"This book examines the political-economic dynamics in the development of a leading global Internet giant: Alibaba. As both a prominent example of, as well as providing the basic infrastructure for, China's outward expansion, Alibaba demonstrates the complex interplay between different state agencies and units of capital in the context of the rise of global China. Hong Shen investigates the development and expansions of Alibaba and discusses how Alibaba has not only become a leader of China's increasingly globalizing internet but has also increasingly served as a basic infrastructure model for other Chinese companies to go global. Shen also addresses how this process has been constantly shaped and reshaped by complex state-capital interactions along the way. Recently China has adopted the Belt and Road Initiative as a core component of its foreign policy. An important goal of the initiative is to connect China to major Eurasian and African nations through infrastructure building, including Internet infrastructure. Drawing on the critical political economy tradition to media policies, this article offers a broad overview of the communication and information segment of the initiative, which has so far been undervalued or even overlooked in the existing literature. Based on a two-level document analysis, I argue that a growing and complex alliance has been formed between the state and its homegrown Internet companies in building a "digital Silk Road," with a multifaceted aim to mitigate industrial overcapacity, facilitate corporate China's global expansion, support the internationalization of the renminbi, construct a China-centered transnational network infrastructure, and promote an Internet-enabled "inclusive globalization." The highly dynamic state-capital interplays, however, continue to create tensions and conflicts.

Core values reflect the spiritual pursuit of a nation or a country, serve as the value standards for judgment in a society, and are an important embodiment of the soft power of a country. National policies are one of the key determinants in language spread and cultural values communication, which are usually influenced by international political, economic and diplomatic factors. The spread and communication of languages and cultural values among different regions and countries are an interactive process, starting from differences, while based on things in common. The ongoing enhancement of China's national strength is a guarantee for the interactive communication of core values between China and the ASEAN members. Confucius Institutes provide an impetus, opportunity and channel for such communication under the "Belt & Road" Strategy advocated by China.

Since the 1980s, China has worked to develop the technology commercialization capacity of its universities. With the development of the construction industry, increasing concern over construction and demolition waste (CDW) has initiated a wave of environmental regulation by the government in order to reduce the environmental impact and ensure sustainable development. Research on behavioral decision-making can offer a theoretical basis for the government and individuals. This paper aims to study the behavioral decision-making of stakeholders in CDW recycling under environmental regulation. Considering the limited rationality of stakeholders and the difference in reference points, an evolutionary game model including contractors and manufacturers of construction materials is proposed based on the prospect theory of behavioral economics. The results indicate that, only when the perceived benefits of one or both stakeholders for participation under the environmental regulation exceed those for non-participation, can the CDW recycling system eventually evolve to a stable state in which both stakeholders choose to participate. In addition, factors such as the initial strategy, production cost, technology, subsidies, recycling benefits, and the degree of perception of the stakeholders, exert certain influences on the stable state. To attain the required stable state, the government should increase the subsidies for the stakeholders and strengthen the publicity regarding recycling effects to improve the perceived benefits.
