Il tema sullo sviluppo urbano sostenibile ricopre un ruolo centrale nelle politiche urbane di molte città europee e non. Le indicazioni dei documenti programmatici dell'Organizzazione delle Nazioni Unite (ONU), dell'Unione Europea e degli Stati Membri della Comunità Europea propongono linee guida al fine di «rendere le città e gli insediamenti umani più inclusivi, sicuri, resilienti e sostenibili». Ad una prima fase in cui il dibattito sulla sostenibilità ha riguardato la necessità di fronteggiare il rapido cambiamento climatico attraverso la salvaguardia e la tutela delle componenti ambientali e naturali, a partire dagli inizi del XXI secolo è seguita una fase in cui si è avvertita la necessità di indirizzare le trasformazioni insediative delle città considerando congiuntamente, quindi in chiave ecosistemica integrata, gli aspetti relativi sia alle risorse naturali e ambientali esistenti, sia ai servizi da essi generati, con gli effetti e le ricadute di tipo economico, sociale e culturale. La Commissione Europea propone iniziative volte a migliorare lo stato delle città per mezzo di ecologically sound urban design practices utili allo sviluppo economico del territorio, al benessere della collettività e alla salvaguardia della componente naturale esistente. L'integrazione di azioni di forestazione urbana e peri-urbana con gli aspetti urbanistici, architettonici, tecnologici, impiantistici, naturalistici e ambientali del progetto può contribuire ad innalzare il livello di qualità ambientale, sociale e culturale, nonché la capacità reddituale di porzioni di territorio urbanizzato. Si tratta di benefici plurimi per la collettività da valutare in termini di servizi eco-sistemici. Purpose
The decisions taken today relating to urban renewal interventions are rarely supported by logical and operational methodologies capable of effectively rationalising selection processes. For this purpose, it is necessary to propose and implement analysis models with the aim of promoting the sustainable development of the territory. The purpose of this paper is to define a model for the optimal allocation of scarce resources.


Design/methodology/approach
The Discrete Linear Programming (DLP) is used for selecting investments aimed at achieving financial, social, cultural and environmental sustainability.


Findings
The proposed model lends itself to the construction of investment plans on behalf of both types of decision makers, of both a public and a private nature.


Research limitations/implications
All projects are evaluated according to multi-criteria logics, so that it is possible to find compromise solutions, in accordance with the stakeholders' different preferences.


Practical implications
The model, written with A Mathematical Programming Language using DLP logics, is tested – case study – so as to define an investment programme finalised for urban renewal of a vast area.


Social implications
The proposed econometric model makes it possible to obtain the optimal combination of projects for urban renewal with a view to achieving the sustainable development of the territory.


Originality/value
Using the proposed model, all projects are evaluated according to multi-criteria logics, so that it is possible to find compromise solutions, in accordance with the stakeholders' different preferences.

The historical buildings can become an instrument for the growth of a territory in connection with the historic and artistic value, the ability to characterize environments and urban, rural and natural landscapes and on the basis of historical and documentary interest. This is confirmed in the numerous legislative measures that deal with urban planning at the international level. Most of the time, however, the interventions on the historical–architectural building heritage do not respond to logic capable of simultaneously ensuring the conservation and valorization. This problem is accentuated when the decision-making process is not supported by operating logical models capable of bringing into account the many effects of an investment, which are not only financial, but also social, cultural and environmental nature. The operational research, in particular discrete linear programming crossed with multicriteria analysis, can support the definition of useful models to the selection of investments on historical buildings. Intended for public authorities called to choose the projects to be financed, the model defined and tested in the present work can be easily adapted also to the case of resources allocation by private investor. The application of the model to a concrete case, concerning the definition of the projects portfolio for the valorization of buildings of historical–architectural value in a Municipality of South Italy, confirms the potential of the instrument in analysis.

Economic, social and environmental sustainability are becoming more important in urban and territorial development policies in Europe and internationally. Recently, the United States and Europe have put forth the green deals proposing programmatic provisions for achieving territorial sustainability through the redevelopment of brownfield land into Sustainable Industrial Areas (SIAs). This opinion paper presents the benefits of the European Green Deal (EGD) policies as support for brownfield land redevelopment, SIA implementation and urban regeneration in light of the experiences of many countries in the European Union (EU). Moreover, this paper makes policy recommendations and discusses future research directions.

It is recognized, in Europe and elsewhere, that there is a need to implement sustainable urban intervention policies based also on the recovery of existing public real estate assets. In Italy, the schools are a significant part of public property. At this time (2019), many buildings destined for teaching need to be redeveloped, both from a structural and plant engineering point of view, and with regard to the management of the spaces available for teaching and social activities. Although, there have been many attempts by the legislator to regulate the modus operandi in the school construction field, it is clear that there is a lack of a unique regulatory system in which the technical and functional-managerial aspects relating to the same school are considered together. On this basis, with this study a multi-criteria evaluation protocol to support intervention planning for the redevelopment of existing school buildings is proposed. The study defines an evaluation framework with which we can establish the design priorities to be carried out in accordance with the building features and community needs. The evaluation framework is tested on a renewal project regarding a school building located in the historic center of Rome (Italy).

From the 21st century to the present(2021), a worldwide awareness that cities' development must be based on projects for socio-economic growth and environmental protection is increasing. World governmental agencies and the European Union have suggested action strategies for the construction of «prototype cities» whose value must be founded on the inclusion and/or preservation of anthropic-natural elements and their effects on territories. In order to minimize the theoretical– practical gap between planning and project design with a view to sustainable development and the evaluation of their performance from economic, social and environmental points of view, the present contribution aims to outline a framework useful for systematizing the main scientific contributions concerning sustainability and the evaluation of urban transformation projects. The objective is pursued by analyzing bibliographic references with specific regard to the use of logical-operative methodologies used to rationalize the processes of interventions' evaluation and selection. The task of examining the available literature is carried out with an investigation protocol of four sequential steps. From the implementation of the last one, the evidence expressing the heterogeneity of the examples in the literature is described. Accordingly, the theoretical-methodological framework for the project evaluation from an urban sustainability perspective is illustrated.
