STRATEGIES FOR ECONOMIC REFORM MUST BE EVALUATED IN TERMS OF BOTH ECONOMIC SOUNDNESS AND POLITICAL REALITY. THE OBJECTIVE OF THIS ARTICLE IS TO BEGIN THE TASK OF BUILDING A THEORY OF THE RECONSTRUCTION OF THE STATE AND MOVEMENT TOWARDS A VIABLE DEMOCRATIC POLITICAL ECONOMY. IT PROPOSES AN APPROACH THAT ATTEMPTS TO REDUCE THE POLITICAL AND ECONOMIC COSTS OF REFORM. IT REVIEWS THE RADICAL STRATEGY FOR REFORM AND DETAILS ITS POLTICAL AND ECONOMIC COSTS. THEN IT RECONSIDERS THE CASE OF CHILE AND INDICATES ITS IRRELEVANCE. THE TASKS OF THE STATE DURING THE TRANSFORMATION PROCESS ARE ANALYZED. THE ISSUES OF POLITICAL CONFLICT IS EXAMINED AND A PLAN FOR RECYCLING STATE BUREAUCRATES AS A MEANS TO ENSURE A MORE PEACEFUL TRANSITION IS SUGGESTED.
How can we explain that some Popular education militants are also referring to the Information Society and thus seem to join this plan, carried to a great extent by merchants and the authorities ? Which are the stakes at work in this "meeting" ? Popular education, in addition to a long and plural history, is not homogeneous. However, Popular education is marked by a common philosophy aiming at developing social, cultural and political people's emancipation. In the mean time, political and economic authorities need to get the support of social actors to carry out the Information Society. Within this framework, associations would be the relay of the development of this society ; the necessary social mediator of this plan. Meanwhile, Popular education movements are seeking ways to appropriate this concept in order to make it able to serve the interests of Popular education. But they also question the specific purposes of this model. Indeed, the reference to the Information Society allows the militants of Popular education to update their traditional matters, and also to come out of the crisis they are facing. Lastly, if this meeting seems, at first sight, to generate consensus, the inherent conflicts in the confrontation of the values and identities do not therefore disappear and question the real stakes at work.
In 1985 the French government created a unique circuit for the dissemination of doctoral theses: References went to a national database "Téléthèses" whereas the documents were distributed to the university libraries in microform. In the era of the electronic document this French network of deposit of and access to doctoral theses is changing. How do you discover and locate a French thesis today, how do you get hold of a paper copy and how do you access the full electronic text? What are the catalogues and databases referencing theses since the disappearance of "Téléthèses"? Where are the archives, and are they open? What is the legal environment that rules the emerging structures and tools? This paper presents national plans on referencing and archiving doctoral theses coordinated by the government as well as some initiatives for creating full text archives. These initiatives come from universities as well as from research institutions and learned societies. "Téléthèses" records have been integrated in a union catalogue of French university libraries SUDOC. University of Lyon-2 and INSA Lyon developed procedures and tools covering the entire production chain from writing to the final access in an archive: "Cyberthèses" and "Cither". The CNRS Centre for Direct Scientific Communication at Lyon (CCSD) maintains an archive ("TEL") with about 2000 theses in all disciplines. Another repository for theses in engineering, economics and management called "Pastel" is proposed by the Paris Institute of Technology (ParisTech), a consortium of 10 engineering and commercial schools of the Paris region.

The search uses proton-proton collision data collected in 2016 with the CMS detector at the LHC, corresponding to an integrated luminosity of 35.9 fb(-1) at 13 TeV. Both decay channels result in a final state with a top quark, a Higgs boson, and a b quark, each produced with significant energy. The all-hadronic decays of both the Higgs boson and the top quark are considered. The final-state jets, some of which correspond to merged decay products of a boosted top quark and a Higgs boson, are selected using jet substructure techniques, which help to suppress standard model backgrounds. A W boson signal would appear as a narrow peak in the invariant mass distribution of these jets. No significant deviation in data with respect to the standard model background predictions is observed. Cross section upper limits on W boson production in the top quark, Higgs boson, and b quark decay mode are set as a function of the W mass, for several vector-like quark mass hypotheses. These are the first limits for W boson production in this decay channel, and cover a range of 0.01 to 0.43 pb in the W mass range between 1.5 and 4.0 TeV.

The search looks for an excess of events with large transverse energy, large jet multiplicity, and large missing transverse momentum. The razor kinematic variables are sensitive to large mass differences between the parent particle and the invisible particles of a decay chain and help to identify the presence of SUSY particles. The search covers final states with zero or one charged lepton and features event categories divided according to the presence of a high transverse momentum hadronically decaying W boson or top quark, the number of jets, the number of b-tagged jets, and the values of the razor kinematic variables, in order to separate signal from background for a broad range of SUSY signatures. The addition of the boosted W boson and top quark categories within the analysis further increases the sensitivity of the search, particularly to signal models with large mass splitting between the produced gluino or squark and the lightest SUSY particle. The analysis is interpreted using simplified models of R-parity conserving SUSY, focusing on gluino pair production and top squark pair production. Limits on the gluino mass extend to 2.0 TeV, while limits on top squark mass reach 1.14 TeV.

The data correspond to an integrated luminosity of 35.9 fb(-1). The leptoquarks are assumed to decay promptly to a quark and either an electron or a neutrino, with branching fractions beta and 1 - beta, respectively. The search targets the decay final states comprising two electrons, or one electron and large missing transverse momentum, along with two quarks that are detected as hadronic jets. First-generation scalar leptoquarks with masses below 1435 (1270) GeVare excluded for beta = 1.0(0.5). These are the most stringent limits on the mass of first-generation scalar leptoquarks to date. The data are also interpreted to set exclusion limits in the context of an R-parity violating supersymmetric model, predicting promptly decaying top squarks with a similar dielectron final state.

The data set used corresponds to an integrated luminosity of 35.9 fb(-1) recorded with the CMS detector at the LHC. Whereas previous searches for neutral scalar or pseudoscalar mediators considered dark matter production in association with a top quark pair only, this analysis also includes production modes with a single top quark. The results are derived from the combination of multiple selection categories that are defined to target either the single top quark or the top quark pair signature. No significant deviations with respect to the standard model predictions are observed. The results are interpreted in the context of a simplified model in which a scalar or pseudoscalar mediator particle couples to a top quark and subsequently decays into dark matter particles. Scalar and pseudoscalar mediator particles with masses below 290 and 300 GeV, respectively, are excluded at 95% confidence level, assuming a dark matter particle mass of 1 GeV and mediator couplings to fermions and dark matter particles equal to unity.

The measurement uses the tt all- jets final state. A kinematic fit is performed to reconstruct the decay of the tt system and suppress themultijet background. Using the ideogram method, the top quark mass ( mt) is determined, simultaneously constraining an additional jet energy scale factor ( JSF). The resulting value of mt = 172.34 +/- 0.20 ( stat+ JSF) +/- 0.70 ( syst) GeV is in good agreement with previous measurements. In addition, a combined measurement that uses the tt lepton+ jets and all- jets final states is presented, using the same mass extraction method, and provides an mt measurement of 172.26 +/- 0.07 ( stat+ JSF) +/- 0.61 ( syst) GeV. This is the first combined mt extraction from the lepton+ jets and all- jets channels through a single likelihood function.

New physics may contribute in the gluon-gluon fusion loop, the dominant Higgs boson production mechanism at the LHC, and manifest itself through deviations from the distributions predicted by the standard model. Combined spectra for the H -> gamma gamma, H -> ZZ, and H -> b (b) over bar decay channels and the inclusive Higgs boson production cross section are presented, based on proton-proton collision data recorded with the CMS detector at root s = 13 TeV corresponding to an integrated luminosity of 35.9 fb(-1). The transverse momentum spectrum is used to place limits on the Higgs boson couplings to the top, bottom, and charm quarks, as well as its direct coupling to the gluon field. No significant deviations from the standard model are observed in any differential distribution. The measured total cross section is 61.1 +/- 6.0 (stat) +/- 3.7 (syst) pb, and the precision of the measurement of the differential cross section of the Higgs boson transverse momentum is improved by about 15% with respect to the H -> gamma gamma channel alone. Joint constraints are set on the Higgs boson total width and parameters that express its anomalous couplings to two electroweak vector bosons. These results are combined with those obtained from the data collected at center-of-mass energies of 7 and 8 TeV, corresponding to integrated luminosities of 5.1 and 19.7 fb(-1), respectively. Kinematic information from the decay particles and the associated jets are combined using matrix element techniques to identify the production mechanism and to increase sensitivity to the Higgs boson couplings in both production and decay. The constraints on anomalous HVV couplings are found to be consistent with the standard model expectation in both the on-shell and off-shell regions. Under the assumption of a coupling structure similar to that in the standard model, the Higgs boson width is constrained to be 3.2(-2.2)(+2.8)MeV while the expected constraint based on simulation is 4.1(-4.0)(+5.0) MeV. The constraints on the width remain similar with the inclusion of the tested anomalous HVV interactions.

The data were collected with the CMS detector at the CERN LHC in 2016 and 2017, and correspond to an integrated luminosity of 77.4 fb(-1). In the examined scenario, a pair of scalar leptoquarks is assumed to be produced. One leptoquark decays to a muon and a jet while the other decays to dark matter and low-p(T) standard model particles. The signature for signal events would be significant missing transverse momentum from the dark matter in conjunction with a peak at the leptoquark mass in the invariant mass distribution of the highest p(T) muon and jet. The data are observed to be consistent with the background predicted by the standard model. For the first benchmark scenario considered, dark matter masses up to 500 GeV are excluded for leptoquark masses m(LQ) approximate to 1400 GeV, and up to 300 GeV for m(LQ) approximate to 1500 GeV. For the second benchmark scenario, dark matter masses up to 600 GeV are excluded for m(LQ) approximate to 1400 GeV. (C) 2019 The Author(s). Published by Elsevier B.V.

The cross section s(.p.(770) 0 p) is 11.0 +/- 1.4 (stat) +/- 1.0 (syst) mu b at W. p = 92.6GeV for photon-proton centre-of-mass energies W. p between 29 and 213 GeV. The differential cross section ds/d| t| is measured in the interval 0.025 < | t| < 1GeV 2 as a function of W. p, where t is the squared four-momentum transfer at the proton vertex. The results are compared with previous measurements and theoretical predictions. The measured cross section s(.p.(770) 0 p) has a power-law dependence on the photon-proton centre-of-mass, consistent with electron-proton collision measurements performed at HERA. The W. p dependence of the exponential slope of the differential cross section ds/d| t| is also measured.

The inclusive cross section is measured to be sigma(tot)(ppWZ)=48.0) pb, resulting in a total uncertainty of -2.78/+2.98 pb. Fiducial cross section and ratios of charge-dependent cross section measurements are provided. Differential cross section measurements are also presented with respect to three variables: the Z boson transverse momentum p(T), the leading jet p(T), and the M(WZ) variable, defined as the invariant mass of the system composed of the three leptons and the missing transverse momentum. Differential measurements with respect to the W boson p(T), separated by charge, are also shown. Results are consistent with standard model predictions, favouring next-to-next-to-leading-order predictions over those at next-to-leading order. Constraints on anomalous triple gauge couplings are derived via a binned maximum likelihood fit to the M(WZ) variable.

The search is based on events recorded in root s = 13 TeV proton-proton collisions with the CMS detector at the LHC, collected in 2016, and corresponding to an integrated luminosity of 35.9 fb(-1). The search selects events in which the resonance would be produced with high transverse momentum because of the presence of initial- or final-state radiation. In such events, the decay products of the resonance would be reconstructed as a single large-radius jet with high mass and two-prong substructure. A potential signal would be identified as a narrow excess in the jet invariant mass spectrum. No evidence for such a resonance is observed within the mass range from 50 to 350 GeV, and upper limits at 95% confidence level are set on the product of the cross section and branching fraction to a bottom quark-antiquark pair. These constitute the first constraints from the LHC on exotic bottom quark-antiquark resonances with masses below 325 GeV.
