THERE ARE AT LEAST TWO COMPETING MODELS OF THE DETERMINATION OF PUBLIC EXPENDITURES. THE FIRST IS THE MEDIAN VOTER MODEL IN WHICH PUBLIC EXPENDITURES ARE TREATED AS IF THEY WERE DETERMINED BY MAXIMIZING THE UTILITY OF THE MEDIAN-INCOME VOTER SUBJECT TO ITS INDIVIDUAL BUDGET CONSTRAINT.1 THE SECOND COMPETING VIEW TO THE MEDIAN-VOTER MODEL IS ONE IN WHICH THE GOVERNMENT BUREAUCRACY USES ITS POWER TO CONTROL THE AGENDA OVER WHICH THE CITIZENS DECIDE TO OBTAIN ITS LARGEST POSSIBLE BUDGET.2
