İran'ın enerji politikaları ile uluslararası sermaye birikimi arasındaki diyalektik ilişkiyi konu edinen bu çalışma, İran'ın petrol ve doğalgaz arz stratejilerini, ticaret politikasını ve nükleer enerji faaliyetlerini değerlendirmektedir. Bu çerçevede uluslararası sermaye hareketleri ve bu hareketlerin İran enerji politikaları açısından sonuçları, sermaye birikimine dayalı kapitalist dünya sistemine ve merkez-çevre ilişkilerine odaklanan Dünya Sistemleri Kuramı kapsamında açıklanmaya çalışılacaktır. Enerji, kapitalist sermaye birikiminin belirlenmesinde etkin bir araç olarak değerlendirildiğinde İran'ın, merkezin çıkarlarına doğrudan hizmet etmeyen enerji politikaları, kapitalizmin kar arttırmayı hedefleyen yapısı nedeniyle çıkarları birbiriyle çatışan aktörler açısından farklı sonuçlar doğurmaktadır. Bu farklı sonuçlar, sermaye birikiminin denetimi çerçevesinde devletlerin İran'a yönelik tutumlarının da farklı olmasına sebep olmaktadır. İran enerji sektörü, merkez devletlerden özellikle ABD'nin İran'a yönelik yaptırım ve ambargo gibi tutumlarından olumsuz etkilenebilmektedir. Uluslararası sermaye birikimini denetleme amacındaki aktörler arasındaki çıkar çatışmalarının İran enerji sektörünün kalkınmasını tetikleyen bir ortam oluşturduğu ve günümüzde enerjinin uluslararası sermaye birikimi açısından öneminin giderek arttığı dikkate alındığında, İran enerji politikalarının uluslararası sermaye birikimini etkileyebilme potansiyeli olduğu görülmektedir. ; This paper focuses on the dialectical relationship between Iran's energy politics and international capital accumulation and will evaluate Iran's oil and gas supply strategies, trade policies and nuclear energy activities. In this context, the necessity of analyzing the results of the relationship between international capital flows and Iran's energy politics is one of the main reasons for the need of evaluating these subjects through the World Systems Theory which focuses on core-periphery relations and capitalist world economy based on capital accumulation. When energy is evaluated as an efficient tool for determining capital accumulation in which Iran's energy policies are not directly contributing to the interests of the center, as a result of conflicting interests of the actors different outcomes emerge due to the profit maximizing structure of the capitalism. In the framework of the control of capital accumulation, these different outcomes also result in the emergence of distinct attitudes of states towards Iran. In fact, Iran's energy sector could be adversely affected by those core states' – particularly the USA's – sanctions and embargoes. However, the conflicts of interest among actors, who are aiming to control the international capital accumulation, trigger the further development of Iran's energy sector. Within the scope of the growing importance of energy in determining the international capital accumulation, the potential of Iran's energy politics and its impact on the international capital accumulation will be shown in this paper.

Birleşmiş Milletler'in (BM), geç kalınmış olmasına ragmen ciddi bir yapılanmaya ihtiyaç duydugu günümüzde hemen hemen tüm ilgili çevreler tarafından kabul edilmektedir. Geniş kapsamlı yapısal reformları daha 2000 yılında ortaya çıkan Birleşmiş Milletler Barış Operasyonları Panel Raporu ("Brahimi Raporu") kapsamında örgütün kurumsal yapısı ve operasyonları alanlarında gerçekleştirme çabası içerisinde olunmakla birlikte, bu reformların şimdiden örgütün faaliyetlerine hissedilir bir şekilde yansımaya başladığı gözlenmektedir. Bu makalenin amacı, örgütün genel bir kurumsal yapılanması üzerinde durmaktan ziyade barış operasyonlarının yeniden nasıl yapılandırılmaya çalışıldığının analizini yapmak olacaktır. Ayrıca, Avrupa Birligi (AB) ve Türkiye'nin barış operasyonlarına yaptıkları kayda değer sivil personel katkıları ve sivil kriz yönetimi kapasiteleri ortaya konarak, BM kapasite ve etkinliğini artırabilmek için Brahimi Raporu tavsiyeleriyle birlikte paralel gelişmekte olan AB ve Türkiye içerisindeki oluşumlar degerlendirilecektir. ; At the present time, almost all relevant circles recognise that the United Nations (UN) - though it has been Iate - needs serious restructuring. Albeit it has yet been in the effort of struggling to realise a wide-range of structural reforms that have appeared in the year 2000 in the sphere of organisation's institutional structure and operations within the perspective of Report of the Panel on United Nations Peace Operations (the "Bmhimi Report"), these reforms have aıready began to observably be reflected on the activities of the organisation. The aim of this article is to analyse how peace operations are tried' to be restructured, rather than focusing on the institutional structuring of the organisation in general. Also, whilst the European Union (EV) and Turkey's promising civilian personnel contributions and civilian crisis management capacities to peace operations will be set forıh, the formations in the EV and Turkey that are developing in parallel with Brahimi recommendations to increase the capacity and effectiveness of the UN will be assessed.

The central argument of this article is that the strong state-centred tradition of Turkey has recently gone out of fashion. The breakdown of authoritarianism and state-centred approach and moving into a successful democratic consolidation and society-centred approach in Turkey requires choices to be made and alliances to be formed among intellectual-bureaucratic elite, the military, political parties, trade unions, other interest groups and various types of societal organisations. One of the most important difficulties for consolidating democracy in Turkey has been the complexity of creating stable, viable, accountable, responsive, predictable, representative, transparent, efficient and problem-solving oriented legitimate institutions where all citizens, regardless of ethnic origin or religious orientation, have a voice and enabling representation in such bureaucratic organs that altogether make-up the institution of state. This article will assert that the forces of democratic transition from a state-centred approach to a society-centred approach in Turkey are based on resolving the two main potentially difficult problems that are related with constant questioning of the legitimacy and democratic consolidation of the state apparatus: ethnic and religious paradoxes.
