The article is devoted to the study of the issue of the historical foundations of the existing border conflicts between India and Pakistan and the latest efforts of these two states and the international community in relation of resolving them. The roots of the existing Indian-Pakistani border conflicts go back to the time when India was a part of British colonial empire. To a decisive extent, such conflicts were a consequence of the British authority's policy, which, in an effort to weaken the liberation movement in India, incited enmity between the largest ethno-religious groups of the population – Hindus and Muslims. This policy eventually led to the formation of two separate neighboring states – India and Pakistan, and these countries inherited numerous border conflicts. The largest among them is Kashmir, due to the gap of this territory between India and Pakistan. For several decades, the state of Jammu and Kashmir, according to Article 370 of the Indian Constitution, had a special status and broad autonomy.However, the Indian government, headed by N.Modi, eliminated this special status by removing this article from the country's constitution in August 2019. Over the past year, under the influence of serious geopolitical changes in the Indo-Pacific region and South Asia, the government of N. Modi initiated a return to the consideration of the status of the former state of Jammu and Kashmir, and also seeks to develop an updated format for his stay in India. On June 25, 2021 the prime minister of India held an important meeting with a group of prominent politicians from Kashmir, which was the first public event by the Indian government after the liquidation of the Kashmir autonomy. During the meeting, a number of issues were discussed about the preparation for the future elections in the region. N.Modi described the meeting as "an important step towards increasing efforts in the development and progress of the territory of Jammu and Kashmir". ; Стаття присвячена дослідженню питання історичних витоків існуючих прикордонних конфліктів між Індією та Пакистаном та нещодавнім зусиллям обох країн і міжнародної спільноти щодо спроб їхнього розв'язання. Своїми коріннями існуючі індійсько-пакистанські прикордонні конфлікти ведуть до часів перебування Індії у складі Британської колоніальної імперії. Вирішальною мірою вони стали наслідком політики британських властей, які у намаганні послабити визвольний рух в Індії, розпалювали ворожнечу між двома найбільшими етнорелігійними групами населення – індусами і мусульманами, що врешті-решт призвело до виникнення двох окремих сусідніх країн – Індії і Пакистану, у спадок яким залишилися численні прикордонні конфлікти. Найбільший з них – кашмірський, спричинений розривом цієї території між двома країнами. Протягом декількох десятиліть штат Джамму і Кашмір, згідно 370-ї статті конституції Індії, користувався особливим статусом і широкою автономією. Однак у серпні 2019р. індійський уряд на чолі з Н.Моді ліквідував цей особливий статус, вилучивши зазначену статтю з конституції країни. Протягом останнього року під впливом серйозних геополітичних змін в Індо-Тихоокеанському регіоні і Південній Азії уряд Н.Моді ініціював повернення до розгляду питання статусу колишнього штату Джамму і Кашмір, а також намагається опрацювати оновлений формат його перебування у складі Індійської держави. 25червня 2021р. прем'єр-міністр Індії провів важливу зустріч із групою відомих політиків із Кашміру, що стало першим публічним заходом Нью-Делі після ліквідації Кашмірської автономії. Під час зустрічі було обговорено низку питань щодо підготовки проведення майбутніх виборів у регіоні. Н.Моді охарактеризував зустріч як «важливий крок у напрямку збільшення зусиль щодо розвитку і прогресу території Джамму і Кашміру».

The period from January to March 2021 completed the formation of the main outlines of the foreign policy of the Joe Biden administration in the Middle East, which found its consolidation in the Interim Strategic Leadership in the field of national security. Its main features, in contrast to the policy of the D. Trump administration, are based on the principles of democracy, liberalism and reliance on the alliances and allies of the United States in the region. The main directions of the foreign policy course of the new US administration in the Middle East region are determined as follows: ensuring effective security for Israel in the context of its deep integration into the Middle East, advancing the process of the Abrahamic agreements and resolving the Palestinian-Israeli conflict on the basis of a two-state solution; organizing, together with its regional allies and partners, the effective counteraction to the Iranian expansionist course by returning to an updated and expanded Joint Comprehensive Plan of Action; continuing the counterterrorism activities with reliance on regional partners and improvement of the forms and methods of its implementation; significantly reducing the level of tension in the region. When implementing these tasks, the Biden administration will have to find a balance between the proclaimed principles of its foreign policy in the region and the existing realities and traditions, especially among the Arab countries of the region. ; Період із січня по березень 2021р. завершив формування основних засад зовнішньої політики адміністрації Дж. Байдена на Близькому Сході, що знайшла своє закріплення у документі «Тимчасове стратегічне керівництво у сфері національної безпеки». Її головною особливістю, на відміну від політики адміністрації Д.Трампа, є базування на принципах демократії, лібералізму та опори на альянси та союзників США у регіоні. Основними напрямами зовнішньополітичного курсу нової адміністрації США у Близькосхідному регіоні визначені такі: забезпечення ефективної безпеки Ізраїлю у контексті його глибокої інтеграції у близькосхідний простір; просування процесу Угод Авраама та розв'язання палестинсько-ізраїльського конфлікту на основі дводержавного рішення; організація спільно зі своїми регіональними союзниками і партнерами ефективної протидії іранському експансіоністському курсу шляхом повернення до оновленого та розширеного Спільного всеосяжного плану дій; продовження контртерористичної діяльності при опорі на регіональних партнерів та удосконалення форм і методів її реалізації; значне зниження рівня напруги та нестабільності у регіоні. При реалізації цих завдань адміністрації Дж.Байдена доведеться знайти баланс між проголошеними принципами свого зовнішньополітичного курсу в регіоні та існуючими реаліями і традиціями, особливо серед арабських країн регіону.

The article is an attempt to analyse historical roots of creation of the contemporary integration architecture in the Gulf region as well as to disclose principal tendencies and particularities of development the integration processes in the above-mentioned region after «Arab Spring». The author also researches influence on complication of integration processes in the organisation of the Gulf Cooperation Council (GCC) of following factors: significant sharpening of Iran-Saudi confrontation, Middle East policy of the new USA president Donald Trump, Qatar crisis etc.The article is an attempt to research the latest attempts of Saudi Arabia together United Emirates to formulate a new centre of integration gravity of loyal to them Arab states, first of all – Egypt and Jordan with the help of the following projects like a new military, political and economic union between Saudi Arabia and UAE as well as such project as NEOM.The author also formulates main conclusions that are to be taken into consideration while evaluating the contemporary condition of integration processes and geopolitical balance in the Gulf region for the implementation of strategic tasks of Ukraine in the whole Middle East and the Gulf region in particular. ; Проаналізовано історичні витоки формування сучасної інтеграційної архітектури у такому ключовому регіоні Близького Сходу, як Затока, визначено головні тенденції та особливості розвитку інтеграційних процесів у зазначеному просторі після революцій «арабської весни». Виявлено основні чинники підвищення ролі аравійських монархій в арабському світі протягом зазначеного часу.Досліджено вплив на ускладнення процесів інтеграції у рамках такого об'єднання, як Рада співробітництва арабських держав Затоки (РСАДЗ); таких чинників, як політичне загострення саудівсько-іранського протистояння, близькосхідна політика нового президента США Д. Трампа, катарська криза тощо.Розглядаються останні спроби Саудівської Аравії спільно з Об'єднаними Арабськими Еміратами сформувати новий центр інтеграційного тяжіння лояльних до них арабських держав, насамперед Єгипту та Йорданії через такі проекти, як новий воєнно-політичний та економічний союз між Саудівською Аравією та ОАЕ, а також проект NEOM.Сформульовано основні висновки щодо врахування нинішнього стану інтеграційних процесів та геополітичного балансу в регіоні Затоки на реалізацію стратегічних завдань України на Близькому Сході в цілому і у регіоні Затоки зокрема.

This is an attempt to analyse contemporary balance in the Middle East region. The main aspects of the formation of its new landscape are the change of the model of «US presence» in the region. Geopolitical competition between global and regional power centres – US, Russia, Iran, Turkey, Saudi Arabia and Israel that leads to new division lines between regional actors to the creation of new alliances and blocks.The D. Trump's decision to remove American troops from Syria became the manifestation of change of the US role in the Middle East region that would have serious geo-political consequences.US are trying to mobilise it allies in the region into anti-Iran coalition with the help of such military-political project as Middle East Alliance. One can see complete approaching of the position of Israel and the number of Arab Gulf countries, but this process faces the unsettled Palestinian problem and Arab public opinion. The Warsaw ministry Middle East conference became a new US attempt to strengthen anti-Iran coalition and to close Israel with the Arab World. ; Аналізується сучасний геополітичний баланс у Близькосхідному регіоні. Головними чинниками формування його нового ландшафту є зміна моделі присутності в регіоні Сполучених Штатів, геополітичне суперництво між глобальними та регіональними центрами сили – США, Росією, Іраном, Туреччиною, Саудівською Аравією та Ізраїлем, що призводить до нового водорозділу між регіональними акторами і до створення нових альянсів і блоків. Проявом такої зміни ролі США у Близькосхідному регіоні стало рішення Д. Трампа про вихід американських військ із Сирії, що матиме серйозні геополітичні наслідки.США намагаються мобілізувати своїх союзників у регіоні в антиіранську коаліцію за допомогою такого воєнно-політичного проекту, як Близькосхідний стратегічний альянс (Middle East Strategic Alliance). Відбувається певне зближення позицій Ізраїлю та низки арабських країн Затоки, однак цей процес натикається на невирішеність палестинської проблеми та арабську громадську думку. Варшавська міністерська конференція з питання Близького Сходу стала черговою спробою США зміцнити антиіранську коаліцію та зблизити Ізраїль з арабським світом.

The impact of changes in the geopolitical landscape at the global and regional levels on the development and transformation of such an important region of the Arab world as the Persian Gulf is analyzed. It is noted that the transformation processes of this region were primarily influenced by the US intervention in Iraq in 2003 and the "Arab spring" of 2010-2011. Over the past two decades, Iran has become the main rival of the Arab countries of the Persian Gulf. The tough and uncompromising confrontation with Iran mainly determines the peculiarities and aspirations of the foreign policy of these countries, the development of their integration formats and the emergence of new alliances. It isindicated that under the influence of the events of the "Arab spring" and the need to confront Iran, a "revolution from above" is unfolding in the Arab countries of the Persian Gulf today, and large-scale reforms have begun. The prospects for creating a new military-political project "Middle East Strategic Alliance", the possibilities and risks of normalizing relations between the Arab countries of the Persian Gulf and Israel are analyzed ; Проаналізовано вплив змін геополітичного ландшафту на глобальному та регіональному рівнях на розвиток та трансформацію такого важливого регіону арабського світу як Перська затока. Визначено, що на трансформаційні процеси в першу чергу вплинула інтервенція США до Іраку 2003 р. та «арабська весна» 2010-2011 рр. Протягом останніх двох десятиліть головним суперником арабських країн Перської затоки став Іран. Жорстке і безкомпромісне протиборство з Іраном головним чином визначає особливості та спрямованість зовнішньополітичного курсу цих країн, розвиток їх інтеграційних форматів та появу нових альянсів. Підкреслено, що під впливом подій «арабської весни» та необхідності протистояння Ірану, в арабських країнах Перської затоки нині розгортається «революція зверху», почалися широкомасштабні реформи. Проаналізовано перспективи створення нового воєннополітичного проекту «близькосхідний стратегічний альянс», можливості та ризики нормалізації відносин арабських країн Перської затоки з Ізраїлем.

The article analyses the role of the "Arab Spring" as the beginning of long time process of deep transformation changes in the Arab World. Special attention is paid to understanding of particularities of contemporary stage of the above-mentioned post-revolutionary period. The article also studies such actual problems as internal and external aspects of defeat of the first wave of the contemporary Arab revolutions, content and direction of contemporary change of format of the Arab Spring and results of acute sharpening of the Sunni-Shiite confrontation. It also studies reasons and purposes of the direct Russian intervention in the Syrian conflict. The analysis values of the Tunisian development model transformation prospects for democratic renewal of Arab society and identified the reasons why after the "Arab Spring" Tunisia became virtually the only Arab country which has been extended and deepened the democratic process. ; У статті аналізується роль «арабської весни» як початку довготривалого процесу глибоких трансформаційних змін в арабському світі. Зокрема, увагу приділено осмисленню особливостей сучасного етапу зазначеного процесу у так званий «постреволюційний» період. Досліджуються такі актуальні проблеми, як внутрішні та зовнішні чинники поразки першої хвилі сучасних арабських революцій, зміст та спрямованість нинішнього переформатування арабського світу, наслідки різкого загострення сунітсько-шиїтського протистояння. Розглядаються причини та цілі прямого військового втручання Росії у сирійський конфлікт. Проаналізовано значення туніської трансформаційної моделі розвитку для перспектив демократичного оновлення арабського суспільства та визначено причини, через які після «арабської весни» Туніс фактично став єдиною арабською країною, де було продовжено та поглиблено демократичний процес.
