Die Masakhane-Kampagne zielt darauf ab, auf dem lokalen Kleinstadtniveau die notwendige Bereitstellung von städtischen Dienstleistungen und das entsprechende Bewußtsein der lokalen Behörden zu fördern. Die Ergebnisse dieses Programms sind bis jetzt im allgemeinen gering bzw. nicht existent gewesen. Es gibt jedoch Ausnahmen: in Alice und King William's Town lassen sich zunehmend vielversprechende Ergebnisse festhalten. Deren Erfahrungen - sowie diejenigen einer Reihe weiterer Städte - deuten auf erhebliche Möglichkeiten hin, die Ideale der Masakhane-Kampagne zu erreichen. (DÜI-Hlb)

Vorgestellt wird ein deutsch-südafrikanisches Entwicklungsprogramm für Kleinstädte in der Provinz Free State, die bestimmte Voraussetzungen erfüllen müssen, um sich für die Förderung zu qualifizieren. Zugrundegelegt werden quantitative Kriterien (Art der Ortschaft, demographische und wirtschaftliche Trends, finanzielle und Management-Kapazitäten, Zugang zu Dienstleistungen, Wohnraum) und qualitative Eigenschaften (Bürgerengagement, ökonomisches Potential, Projekterfolge). Dies reduzierte die Zahl der infrage kommenden Städte auf acht, die dann in das Förderungsprogramm aufgenommen wurden. Da diese Städte eine repräsentative Auswahl vieler anderer in der Provinz und im Land darstellen, kann diese Methode generell auf Provinz- oder regionaler Ebene angewandt werden, um die Förderungswürdigkeit von Kleinstädten zu ermitteln.
