L'Europe est la partie la plus touchee parmi les regions industrialisees par la crise mondiale, parce qu'elle n'a pas su adapter ses structures economiques aux defis croissants des Etats-Unis, du Japon et des pays d'industrialisation recente. L'Amerique Latine se trouve au centre de la crise financiere mondiale et menacee ainsi d'asphyxie economique et d'echec de son retour a des regimes constitutionnels. Pour sortir de ces problemes, la cooperation entre l'Europe et l'Amerique Latine presenterait beaucoup d'avantages aux deux cotes
