Military personnel and other civilians were exposed to numerous environmental hazards during their service in the Persian Gulf Crisis. Nearly a decade later well over 100,000 veterans, spouses, and other civilians are claiming illnesses related to these exposures. The U.S. government denies a connection and refuses to sanction these claims of environmental illness. Analyzing data from in‐depth interviews and various documents, the author examines the veterans'framing of Gulf War Illness and the government's response to this environmental illness frame.

AbstractThere has been a deadly resurgence of black lung disease, particularly in central Appalachia. The disease has a long and contentious history in the United States. During the 1960s, coal miners and their supporters successfully mobilized for recognition and treatment of the disease when it was largely eradicated. We draw from literature on environmental health movements and contested environmental illness to analyze black lung advocacy and continued obstruction from the coal industry. Our data come from a case study that includes in‐depth interviews, participant observation, and document analysis. Results indicate that the black lung movement is now being spearheaded by professionals, such as medical and legal advocates, who partner with retired miners and their supporters. Unlike previous organizing efforts around black lung, active miners are largely absent from current advocacy efforts. Our findings also reveal four major obstruction tactics utilized by the industry, including: (1) industry denial, (2) falsifying records, (3) fear and intimidation, and (4) contestation of new regulations.

AbstractExtant research indicates that white racial framing is utilized to rationalize discrimination, but less work has examined how the white racial frame becomes filtered into institutional settings such as corporations and instilled within its programs and practices. This paper analyzes white racial framing in the Colorado Fuel & Iron Company during the early twentieth century as part of its effort to Americanize and control its racially diverse workforce. The company developed a special unit headed by a physician and proponent of eugenics to promote "social betterment." Our findings show how dominant racial ideologies were embedded within the company's conceptualization of social betterment and how these ideas influenced corporate programs aimed at mollifying the workforce and increasing productivity. We discuss the implications of our research for future analyses of historically embedded racial framing.

Corporate misconduct is often associated with environmental, political, and social problems, and the effects are often felt at the local level where disenfranchised residents may have less access to political power. We know that grassroots movements can take various tactical paths as they challenge elites, yet we aim to map the specific pathways that lead to shifts in tactical repertoires, especially as groups transition to increasingly confrontational tactics. Drawing from social movement theory on tactics and targets, along with environmental sociology literature on grassroots environmental organizing, we examine how the interplay with institutional movement targets affects local environmental resistance. The data for this research come from numerous sources, including in-depth interviews, archival materials, and news coverage of petrochemical contamination. Our findings show that grassroots shifts from insider to outsider tactics stem from a loss of trust in elite institutions and citizens' understanding of the organization of power in society. We conclude by discussing how our research informs future social movement research by adding an important dimension to analyses of movement tactics—namely, the perceived relationship between activists and their institutional targets.

Extant research emphasizes the ways in which collective identity is negotiated within broader political and economic opportunity structures. However, the interplay between collective identity and the subjective nature of opportunities has been largely unexplored. We address this gap in the literature by delineating how conflicting perceptions of salient political opportunities can fuel animosity and threaten movement identity. We draw from a unique qualitative dataset on the Czech environmental movement collected over a ten-year span. In 2002, a group of movement leaders circulated a manifesto urging environmentalists to stage a coup d'etat of the Czech Green Party. Controversy erupted as some activists felt that the rallying call violated their longstanding independence from party politics. Our findings reveal that the movement's collective identity ultimately became fragmented as a result of activists' dissonant perceptions of this opportunity. Abstract  We use in‐depth interviews, participant observation, and document analysis to examine perceptions of environmental health and justice among Native Americans in a rural Oklahoma community. Residents live near the Continental Carbon Company, which manufactures a rubber compound know as "carbon black." Ponca tribal members believe their respiratory problems and other health concerns are directly related to the black dust emanating from the facility, but they have been unable to validate their health claims through institutional channels. We examine how Native American respondents interpret the environmental pollution as a threat not only to their health and well‐being but also to their sense of community. We address the perceived pattern of institutional denial and highlight the obstacles facing an impoverished Native American community attempting to validate their environmental health claims.
