This book addresses the potential and limitations of the European Union Neighbourhood Policy in sustaining the expansion of the European security community towards the South Caucasus. The Caucasus' complex regional security dynamics are a hard test for regional security community building and showcase both the challenges of security provision through liberal reforms and integration and of the interaction between security communities and balance of power. The author begins by conceptualizing security community expansion and then considers the ENP through this perspective, before moving on to individual case studies on Armenia, Azerbaijan and Georgia. The book will appeal to both scholars and practitioners interested in European security, the European Union external action, and the post-Soviet space.--

Este artigo analisa as relações da União Europeia (UE) com os países do Cáucaso do Sul, Arménia, Azerbaijão e Geórgia, no âmbito da Política Europeia de Vizinhança (PEV). A análise centra-se na interação entre a exportação dos modelos de governação e normas europeias e as ambições geopolíticas e de segurança da União. O argumento central defende que a ação securitária da UE, nomeadamente na transformação positiva dos conflitos armados da região, tem sido limitada pela abordagem despolitizada que a PEV promove e que beneficiaria de uma abordagem onde a dimensão política do modelo de estabilização regional da UE fosse assumida.

Armenia's aging Metsamor Nuclear Power Plant continues to pose a serious challenge to regional security. The decommissioning of Metsamor was included in both the 2006 European Neighborhood Policy (ENP) Action Plan and the 2017 Comprehensive and Enhanced Partnership Agreement (CEPA). Despite this, the European Union has thus far been unable to produce either the requisite material incentives or political pressure points to compel Yerevan to take action. This paper analyzes the ways in which the EU's previous experience using conditionality on nuclear issues with the Central and Eastern European countries can provide valuable insights on the lack of EU leverage over Armenia in this regard. One of the key findings is that more substantial "carrots" are needed for a policy change in this field. These incentives include deeper integration perspectives or commitment to major investments in Armenia's nuclear sector. The research also underlines the importance of changing the regional constraints on Armenia's energy options.

Central Asian regimes have effectively maintained autocratic systems and have been rather impervious to western policies of democratisation. This paper takes a critical reading of the OSCE Parliamentary Assembly's (PA) role in promoting democratic governance in Central Asia, arguing that there are two main reasons for the institution's limited successes in the region, namely the very nature of the International Parliamentary Institutions, which have limited ability to activate political influence at the governmental level; and the inability of the OSCE PA to develop more active networks with transnational civil society to enhance transparency and participation in Central Asia.

Since the 1990s, (in)security in post-Soviet Eurasia has been conceptualized by International Relations scholars as being mainly connected to the permanence of regional violent conflicts and the challenges of fragile sovereignty. After 9/11, terrorism as a broad category has also been added to the lexicon. These views place state security at the centre of analysis, and focus mainly on military aspects of security. This article addresses the limitations of analyses of post-Soviet Eurasian security shaped by these two trends and puts forwards critical alternatives to analyse insecurity in this region. Building on insights from critical security studies, namely Ken Booth's work and his central concept of emancipation, as well as the nexus between human rights and security – human security –, this paper presents a new framework of analysis for regional (in)security in post-Soviet Eurasia. The main goal is to reflect on the innovative aspects of this approach in terms of understanding increasingly complex (in)security dynamics in this region, and overcome what have been mainly realist and realpolitik views of regional security.
