Cleaner Production (CP) can be a necessary condition for societies to establish and maintain sustainable production systems. Based upon the significant challenges for making progress toward sustainability and the currently stagnated situation of CP implementation, this thesis author questioned, 'What types of governmental policies are adequate for facilitating the continuous implementation of CP?. In answer, the author developed and presents an evolutionary sustainability policy model for designing and implementing CP. In order to progress to that stage, the author hypothesized that the behavioural pattern of firms evolves through four developmental stages of CP implementation: the compulsory motive, the financial motive, the communal motive, and the pioneering motive (Hypothesis 1). He further hypothesized that links among three types of knowledge – contextual, technological, and reconciliatory – (This author called it 'Triangular Knowledge Cycle' in Figure A.) play crucial roles as driving forces for upgrading the current level of CP implementation (Hypothesis 3, See Figure A). ; Mr. Dongwon Shin is currently on the senior staff of Korean Ministry of Environment (KMOE). He also works for Department of Natural Resources Science, McGill University Montreal as Adjunct Professor, where developing new Master's degree program in environmental assessment from August 2005, particularly in strategic environmental assessment (SEA) and sustainability appraisal (SA) as an integrated approach. He had been the Senior Programme Officer of UNEP/Economics and Trade (Geneva) from 2002 to 2005. He coordinated four thematic multi-institutional sustainability policy research projects in an integrated approach in cooperation with UNEP, relevant policy institutions worldwide, and KMOE. He was deeply involved in starting "UNEP Network of Institutions for Sustainable Development" (NISD), the first meeting of which was held on March 2004, Jeju Island, South Korea.

THE CURRENT WAVE OF GLOBAL DEMOCRATIZATION FIRST WASHED THE SHORES OF EAST ASIA MORE THAN A DECADE AFTER IT BEGAN IN THE SOUTHERN EUROPE OF THE MID-1970S. OF EAST ASIA'S VARIOUS AUTHORITARIAN STATES, SOUTH KOREA AND TAIWAN WERE THE FIRST TWO TO JOIN THE WAVE. NEWLY DEMOCRATIZATING COUNTRIES FACE MORE THAN A SIMPLE CHOICE BETWEEN REGRESSION TO AUTOCRACY AND PROGRESS TOWARD DEMOCRACY. THE ARTICLE DISCUSSES TRENDS IN DEMOCRATIC SUPPORT; HOW DEEP THE SUPPORT IS FOR DEMOCRACY; DISASSOCIATION FROM AUTHORITARIANISM; DEMOCRATIC COMMITMENT; AND A CROSS-REGIONAL PERSPECTIVE. KOREA AND TAIWAN HAVE BEEN MORE SUCCESSFUL THAN NEW DEMOCRACIES IN OTHER REGIONS AT COMBINING POLITICAL DEMOCRACY WITH ECONOMIC PROSPERITY.

ECONOMIC INDICATORS SUCH AS PER CAPITA GNP HAVE PERSISTED AS THE PRINCIPAL MEANS OF EVALUATING THE DEVELOPMENT PLANS AS WELL AS THE POLICY ACHIEVEMENTS OF THIRD WORLD COUNTRIES. THERE HAS BEEN, HOWEVER, AN INCREASING AWARENESS THAT THESE MEASURES ARE INADEQUATE TO ASSESS THE NEGATIVE SPILLOVER EFFECTS OF ECONOMIC GROWTH AND ARE A INACCURATE INDICATOR OF THE TRUE PURPOSE OF NATIONAL DEVELOPMENT: ENHANCING HUMAN WELL-BEING. THIS ARTICLE PROPOSES AN ALTERNATIVE MEASURE, WHICH WILL PERMIT A COMPREHENSIVE AND BALANCED ASSESSMENT OF THE RELATIONSHIP BETWEEN ECONOMIC GROWTH AND THE OTHER PRINCIPAL DOMAINS WHICH CONSTITUTE THE QUALITY OF LIFE. WE ANALYZE THE QUALITY OF LIFE IN KOREA (1963-1979) IN TERMS OF PHYSICAL, SOCIAL, AND PERONAL DEVELOPMENT. RESULTS SHOW THAT THE PHYSICAL DIMENSION OF LIFE IN THE 1960S AND 1970S WAS GREATLY ENHANCED BY KOREA'S WELL-KNOWN ECONOMIC GROWTH; BUT DURING THIS SAME PERIOD THE DOMAINS OF SOCIAL AND PERSONAL DEVELOPMENT DETERIORATED. AS A RESULT, THE OVERALL IMPROVEMENT IN THE QUALITY OF LIFE HAS BEEN SUBSTANTIALLY LESS THAN INFERRED BY ASSESSMENTS THAT HERETOFORE HAVE BEEN BASED ON ECONOMIC INDICATORS ALONE.

Nurse-led counseling centers (NLCCs) have been established in 'Gu', a town-sized urban district in South Korea. The purpose of the NLCCs was empowering residents, cultivating their leadership and mobilizing community resources to prevent chronic dieases and manage their health. Clubs and health-committees were organized to fulfill the purpose. We examined its feasibility guided by the ADEPT model's four determinants such as goals, obligations, resources and opportunities. Four focus-group interviews have been conducted in October to November 2013. Participants were sixteen nurses, eight club leaders who were senior residents (private sector), and fifteen health-committee members of Gu (public sector). Nurses, club leaders and health committee members represented different perspectives toward goals of the NLCCs. Further, participants defined their roles based on their goal perceptions. Due to lack of agreements on goals and obligations, nurses felt overwhelmed and exhausted with unespected roles, while other two groups felt that they have been asked to do tasks that they were not responsible for. For the resources, participants reported that the Gu had enough to empower residents, but they felt that the resources needed to be distributed more efficiently. Among three opportunities, organizational and public opportunities increased while political one did not. The NLCCs posed potentials for empowering senior residents and communities. Establishing channels among nurses, private and public sectors was essential to increase sustainability of the NLCC.
