AbstractSince Donald Trump's presidency and the diverse efforts to undermine the transfer of power after the 2020 election, the risks of extreme polarization and democratic backsliding in the United States (US) have been highlighted in the literature. Yet the epistemic dimension of these developments remains underresearched. Embedded in a genealogical Foucauldian governmentality/counter-conduct approach, this contribution addresses the puzzle of how election denialism and related (violent) anti-system activity are being rationalized, legitimized, and anchored in political subjectivities as efforts to 'protect' American democracy. This perspective allows to inquire into liberalism's authoritarian potential that can be mobilized through different forms of counter-conduct. The study analytically disentangles these forms based on their prime targets, modes of operation, and the forms of knowledge they rely on. Focusing on the swing state of Arizona, the empirical analysis furthermore highlights the role of the subnational level in interlinking counter-conduct and (autocratizing) governmental practices in a federal system. Conceptually, the study renders visible a profound struggle over the epistemic foundations of the current liberal constitutional and political order that clearly transcends the issue of the 2020 election, Donald Trump, and even the context of the United States. Indeed, similar patterns of subjectivation and counter-conduct can also be detected for example in Germany. Moreover, this paper expands the scope of the concept of counter-conduct to study radical right-wing contestations and related questions of epistemic (in)justice. It thereby seeks to encourage debate on how political science can address the pluralization and polarization of contents, standards, and forms of knowledge as they become relevant to democratic backsliding.

« La Promotion de la démocratie » est devenue une expression fourre-tout couvrant un large spectre d'actions de politique étrangère. Néanmoins, la compréhension précise du « type de démocratie » qui doit être promu est rarement analysée ou même précisée par les acteurs externes eux-mêmes. Comme le terme a (re)pris une place centrale dans la « nouvelle » Politique de voisinage de l'Union européenne après le Printemps arabe, la construction du concept de démocratie à exporter vers les États du Sud de la Méditerranée mérite une réflexion spécifique. De façon inductive, cet article extrait et analyse qualitativement les objets conceptuels spécifiques de transfert ainsi que les circuits domestiques pertinents pour les efforts faits par l'EU pour la démocratisation avant et après le Printemps arabe. Il affirme aussi que le cadre conceptuel promu par l'UE reste largement sous-spécifié et implicite. Cependant, surtout dans la période suivant le Printemps arabe, l'UE cherche à renforcer les éléments politiques de démocratie représentative politique. La coloration libérale dominante de l'ordre politico-économique et sociétal à promouvoir, qui était déjà évident avant 2011, reste la même.

AbstractStarting from the most current developments in the legal and political processing of Donald J. Trump's (post)presidency, this contribution highlights the persisting challenges to the constitutional, social, and political stability of democracy in the United States (U.S.). In particular, it outlines several dimensions of an enabling environment in which Trump(ism) could thrive. A key feature of this is the thorough and ever-growing asymmetry that has come to characterize the partisan political context in the United States and that directs our attention to the conservative side of the political spectrum: the Republican Party as its major organizational embodiment, as well as broader trends of conservative (trans)formation, including those related to the electorate, policies, institutions, civil society, and the media. Thus, this contribution underlines the importance of the multiple and often longer-term influences, conflicts, institutions, and conditions conducive to current developments, including, in particular, the range of actors that have been relevant in shaping them. Asymmetric polarization, economic inequality, and nationalist and anti-government (authoritarian–populist) tendencies and movements are among the factors that together pose the most serious threat to liberal democracy in the United States—and in "the West" more broadly. The introduction illustrates the importance of studying and reflecting upon the implications of the above trends, actors, and conditions for Germany and other European states, for transatlantic cooperation, and even for the global multilateral system as a whole. It concludes with an overview of the research articles in the special issue, outlining their individual as well as overlapping analytical interests and contributions.
Formale Prozesse des Diversity Managements bei Trägern arbeitsmarktpolitischer Angebote: Das ideale Diversity Management? Struktur und Organisation aus Sicht der Träger und SchulungsteilnehmerInnen - zentrale Ergebnisse einer Studie im Auftrag des AMS Wien
Aus der Einleitung: Das AMS ist als Einrichtung öffentlichen Rechts an die Bestimmungen des Gleichbehandlungsgesetzes und des Behindertengleichstellungsrechts gebunden. Es wird aber nicht nur vonseiten des Gesetzgebers veranlasst, dass sich die Organisation mit Gender und Diversity auseinandersetzt. Die größere Diversität von AMS-KundInnen macht neue Handlungsansätze notwendig. Da viele arbeitsmarktpolitische Leistungen von externen Bildungsträgern zugekauft werden, rückt deren Diversity Management in den Blickpunkt. Blum und Simon (2017) haben in einer explorativen Analyse der Diversitätsansätze bei Bildungsträgern festgestellt, dass Diversity Management in typischen Trägern arbeitsmarktpolitischer Ziele den Status eines Nebenzieles einnimmt und anderen Unternehmenszielen untergeordnet wird. Die vorliegende Studie, die von SORA - Institute for Social Research and Consulting im Auftrag des Landesgeschäftsstelle des AMS Wien mit Jahresbeginn 2021 abgeschlossen wurde, nimmt deshalb das Diversity Management ausgewählter Bildungsträger im Rahmen eines Fallstudiendesigns genauer unter die Lupe. Aus der Einleitung: "Die zunehmende Diversität der KundInnen stellt das AMS in allen Tätigkeitsbereichen vor neue Herausforderungen und macht neue Handlungsansätze notwendig. Mit der Beachtung von Diversität werden Unterschiede zwischen Menschen, die zu sozialer Ungleichheit und Benachteiligung führen, in den Mittelpunkt gerückt, und zwar mit dem Ziel, der Diskriminierung entgegenzuwirken. Das AMS befindet sich mit seiner Tätigkeit in der Arbeitsvermittlung an einer bedeutenden Schnittstelle zwischen Menschen und Arbeit und kann dazu beitragen, Ungleichbehandlung abzubauen und Diskriminierung zu verhindern. Da das AMS im Bereich der aktiven Arbeitsmarktpolitik viele Leistungen von Bildungsträgern zukauft, rücken nun die Gender- und Diversitätsansätze der Trägereinrichtungen ins Zentrum des Interesses. Wie gehen die Bildungsträger mit Diversität um? Die vorliegende Studie nimmt die Gender- und Diversitätsansätze der Bildungseinrichtungen für eine Bestandsaufnahme unter die Lupe, um gegenseitiges Lernen und die Weiterentwicklung anzuregen. Im Auftrag der Landesgeschäftsstelle des Arbeitsmarktservice Wien führte das Institut SORA dazu qualitative Interviews mit Führungskräften von sechs ausgewählten Trägereinrichtungen durch sowie von Mai bis Juni 2017 eine Online-Befragung, an der 385 TrainerInnen in AMS-Maßnahmen in Wien teilnahmen.
