SMIs in North Maluku and the roles and relationships among actors through the quadruple helix (QH) model approach. This article used literature research methods with a qualitative descriptive approach and systematic review. We found that the SMIs have increased year on year in terms of both the number of SMIs and the labor, however, it has less contribution on GDRB. The government involvement in SMIs development through QH can increase innovation and open opportunities to improving regional economy by increasing the number of SMIs, manpower, and SMIs productivity. Aspects of culture / local wisdom that develop in the community can encourage the successful implementation of collaboration. Industri kecil dan menengah (IKM) di Provinsi Maluku Utara merupakan sektor penggerak unggulan daerah karena terbukti mampu menyerap tenaga kerja dan berkontribusi pada perekonomian daerah. Potensi pengembangan IKM ini masih memiliki peluang yang sangat tinggi untuk dapat dikembangkan dan bersaing dengan Provinsi lainnya, baik di wilayah timur Indonesia maupun Provinsi lainnya di Indonesia. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis perkembangan IKM di Maluku Utara serta mendeskripsikan dan menganalisis peran dan hubungan antaraktor melalui pendekatan kolaborasi model quadruple helix (QH). Penulisan artikel ilmiah ini menggunakan studi kepustakaan dengan pendekatan deskriptif kualitatif dan systematic review. Perkembangan IKM di Maluku Utara dari tahun ke tahun mengalami kenaikan, baik dari segi jumlah IKM maupun jumlah penyerapan tenaga kerja namun memiliki kontribusi rendah pada PDRB. Upaya untuk mengembangkan IKM melalui QH membuat kolaborasi menjadi lebih terbuka dan meningkatkan inovasi sehingga mampu mendorong peningkatan ekonomi daerah melalui peningkatan jumlah IKM, baikpenyerapan tenaga kerja, serta peningkatan produktivitas IKM baik dari segi kuantitas maupun kualitas produk IKM yang dihasilkan. Aspek budaya/kearifan lokal yang berkembang di masyakarat mampu mendorong keberhasilan pelaksanaan kolaborasi.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study aims to describe how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including the number of poor and the improvement of village status through Indeks Desa Membangun (IDM). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline in poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The IDM status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. While it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to cooperatively work together.

One of the ultimate desires of every economy is to achieve sustainable economic growth and development. However, the means through which this objective can be achieved are multidimensional. Emission is closely related to manufacturing output and the performance of a sector is sometimes measured by its exports. This paper investigated the relationship between FDI inflows, manufacturing export and the environment in Nigeria, testing the existence of pollution haven hypothesis (PHH). The data spanned from 1980-2013 sourced from Central Bank of Nigeria statistical Bulletin, and World Development Indicators. Auto regression distributed lag model (ARDL) was used to estimate the short as well as the long run parameters. The result of the findings showed that FDI significantly influenced the variation in CO2 while manufacturing export parameter was found to be positive though insignificant. The granger causality result indicated that a unidirectional causality runs from FDI to C02. The findings support the existence of pollution haven hypothesis while a positive relationship exists between manufacturing exports and emission. The speed of adjustment hovers around 48% in reconciling the short and long run dynamics of the model. The paper therefore recommends among other things that government in bid to pursue economic growth and bridge savings gap should also pursue cleaner technological FDIs i.e. environmental laws should be instituted to ensure that environmental friendly goods are produced. Policies towards the attraction of FDI should be diversified and not only concentrated on oil industries that emit large sum of emissions.

Recent studies reported that the implementation of local budgeting in the context of fiscal decentralization policy had no significant contribution in increasing rural community welfare. This study therefore evaluated the local budgeting policy implemented in Indonesia through Village Fund (VF) policy as well as examining the mediating role of local community empowerment. This investigation used crossectional data from 399 respondents from villages in Indonesia. The measures used in this study involved villagers' perception about policy and implementation of village fund, the success of rural welfare and local community empowerment. PLS-SEM was used to test the hyphoteses. The result of this study evidences that perceived of VF usage measured by perceived infrastructure development and perceived basic social services, except for perceived VF usage in rural economic development, have less significant impact on rural community welfare. Moreover, perceived involvement of community empowerment has minimum contribution on perceived rural community welfare. This study provides an understanding of paradox existing in the perceived role of local community empowerment in mediating the effect of local finance budgeting on rural welfare which is still rarely studied particularly in developing countries like Indonesia.

This research aims at creating a concept of cooperation between stakeholders in developing eco-tourism in Batu City. Eco-tourism and the role of stakeholders are related to one another. It is due to the urge of stakeholders to work together in managing the potential of eco-tourism to achieve a development goal. This study applies the Penta-helix model and triple-bottom-line theories to investigate the contribution of stakeholders to sustainable development. The Penta-helix model is used to identify relevant stakeholders and conduct effective collaboration. At the same time, the triple-bottom-line is applied to observe the environmental and socio-economic aspects of the eco-tourism sector. This study employs a qualitative method with an interactive approach from Miles, Huberman, and Saldana by deepening literary understanding; and field interviews. The results of this study show that cooperation and interaction between stakeholders in developing eco-tourism are inferior. Thus, the researchers develop a stakeholder collaboration model through the Penta-helix model covering the government, private eco-tourism enterprises, communities, academics, and the media. They collaborate in determining the sustainability agendas covering environmental, economic, and social as a reflection of the triple bottom line element. Those designed agendas are to encourage the realization of eco-tourism development in Batu City, Indonesia. The research recommends further research to evaluate whether this eco-tourism development model can be effective if implemented. Penelitian ini bertujuan untuk menciptakan konsep kerjasama antar stakeholder dalam pengembangan ekowisata di Kota Batu. Karena ekowisata dan peran pemangku kepentingan berkaitan satu sama lain. Hal ini dikarenakan adanya dorongan dari para pemangku kepentingan untuk bekerja sama dalam mengelola potensi ekowisata untuk mencapai tujuan pembangunan. Studi ini menerapkan model penta helix dan teori triple bottom line untuk menyelidiki kontribusi pemangku kepentingan terhadap pembangunan berkelanjutan. Model Penta helix digunakan untuk mengidentifikasi pemangku kepentingan yang relevan dan untuk melakukan kolaborasi yang efektif, sedangkan triple bottom line diterapkan untuk mengamati aspek lingkungan dan sosial ekonomi dari sektor ekowisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan interaktif dari Miles, Huberman, dan Saldana dengan pendalaman pemahaman literatur; dan wawancara lapangan. Hasil penelitian ini menunjukkan bahwa kerjasama dan interaksi antar pemangku kepentingan dalam pengembangan ekowisata masih rendah. Oleh karena itu, peneliti mengembangkan model kolaborasi pemangku kepentingan melalui model Penta helix yang mencakup pemerintah, swasta, komunitas, akademisi, dan media. Mereka berkolaborasi dalam menentukan agenda keberlanjutan yang meliputi lingkungan, ekonomi, dan sosial sebagai cerminan dari elemen triple bottom line. Agenda yang dirancang tersebut adalah untuk mendorong terwujudnya pembangunan ekowisata di Kota Batu, Indonesia. Peneliti merekomendasi pada penelitian selanjutnya untuk mengevaluasi apakah model pembangunan ekowisata ini dapat efektif jika diimplemetasikan.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development. This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders. Collaborative stakeholders in managing village funds involved village government officials, activity management team and community. They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and community empowerment. JEL Classification: H72; H83; O20
