Why are some places in the world characterized by better social service provision and welfare outcomes than others? In a world in which millions of people, particularly in developing countries, continue to lead lives plagued by illiteracy and ill-health, understanding the conditions that promote social welfare is of critical importance to political scientists and policy makers alike. Drawing on a multi-method study, from the late nineteenth century to the present, of the stark variations in educational and health outcomes within a large, federal, multiethnic developing country - India - this book develops an argument for the power of collective identity as an impetus for state prioritization of social welfare. Such an argument not only marks an important break from the dominant negative perceptions of identity politics but also presents a novel theoretical framework to understand welfare provision.

The study of contagion offers important but underexplored opportunities to rethink and advance our understanding of key concepts in political science. These include notably state capacity; social policy; state–society relations, especially the role of trust; nationalism and social solidarity; exclusionary dynamics, such as xenophobia, prejudice, and discrimination; and within political psychology, the role of emotions, including disgust. This article reviews studies on contagion and health within and adjacent to political science. While taking note of the surge of studies around COVID-19, this article focuses on work on infectious disease before and beyond the pandemic. It analyzes the scholarship as it sheds light on the control of infectious diseases, on the one hand, and on the consequences of that control, on the other, while also pointing to connections and feedback loops, especially as they open avenues for future research.
AbstractCOVID-19 struck a world already suffering under a scourge – a rash of right-wing populist, exclusionary nationalisms. Whether it is Donald Trump in the USA, Vladimir Putin in Russia, Bolsonaro in Brazil, Orbán in Hungary, Modi in India, the past decade the world has witnessed the rise of leaders claiming the nation for dominant ethnic groups, excluding and targeting ethnic minorities and immigrants. In this article I argue that this preexisting plague of exclusionary nationalism has made the COVID-19 pandemic more dangerous for our body politics than it might otherwise have been. Following from our evolutionary tendency to associate foreigners with disease, all epidemics hold the potential to raise boundaries between ingroups and outgroups and scapegoat the latter. Yet this noxious seed of division latent in all contagions has flourished in the case of COVID-19, as it was planted in the fertile soil of exclusionary nationalism where boundaries between countries, and majority and minority-group boundaries within countries, were already furrowed deep. I delineate how through the pandemic, right-wing, populist, exclusionary nationalist governments have further exacerbated both these types of us-them divides. In concluding, however, I point out how in line with its well-known Janus nature, nationalism has also played a more constructive role during the pandemic.
This article seeks to showcase the previously underexplored theoretical potential of the recent "sub-national turn" in comparative politics. Specifically, I hope to delineate how theories derived to explain variation in an outcome across sub-national units can enrich our repertoire of theories to explain variation in the same and/or related outcomes across national units. I show the potential of this method of theory generation through an analysis of social welfare, a specially apposite outcome for this purpose because it has been studied rigorously at the both the national and sub-national levels of analyses. I argue that sub-national analyses can, on the one hand, help us refine and rethink national-level theories for the same outcomes. They can push us to nuance and extend established national theories and show us how the same variables and mechanisms that have been hypothesized to explain cross-country variations might work differently, even in opposite directions, within countries. On the other hand, sub-national analyses can push us past the established repertoire of national-level explanations to bring to light new (or forgotten) theories. In this way, this article seeks to challenge cross-country analyses as the exclusive domain of theory building in comparative politics.
The quality of life that a person leads depends critically on where it is led. Even taking into account levels of economic development, the chances of an individual surviving through infancy, growing up literate, or living a healthy, long life vary dramatically across regions of the world, in different countries, and within the same country. What are the causes of such variation in wellbeing? This article points to a factor that has been virtually ignored in the vast scholarship on social welfare and development—the solidarity that emerges from a sense of shared identity. The argument marks an important departure from the traditional emphasis on the role of class and electoral politics, as well as from the dominant view of the negative implications of identity for welfare. Combining statistical analyses of all Indian states and a comparative historical analysis of two Indian provinces, Kerala and Uttar Pradesh, this article demonstrates how the strength of attachment to the subnational political community—subnationalism—can drive a progressive social policy and improve developmental outcomes.
