During the 52nd Conference of the Italian Society of Agricultural Economists (SIDEA), Italian agricultural economists have been given the opportunity to debate regarding internationalization, competition, and local development in agri-food systems. This special issue of the journal AFE contains four selected papers presented in this conference. These papers focus on three main issues that are strongly affecting the evolution of food supply-chains and their functioning mechanisms. These are the growing role of vertical integration between the farm sector and the downstream sectors, the possibility for farmers to increase their horizontal integration and the role of agricultural policies in affecting these phenomena. The reading of these papers allow for a better understanding of what is affecting the competitiveness of the EU agro-food system, the distribution of the bargaining power along the value-chain and, at the end, the efficiency and economic performances of the EU farm sector.

AbstractThis article investigates the presence of a farm–nonfarm income gap along the income distribution in the European Union. Our findings show that the income disparity between farm and nonfarm households varies at the opposite poles of the distribution within and between countries. On average, farm households in the lowest quartile are worse off than nonfarm households in the same quartile, whilst farm households in the highest quartile are better off than their nonfarm counterpart. We also provide some evidence on the time dynamics of the farm–nonfarm households' income gap by looking at its evolution after the Great Recession. Finally, the policy implications stemming from the results are presented. In particular, the importance of re‐directing the Common Agricultural Policy public support in two main directions: from the richest farm households to the poorest farm households, to reduce within countries' inequality, and from the richest countries to the poorest countries, to reduce between countries' inequality.

Organic farming is supported in the European Union (EU), among others, via area-based organic payments, targeting better environmental standards, as well as consumers' demand for organic products. Despite the wide interest growing on hazelnut production in non-traditional production areas in Italy, supply of organic hazelnuts remains negligible. At the same time, evidences show that Italian farmers can receive organic payments, while plantation is not yielding and then either switch to conventional production or continue organic production with no harvest. We employ the annual annuity approach in order to check whether organic payment initiates investments that otherwise would have been unprofitable; and whether it can be exploited by a farmer who has never had intention to produce organic hazelnuts. Results suggest that organic support indeed might be distortive and does not stimulate stable conversion to organic production of hazelnuts. In this regard, we recommend that the current policy should be substantially changed by imposing additional restrictions on conventional or no production or by implying additional requirements for receiving organic payments, for instance at least two subsequent organic contracts.

AbstractThe paper compares the income conditions of farm and nonfarm households in the whole EU and within three geographical groups of countries for the period 2008–2016. Overcoming the simple comparison of raw means of the groups, we estimate the farm/nonfarm income differentials by using Regression Adjusted and Covariate Matching techniques, which allow to control for observable characteristics among groups. Three innovative features of our analysis are that we account for the whole income of farm households (i.e. not only farm income), for the presence of in‐kind incomes from self‐consumption of produced goods and imputed rents from properties, and for the complex survey design. We find that an income differential still exists but with relevant differences across countries and along the period. Most of it is due to differences in the households' characteristics. Hence, comparing raw means of the two groups can be misleading. Nonmonetary sources of income play a not negligible role, improving the relative position of farm households. The role of agricultural and rural policy is discussed in the light of results.

The Resilience Assessment Tool (ResAT) builds on broad academic literature that has identified characteristics of resilience-enhancing policies. However, it adds a distinction between policy characteristics that enhance either robustness, adaptability or transformability. This report presents the findings from an application of the Resilience Assessment Tool in eleven case studies across Europe to assess whether and how the current configuration of EU and national policies supports or constrains the capacity of regional farming systems to cope with the range of novel challenges. Understanding the CAP's effects on the resilience of regional farming systems requires an analysis of the interactions between the CAP and various other policies, which occur not only within the sector, but also across sectors and jurisdictional levels. ; IT; en; contact: sorrenti@unitus.it

This paper provides an ex ante assessment of the effects of the Income Stabilization Tool (IST), a new risk management tool proposed in the Common Agricultural Policy of the European Union. We investigate the effects of IST on income variability and levels as well as on income inequality in the farming population. We take Italian agriculture as an example as the introduction of IST is currently under discussion there. A rich panel of 2777 farms was studied over a period of 7 years. We use stochastic simulation to derive different income inequality estimates and apply Gini decomposition approaches to assess the distributional implications of IST. We compare the current income situation with that resulting from a hypothetical implementation of IST under different policy scenarios, also accounting for reduced levels of CAP direct payments. We find that IST not only stabilizes farm income but also enhances its level and reduces income inequality in Italian agriculture. IST is more effective in reducing income inequality when farmers pay contributions to mutual funds that are proportional to their income compared to the case of flat rate contributions. Finally, results do not support the hypothesis that the impact of IST will differ if the level of direct payments were to be reduced. Thus, results seem robust enough to accommodate future policy conditions. ; ISSN:2193-7532
