Climate change research has often been critiqued for focussing on abstract impacts far into the future that are not perceived and understood in the context of daily life. This case proposes the use of life history interviewing as a methodological approach to study how people perceive and negotiate multiple risks to their lives and livelihoods (one of which may be climate variability) in highly dynamic contexts such as dryland areas. The case examines vulnerability to climate change (among other risks) at household and intra-household levels to uncover how personal attributes such as caste, age, and gender, as well as contextual factors such as reduced natural resources and socio-political trajectories shape people's daily lives, their livelihood choices, and aspirations for the future. Using research conducted in two districts in Southern India, I demonstrate how life histories can expand the existing methodological toolkit available to social scientists working on climate change vulnerability and contribute to understanding the temporality inherent in livelihood decisions, the often-intangible aspirations that motivate people's choices, and how household responses are tapestries of negotiations made within their immediate and larger environment.

In Why Are We Waiting?: The Logic, Urgency and Promise of Tackling Climate Change, Nicholas Stern expands upon the 2006 Stern Review to offer a timely argument in favour of global action on climate change. As Stern goes beyond economic analysis to discuss the scientific, political, ethical and practical aspects of forging pathways to international cooperation, Chandni Singh welcomes the book as a valuable contribution to the task of tackling the twin challenges of this century: global poverty and climate change.

AbstractIndia's development trajectory is marked by growing economic prosperity but high inequality, which often exacerbates the existing rural–urban divide. One of the current policy instruments to address this divide is the National Rurban Mission, which aims to improve infrastructure and service provision, facilitate regional development and attract investment in rural areas. Against the backdrop of growing rural unrest on one hand and emerging evidence of unsustainable development in the urban on the other, we examine the National Rural Mission and its discursive underpinnings. We find that while the mission and its stated aims are a promising step to improve regional development, its focus on 'smart villages' and seeing urbanisation as the only development model, undermines the strengths and challenges in rural India. We highlight ways in which the mission can avoid some past pitfalls of development interventions in India while strengthening its mandate of facilitating inclusive regional development.

We contend that the representational aspects of recovery play an important but under-researched role in shaping long-term outcomes for disaster-affected populations. Ideas constructed around events, people and processes, and conveyed through discussion, texts and images, are seldom neutral and can be exclusionary in their effect. This review draws insights from literature across multiple disciplines to examine how the representation of needs, roles and approaches to recovery influences the support different social groups receive, their capacities to recover, and their rights and agency. It shows how these representations can be contested and challenged, often by disaster-affected people themselves, and calls for increased attention on how to move creatively towards more informed, inclusive and supportive recovery visions and processes.

Vertical integration, which creates strategic linkages between national and sub-national levels, is being promoted as important for climate change adaptation. Decentralisation, which transfers authority and responsibility to lower levels of organisation, serves a similar purpose and has been in place for a number of decades. Based on four case studies in semi-arid regions in Africa and India, this paper argues that vertical integration for climate change adaptation should reflect on lessons from decentralisation related to governing natural resources, particularly in the water sector. The paper focuses on participation and flexibility, two central components of climate change adaptation, and considers how decentralisation has enhanced or undermined these. The findings suggest that vertical integration for adaptation will be strengthened if a number of lessons are considered, namely (i) actively seek equitable representation from marginal and diverse local groups drawing on both formal and informal participation structures, (ii) assess and address capacity deficits that undermine flexibility and adaptive responses, especially within lower levels of government, and (iii) use hybrid modes of governance that include government, intermediaries and diverse local actors through both formal and informal institutions to improve bottom-up engagement.

A key barrier to managing these risks is the limited availability of accessible, reliable and relevant weather and climate information. Despite continued investments in Earth System Modelling, and the growing provision of climate services across Africa and India, there often remains a mismatch between available information and what is needed to support on-the-ground decision-making. In this paper, we outline the range of currently available information and present examples from Africa and India to demonstrate the challenges in meeting information needs in different contexts. A review of literature supplemented by interviews with experts suggests that externally provided weather and climate information has an important role in building on local knowledge to shape understanding of climate risks and guide decision-making across scales. Moreover, case studies demonstrate that successful decision-making can be achieved with currently available information. However, these successful examples predominantly use daily, weekly and seasonal climate information for decision-making over short time horizons. Despite an increasing volume of global and regional climate model simulations, there are very few clear examples of long-term climate information being used to inform decisions at sub-national scales. We argue that this is largely because the information produced and disseminated is often ill-suited to inform decision-making at the local scale, particularly for farmers, pastoralists and sub-national governments. Even decision-makers involved in long-term planning, such as national government officials, find it difficult to plan using decadal and multi-decadal climate projections because of issues around uncertainty, risk averseness and constraints in justifying funding allocations on prospective risks. Drawing on lessons learnt from recent successes and failures, a framework is proposed to help increase the utility and uptake of both current and future climate information across Africa and India.

Semi-arid regions across Africa and Asia are characterized by rapidly changing biophysical regimes, structural vulnerabilities, and increasing livelihood precarity. Gender, class, and caste/ethnic identities and relationships, and the specific social, economic and political power, roles and responsibilities they entail, shape the choices and decisions open to individuals and households in managing the risks they face. Unpacking the multiple, intersecting inequalities confronting rural populations in these climate hotspots is therefore vital to understand how risk can be managed in a way that supports effective, inclusive, and sustainable local adaptation. Drawing on empirical evidence from six countries, generated through a mixed methods approach, we examine how changes in household dynamics, structure, and aspirations, shape risk management with implications for household well-being, adaptive capacity, and ultimately sustainable development. The ability of individuals within households, differentiated by age, marital status, or education, to manipulate the very structure of the household and the material and social resources it offers, differentiates risk management strategies such as livelihood diversification, migration, changing agricultural practices and leveraging social support. Our evidence suggests that while greater risks can drive conflictive behavior within households, with women often reporting lower subjective wellbeing, new forms of cooperative behavior are also emerging, especially in peri-urban spaces. Through this study, we identify entry points into enabling sustainable and inclusive adaptation behavior, emphasizing that interventions should work for both women and men by challenging inequitable social and gender norms and renegotiating the domains of work and cooperation to maintain overall household wellbeing.
