Can citizenship rights be denied to significant groups in a society that regards itself as civilized and self-governing? Is it possible to exclude such people in the name of freedom and reason? Is it plausible to explain classifications that differentiate between first- and second-class citizens as "natural"?This is the paradox inherent in modern politics, born of the revolutions that ended the Ancien Régime in the western world. Throughout the nineteenth century and at the beginning of the twentieth, liberalism inspired a representative form of government that appealed to citizenship, yet marginalized many social groups, including natives, women, immigrants, workers, slaves and nomads. In the Hispanic dimension of the Atlantic world that this book deals with, modern politics was based on exclusions explained as natural and necessary. In both Europe and America, a distinction was made between the responsible citizen and those "others" in society, potential "enemies within", who had to be controlled and supervised.This book explains the success of this political operation by analysing the historical construction of figures of alterity that were fundamental to the definition of national civic identities. Its basic premise is that imaginaries that were constructed in the nineteenth century can be found even today in western political conceptions. The cultural complexity of enduring political images is revealed by exploring the inner workings of virtuous figures in relation to their opposites: readers will find the mosaic of representations of civic alterity both recognisable and surprising.The contributors to this volume provide historical perspectives on the debate on political legitimacy in open societies. This article examines the political formula of Romanestan as conceived by Ionel Rotaru (1918–1982), a Romanian refugee in France after the Second World War. Romanestan is the most visible aspect of an ambitious plan demanding rights for those labelled Gypsies throughout the world. This study is of interest because it sheds new light on the problems of social and political readjustment after the Second World War from the standpoint of racial exclusion. Rotaru's project was both the response to longstanding historical racist aggression and also a crucial turning point in the formation of Romani ethnic identity. What makes its study interesting is that the formula of the Romanestan wove the right to exist of those regarded as Gypsies into a creative transnational political project. Based on classified documents, this article highlights the political nature of processes of ethnicization and assesses the performative power of symbols.
This article studies the political discourse of Helios Gómez, a Romani artist,who committed first to anarchism and then to communism in the interwar period.The analysis sets his account of the new Soviet society as a model to follow in thecontext of the large body of literature on the genre and at the same time interprets itin the light of the political cultures on which it draws. Moreover, it sets out to understandthe Romani identity of this graphic artist as the key to his capacity for transforminga common discourse into a utopian discourse full of projective boldness,one that called for ethnic equality as part of social justice. The article addresses thedifferent intersecting identitarian contexts—political, class, ethnic—that constitutethe framework from which to claim recognition of rights for the Roma minority,marginalized in the processes of political modernization. ; Este artículo estudia el discurso político de Helios Gómez, un artista gitano comprometido con el anarquismo y el comunismo alternativamente en el tiempo de entreguerras. El análisis contextualiza su relato sobre la nueva sociedad soviética como modelo a seguir en el amplio corpus de literatura de este género y, a la vez, lo interpreta a la luz de las culturas políticas que le dan sustento. Además, propone entender la identidad gitana de este artista gráfico como clave de su capacidad para convertir un discurso común en un discurso utópico lleno de atrevimiento proyectivo, reivindicando la igualdad étnica como parte de la justicia social. La historia del pueblo gitano está sin hacer y es una ocasión para revisar críticamente los paradigmas historiográficos naturalizados en la disciplina. También para plantear investigaciones auténticamente transdisciplinares. Este artículo revisa las aportaciones existentes en dos campos, el de la historia del antigitanismo y el de la formación de los estereotipos culturales sobre «lo gitano». Apuesta también por avanzar más allá de esta historia de las reacciones de la sociedad mayoritaria ante la minoría romaní, pensando la historia gitana desde dentro. Esto supone tanto una tarea de imaginación historiográfica como una preocupación por hacer del conocimiento científico un conocimiento público, abriendo los lugares de enunciación a las comunidades históricamente interpeladas como gitanas.

A biographical approach is used in this article to inquire into some cultural keys of political action. The life of Tassara, a Spanish «civic» poet of the mid Nineteenth Century, is turned into the starting point for the analysis of the relationship between liberal politics and two other different but complementary cultural identities: Romanticism and masculinity. Both identities conditioned the ways in which this deputy, diplomatic and public writer thought and acted in politics, during the instauration of the representative regime in Spain. Our contextual biographical approach also aims at assessing how far Tassara's was a singular case and how much he shared with the post-revolutionary liberal generation he belonged to. In the latter sense, his double condition of Romantic and male build up a set of identity references that might contribute to undertake the study of political liberalism from a transnational point of view. ; Este artículo emplea la aproximación biográfica para indagar en algunas claves culturales de la acción política. La vida de Tassara, un poeta cívico español de mediados del siglo xix, constituye la vía de entrada para proceder a un análisis de las relaciones entre la política liberal y dos distintas pero complementarias identidades de definición cultural. Romanticismo y masculinidad enmarcan de forma decisiva la forma de pensar y actuar en política de quien fue diputado y embajador, además de escritor público, en la época de instauración del nuevo régimen representativo en España. El enfoque biográfico contextual pretende, además, valorar aquello que su caso concreto presenta de particular y lo compartido con parte de la generación que protagonizó la construcción posrevolucionaria del liberalismo. En este último sentido, la doble condición de romántico y de varón dibuja un tejido de referencias identitarias que puede colaborar a abordar el estudio del liberalismo político desde perspectivas transnacionales.

No entén la història de les emocions tant com un camp específic d'estudi, sinó més aviat com una sensibilitat analítica que pot ser emprada transversalment i potenciada amb les aportacions d'altres enfocaments. Des d'aquests plantejaments, s'aproxima al Romanticisme com un "règim emocional", tot emprant i alhora discutint el concepte encunyat per William Reddy.En aquest marc, es considera la masculinitat com una qüestió fonamental en la configuració de l'ordre polític i sentimental liberal post-revolucionari, analitzant-se alguns espais de creació de la virilitat burgesa. En l'última part de l'article, es confronta el conjunt de normatives que configuren aquest règim amb les línies de fissura i fractura existents en paral·lel a la seva mateixa imposició. Per a això, s'extreuen de la història biogràfica algunes preguntes i possibles respostes sobre els factors culturals que van possibilitar el desbordament i superació d'aquest règim emocional, apuntant finalment una interpretació sobre el Romanticisme com a estil emocional. ; This article is in a historiographical crossroads where the history of emotions combines with other approaches in order to investigate the deep cultural keys of the political action. The paper does not understand the history of emotions as a specific field of study, but rather as an analytical sensitivity that can be used across and enhanced with inputs from other approaches. From this standpoint, it approaches the Romanticism as an "emotional regime", taking -and discussing at the same time- the concept coined by William Reddy.In this context, masculinity is considered as a key issue in shaping the post-revolutionary liberal order, both in a political and a sentimental way, analyzing some creative spaces of bourgeois virility. In the last part of the article, the set of regulations that shape this regime is confronted with the crack and fracture lines that existed in parallel with the introduction of the liberal regime. In order to do this, some questions and possible answers about the cultural factors that allowed the overflow and overcoming of this emotional regime have been drawn from the biographical history.
