Discusses the responsibilities & risks of humanitarian intervention with reference to Kosovo, East Timor, Iraq, & Afghanistan. The case of the Khmer Rouge in Cambodia, however, remains a most striking example of the problematics of humanitarian intervention. The gross human rights abuses in Cambodia persisted beyond the ouster of the Khmer Rouge & into the Vietnamese occupation; they continue in the post-Cold War era, with UN interventions largely ineffectual & marked by capitulation. Most of those who engineered genocide under the Khmer Rouge remain unprosecuted & unpunished. Cambodia thus embodies the sometimes insurmountable challenges that face the intervening international community. K. Coddon
