Business is one of the fastest growing areas in post-secondary education, but there is little understanding of Indigenous business practices. This article looks at three Arctic communities in the Yukon, the Northwest Territories, and Nunavut, and their associated co-operative businesses. I examine how these businesses express cultural values, as well as the business skill needs within these communities. Key informant interviews were conducted in each of the three Arctic communities, and three conclusions were made: (a) Co-operatives act as links between communities and their economic activities, (b) Business skills within communities need to be developed, and (c) Business skills need to include cultural components, as co-ops represent cultural economic expressions.

Artificial Life is concerned with understanding the dynamics of human societies. A defining feature of any society is its institutions. However, defining exactly what an institution is has proven difficult, with authors often talking past each other. This paper presents a dynamic model of institutions, which views institutions as political game forms that generate the rules of a group's economic interactions. Unlike most prior work, the framework presented here allows for the construction of explicit models of the evolution of institutional rules. It takes account of the fact that group members are likely to try to create rules that benefit themselves. Following from this, it allows us to determine the conditions under which self-interested individuals will create institutional rules that support cooperation, e.g. that prevent a Tragedy of the Commons. The paper finishes with an example of how a model of the evolution of institutional rewards and punishments for promoting cooperation can be created. It is intended that this framework will allow Artificial Life researchers to examine how human groups can themselves create conditions for cooperation. This will help provide a better understanding of historical human social evolution, and facilitate the resolution of pressing societal social dilemmas.

Although party competition is widely regarded as an important part of a working democracy, it is rarely analysed in political science literature. This article discusses the basic properties of party competition, especially the patterns of interaction in contemporary party systems. Competition as a phenomenon at the macro level has to be carefully distinguished from contest and cooperation as the forms of interaction at the micro level. The article gives special attention to the creation of issue innovations. Contrary to existing approaches, I argue that not only responsiveness but also innovation are necessary to guarantee a workable democratic competition. Competition takes place on an issue market, where parties can discover voters' demands. Combined with the concept of institutional veto points, the article presents hypotheses on how institutions shape the possibility for programmatic innovations.

ABSTRACT:This article examines the role played by workmen's trains in allowing working-class families to move out into London's suburbs between 1860 and 1914. While previous scholarship has argued that these trains effectively only benefited skilled artisans or a working-class elite, it is argued here that from the 1880s onwards they were increasingly used by unskilled workers in irregular employment. Furthermore, they were also used by women and children earning low wages in subsidiary employment. Ultimately, it is demonstrated that a much broader spectrum of the working class were living in the suburbs and commuting than has been previously supposed.

In a recent article in Party Politics, Detlef Jahn proposed an alternative way of generating left–right scores using data from the Comparative Manifestos Project (CMP). Despite presenting innovative ideas, the article requires comment and correction. First, Jahn's claim of a deductive approach is not convincing. He proceeds at least partly inductively. Furthermore, he ignores the theoretical ground of the competing approaches. Second, and more importantly, the central criterion by which to evaluate different approaches should be construct validity; however, Jahn does not conduct a full test of the construct validity. In this comment, I first explain the theoretical base of different approaches in generating left–right position scores using CMP. Second, I conduct a test of construct validity using not only expert data but also survey data. The results clearly suggest that approaches using a context-specific scheme for determining left–right issues are superior to the existing alternatives. This comment should be of interest to all scholars concerned with the question of how to create valid party position indicators.
