A compromising consensus? Legitimising local government in post-conflict Nepal

Mainstreaming gender in water governance through "how to do gender" toolkits has long been a development focus. It has been widely argued that such toolkits simplify the complex, nuanced realities of inequalities by gender in relation to water and fail to pay attention to the fact that the proposed users of such gender-water toolkits, i.e. mostly male water sector professionals, lack the skills, motivation and/or incentives to apply these toolkits in their everyday work. We adopt a feminist political ecology lens to analyse some of the barriers to reduce social inequalities in the management of global commons such as international rivers. Our findings highlight the leap of faith made in the belief that gender toolkits, as they exist, will filter through layers of a predominantly masculine institutional culture to enable change in ground realities of complex inequalities by gender. Analysing the everyday workings of two hydropower development organisations in India, we show how organisational structures demonstrate a blatant culture of masculinity. These two organisations, like many others, are sites where hierarchies and inequalities based on gender are produced, performed and reproduced. This performance of masculinity promotes and rewards a culture of technical pride in re-shaping nature, abiding by and maintaining hierarchy and demonstrating physical strength and emotional hardiness. In such a setting, paying attention to vulnerabilities, inequalities and disparities are incompatible objectives.

The enactment of a new Constitution in 2015 in Nepal marked a shift to a representative system of federal governance. Earlier in 2002, the country's Tenth Five Year Plan had committed to a core focus on gender equality and social inclusion (GESI) in national policies and governance. How do these two strategic shifts in policy align in the case of WASH projects in rural Nepal? Applying a feminist political lens, we review the implementation of WASH initiatives in two rural districts to show that deep-rooted intersectional complexities of caste, class, and gender prevent inclusive WASH outcomes. Our findings show that the policy framing for gender equitable and socially inclusive outcomes have not impacted the WASH sector, where interventions continue as essentially technical interventions. While there has been significant increase in the number of women representatives in local governance structures since 2017, systemic, informal power relationship by caste, ethnicity and gender entrenched across institutional structures and cultures persist and continue to shape unequal gender-power dynamics. This is yet another example that shows that transformative change requires more than just affirmative policies.

Whilst political ecology scholarship has contributed much to articulating social injustices associated with Nepal's community forestry, here we took a different approach, by attempting an 'affirmative political ecology.' We drew on feminist and activist scholarship to inspire collective action that engaged directly with challenges of social justice and those charged with delivering it through their work. Guided by theories and practices of 'transformative learning' and a range of associated reflective practices, our participatory action research involved 4 facilitators and (up to) 25 participants who work across Nepal's forest bureaucracy (and for some, the wider community-based natural resource management sector). Together physically, remotely and through our writing, we reflect upon the operation of power in our professional – and personal – lives, exploring how that may enable a more informed and meaningful engagement with social justice within the workplace, and beyond. This article presents the process of our collective reflection and learning, and shares some of its initial outcomes based on the experiences of the 15 co-authors. Whilst 'simply' having the time and space to come together was hugely important, it was the form and feel of that space that was particularly significant, as we focused on co-creating a safe space which was non-judgmental and based on mutual respect, enabling comfortable and open discussion of often unspoken and uncomfortable issues. Ultimately, this article argues that collective practices of reflection and transformative learning can create shared learning, understanding, empathy and solidarity, and thus that it offers hope in the face of on-going social injustices. It therefore urges political ecologists to work towards such caring and affirmative collective engagements with practitioners as one way in which to affect change.
The COVID-19 pandemic has impacted social, economic, and environmental systems worldwide, slowing down and reversing the progress made in achieving the Sustainable Development Goals (SDGs). SDGs belong to the 2030 Agenda to transform our world by tackling humankind's challenges to ensure well-being, economic prosperity, and environmental protection. We explore the potential impacts of the pandemic on SDGs for Nepal. We followed a knowledge co-creation process with experts from various professional backgrounds, involving five steps: online survey, online workshop, assessment of expert's opinions, review and validation, and revision and synthesis. The pandemic has negatively impacted most SDGs in the short term. Particularly, the targets of SDG 1, 4, 5, 8, 9, 10, 11, and 13 have and will continue to have weakly to moderately restricting impacts. However, a few targets of SDG 2, 3, 6, and 11 could also have weakly promoting impacts. The negative impacts have resulted from impeding factors linked to the pandemic. Many of the negative impacts may subside in the medium and long terms. The key five impeding factors are lockdowns, underemployment and unemployment, closure of institutions and facilities, diluted focus and funds for non-COVID-19-related issues, and anticipated reduction in support from development partners. The pandemic has also opened a window of opportunity for sustainable transformation, which is short-lived and narrow. These opportunities are lessons learned for planning and action, socio-economic recovery plan, use of information and communication technologies and the digital economy, reverse migration and "brain gain," and local governments' exercising authorities.
