This reflection focuses on the salient racial, cultural and political processes in the response to COVID-19, particularly in Hong Kong and Singapore, using a framework that examines safety and certainty or the lack of it. It begins by examining the awful racism internationally toward Chinese and the unique Chinese culinary practices that has become a contentious focus in this pandemic. It will then reflect on the meaning and impact of political contexts, with reference to the use surgical masks in Hong Kong and Singapore. Next, it will discuss the disruptions and discoveries for social work teaching and learning and practice during this turbulent time. The reflection will end by looking at the silver linings, and re-thinking about safety and certainty for individuals and social work development, as the pandemic continues to evolve.

"Die Arbeit mit Familienmitgliedern von ehemaligen Straffälligen ist eine beängstigende und neue Entwicklung in der Rehabilitation von Straffälligen in Singapur. Ein kleinformatiges Praxisforschungsprojekt wurde von drei SozialarbeiterInnen und zwei AkademikerInnen über einen Zeitraum von 22 Monaten durchgeführt. Das Projekt hatte zum Ziel, die relevanten Themen und Herausforderungen in der Arbeit mit Familienmitgliedern von ehemaligen Straffälligen zu erforschen. Es wurde eine systematische Dokumentation des Prozesses der Arbeit mit drei Fällen erstellt. Besondere Fähigkeiten und Strategien wurden vorgeschlagen und Empfehlungen für die Veränderung von Serviceerbringung und Politik bezüglich der Arbeit mit ehemaligen Straffälligen und ihren Familienmitgliedern wurden gegenüber den Behörden geäußert. A modified e-Delphi study was conducted to identify the core competencies required by social workers for disaster management in China. A list of competencies was compiled through an integrative review and in-depth interviews. We then conducted a three-round e-Delphi survey with 25 experts including social work practitioners and academics, government officials and other professionals. After a 4-month period of data collection and analysis, we proposed a specific social work competence framework for disaster management in the unique context of China. A total of 87 competencies were identified and categorised into knowledge, values and skills needed for the mitigation, preparedness, response and recovery phases of disaster management (a total of 15 categories). Through a further thematic analysis, we identified four interconnected themes related to disaster resilience building and social justice in various phases. This ground-breaking competence framework can inform Chinese social work practice and training in disaster management, thus enabling social workers to better identify their specific professional roles and tasks in disaster contexts. The framework can also enhance transdisciplinary collaboration among social workers and the various disaster management stakeholders, and can also be of value when developing social work core competencies outside of China.

The 2008 Wenchuan earthquake provided an opportunity to develop a Chinese psychosocial social work model in post-disaster contexts using constant feedback from service users including school children, their parents and teachers for more than seven years. Through critical reflection based on the practice wisdom acquired during that time, discussion with workers and service user feedback, this paper delineates a model which emphasises a step-by-step approach for social workers and mental health practitioners to promote local participation; culturally relevant ways of being, knowing and coping; self-help; mutual help; inter/transdisciplinary approaches among stakeholders; and ethical behaviour. This model may resonate with post-disaster situations within China and overseas.

This article reports on the results of a survey of 540 Chinese school children's adjustment in temporary school relocation after the Wenchuan earthquake. The overall results depicted a positive picture of functioning. The findings were contrary to expectations, as earlier observational reports suggested that pupils had adjustment difficulties.
