Cet article décrit les changements survenus aux États-Unis dans la dernière décennie, concernant les politiques et les programmes gouvernementaux s'adressant aux travailleurs âgés. La question de l'âge de la retraite est abordée en rapport avec l'influence de facteurs économiques, démographiques, médicaux et technologiques. Concrètement, deux mesures législatives reflètent et/ou influencent ces changements: le "Age Discrimination in Employment Act" de 1978, qui élève l'âge de la retraite et les amendements de 1983 au "Social Security Act", qui vont éventuellement (d'ici la fin du siècle) élever l'âge d'éligibilité aux bénéfices de la pension.
The Issue of Mandatory Retirement

The issue of mandatory retirement is com plicated, not as easily resolved as it may first appear. Part of the issue has to do with whether there ought to be any age at which employees must retire; another is, given mandatory retirement, is there an appropriate age for it? The newest federal legislation addresses the issue by using age 70 (with some exceptions) as the earliest age at which employers may legitimately require their employees to retire. This paper investigates whether a problem actually exists with respect to a mandatory retirement age. It discusses evidence from a national survey dealing with hiring and firing practices and points out the need to distinguish between functional and chronological age. Some research and policy issues are discussed, and, finally, the relationship of mandatory retire ment to the young in the work force is considered. The paper concludes by noting that the emerging issue will center on costs to the total economy of early retirement for a growing population whose life expectancy is continuing to rise and what the alternative solutions to those costs might be, includ ing the alternative of reversing the trend toward early retirement.

Evidence from a 1974 national survey addressing hiring & firing practices points to the need to distinguish between functional & chronological age. Some research & policy issues are discussed, & finally, mandatory retirement's effect on the young work force is considered. The emerging issue will center on early retirement's costs to the total economy of a growing population where life expectancy is continuing to rise on alternative solutions to those costs, eg, eliminating mandatory retirement.
