The internationalisation largely determines the modern image of higher education and is considered one of the markers of the state's national success. Slow development of internationalisation of higher education may indicate the occurrence of serious problems in national development, one way or another related to economic, political or social sustainability. In this regard, the internationalisation of higher education should be examined as an important object for socio-philosophical reflection that could shed light on the general problems of global development.

Internationalization of higher education is a modern phenomenon that differs from all previous international cooperation in educational sphere. Its uniqueness largely depends to the change of epochs, from imperialism to multipolar world of the end of 20th century. Mentioned changing requires the new theoretical rationales of the internationalization of higher education, free from the rudiments of previous theories that have been functioned in categories of external influence, and internal unification (cultural, lingual, political etc.). The new theory should reflect integrational trends in global cooperation, that effects on institutional changes in higher education

The article deals with different conceptual approaches for understanding the phenomenon of the internationalization of higher education. Particularly misconceptions and myths about nature and purposes of internationalization circulating in academic society were analyzed. There are also various types of rationales of internationalization and it is emphasized that they do not contradict each other. Conceptual differences between internationalization and globalization were carefully reviewed, the principles of the higher education as national phenomenon are emphasized. The conclusion was made that higher education understood as national phenomenon is mostly focused on national particularities rather than on existing borders. The analysis of stakeholders of internationalization resulted the statement, that this phenomenon could be the priority of national or institutional policy but could not be the goal by itself. In this regard the genesis of internationalization is described as an attempt to integrate post-socialist countries into the common European space in the 1990–2000s, which was realized through the various programs of higher education's quality improvement. Consequently, the principles of the internationalization of higher education lie between concepts "integration" and "quality" and could be understood as institutional process located inside this dichotomy.

The internationalisation of higher education is being implemented in various national conditions, the understanding of which can shed light on the integration function of this phenomenon. Identifying primary and secondary stakeholders, analyzing the functional regimes of higher education, it becomes possible to identify opportunities for conjugation and interaction between academic institutions around the world. By analyzing the decision-making system in specific national conditions and higher education institutions, it becomes possible to understand how could be established the interaction tracks between various stakeholders acting in various national environment, allowing to institutionalize the channels of international communication and expanding cooperation.

Introduction. Currently, internationalisation is a priority for the development of higher education, as an institutional component of its academic functioning, both in terms of ensuring the quality of education, and in connection with the implementation of a multi-level integration agenda, in which a modern university is involved. In order to increase the effectiveness of the international dimension of higher education, it remains necessary to clarify a number of theoretical and fundamental questions, among them one of the most important is the problem of the institutional conditions of the academic environment that contribute to the emergence of internationalisation. Mass higher education can be found as fundamental condition and in that relation the clarification of the interrelations between massification and internationalisation of higher education can expand the theoretical understanding of current processes in higher education, providing the necessary theoretical framework for further applied research. The aim of the present article is to investigate the interrelations between the massification and internationalisation of higher education in order to clarify the institutional conditions that contribute to the development of the international dimension of the modern university. Methodology and research methods. The methodological framework of this research involves socio-philosophical tools. In particular, the research is based on a retrospective analysis and philosophical deconstruction of the socio-historical transition of higher education from elite to mass model. Both statistical data and analytical materials on the national conditions of transition to mass higher education are used to investigate the issue. Results. The massification of the higher school became reality due to the historical development of social systems, representing the further evolution of global higher education. Acting as a source of society's emancipation and democratisation, the massification of higher education ensured the reorientation of universities from upbringing needs (ideology) to professional competence (economics). Meanwhile, mass higher education is considered to be the reason of destruction of the imperialist agenda, including the problem of alienated labour. Institutionally, the massification of higher education has become possible due the state-private cooperation. The implementation of this cooperation requires two options: 1) via government subsidies to private higher education, 2) via private investments into public higher education. Mass higher education is an institutional factor of internationalisation development: 1) it creates a need to improve the quality of education; 2) it acts as an instrument of the international integration. Scientific novelty. The connection between mass education and internationalisation of higher education has been found. Mass higher education acts as an institutional factor in the formation of academic demand for the development of internationalisation processes: 1) forming the need to improve the quality of education; 2) acting as one of the tools for implementing the integration agenda. The absence of processes of massification and internationalisation in the modern system of higher education may indicate on fundamental barriers in the national development of a particular state. Practical significance. The results obtained will contribute to further fundamental research in the fields of philosophy and sociology of education. Moreover, the present findings could be applied as a theoretical basis for further practical research on modern processes of higher education development. ; Введение. В настоящее время интернационализация выступает приоритетом развития высшего образования в качестве институциональной составляющей его академического функционирования как с точки зрения обеспечения качества образования, так и в связи с реализацией многоуровневой интеграционной повестки, в которую вовлечен современный университет. В целях повышения эффективности международного измерения высшего образования необходимо прояснить ряд теоретико-фундаментальных вопросов, среди которых один из наиболее важных - проблема институциональных условий академической среды, способствующих возникновению интернационализации. Фундаментальным условием может выступать массовая высшая школа, в связи с чем прояснение взаимозависимостей между массовизацией и интернационализацией высшего образования позволит расширить теоретическое понимание его актуальных процессов, предоставив необходимый исследовательский каркас для дальнейших прикладных изысканий. Целью данной работы является исследование взаимозависимости между массовизацией и интернационализацией высшего образования для уточнения институциональных условий, способствующих развитию международного измерения современного университета. Методология и методика исследования. С точки зрения методологического аппарата данного исследования избран социально-философский инструментарий. В частности, работа основана на ретроспективном анализе и философской деконструкции социально-исторического перехода высшей школы от элитарной модели к массовой. В качестве исследуемого материала выступают работы, содержащие как статистические, так и аналитические данные относительно национальных условий перехода к массовой высшей школе. Результаты исследования. Массовизация высшей школы обусловлена эволюцией исторического развития социальных систем и является составной частью дальнейшего развития всемирного высшего образования. Выступая одним из источников эмансипации и демократизации общества, массовое высшее образование обеспечило переориентацию университетов с воспитательных нужд на нужды компетенций, тем самым став спутником разрушения империалистической повестки, включая снятие проблемы отчужденного труда. Институционально массовизация высшего образования стала возможной за счет объединения ресурсов государства и частного сектора. Оно имеет два варианта реализации: 1) за счет государственных субсидий в частное высшее образование; 2) за счет частных инвестиций в государственное высшее образование. Массовое высшее образование выступает институциональным фактором развития интернационализации: 1) формирует потребность в совершенствовании качества образования; 2) выступает инструментом имплементации интеграционной повестки. Научная новизна. Установлена связь между массовизацией и интернационализацией высшего образования: массовое высшее образование выступает институциональным фактором формирования академического запроса на развитие процессов интернационализации: 1) формируя потребность в совершенствовании качества образования; 2) выступая одним из инструментов реализации интеграционной повестки. Отсутствие процессов массовизации и интернационализации в современной системе высшего образования может свидетельствовать о фундаментальных барьерах в национальном развитии того или иного государства. Практическая значимость. Introduction. Nowadays, the steadily growing relationship with the People's Republic of China is one of the priority directions of the foreign policy of the Russian Federation. According to the author of the present paper, new opportunities for active constructive interaction between the countries are provided with the One Belt and One Road Initiative (OBOR or BRI) adopted by China for the purpose of combination of efforts of the states for stable development of economy in the Eurasian space and peaceful co-existence of the people on the basis of the principles of openness, inclusivity of different civilizations, tolerance, safety, mutual benefit and training. The aim of the paper is to discuss the status and prospects of the Russian Chinese cooperation in the humanitarian field and search for new narrative for development cooperation. Methodology and research methods. The research was performed with a support on philosophical and general scientific methods: comparative, structurally functional and system types of analysis, synthesis, generalization, and forecasting.Results and scientific novelty. The Russian-Chinese recent cooperation was considered. Special attention was given to education communication strategy as one of the reliable and checked channels of establishment and consolidation of international economic relations. The educational component of humanitarian interaction enables to provide effective tools for adjustment and support for the international dialogue and has an extensive range of opportunities for harmonization of cultural, social and even political standards.It is emphasized that further strengthening of the productive bilateral interaction of the People's Republic of China and the Russian Federation is prevented by its developed model which is under construction and functions mainly at the level of public authorities. In spite of the fact that the relations between two countries are on the rise, the potential of the existing model has become exhausted, and it is therefore necessary to search for other ways of future joint collaborative work. Strengthening of partnership requires the transition to multilateral cooperation with other states and mutual participation of Russia and China in the course of overcoming the social and economic imbalance in the zone of their shared interests – the territory of the revived Silk Road. The third countries located along its southern transit corridor, unlike the states of the northern direction, are characterized by the backwardness of economics, high unemployment rate, lack of the fair system of upward mobility, poverty and ignorance of the population, thus promoting the spread of religious extremism and escalation of international conflicts. The author proposed to involve the humanitarian sphere as the mechanism of the start of transcontinental infrastructure projects in order to normalize the social and economic situation in these regions, to overcome socio-cultural barriers and to achieve integration of economics of various states for the sake of their steady growth and effectivization. The coordinated actions of China, Russia and EU countries for the promotion and maintenance of modern models of education can become a decisive factor to stabilize and implement the One Belt and One Road Initiative in problematic regions. In the author's view, partner States should focus on actions for modernization of national education systems and dissemination of scientific worldview, e.g. in the regions of the Northern Silk Road. Otherwise, the South will remain the centre of regularly military conflicts and terrorism financing, whereas the Russian and Chinese companies will continue to spend considerable personnel and financial resources for the safety of the ongoing joint projects. Practical significance. Materials of the research can be useful as a guide to reconsider the objectives of the Russian-Chinese alliance in the humanitarian sphere and generate new ideas on development and ways of implementation of the international educational programs. ; Введение. Упрочение разносторонних связей с Китайской Народной Республикой – в настоящее время одно из приоритетных направлений внешней политики Российской Федерации. Новые возможности для активного конструктивного взаимодействия между странами, по мнению автора статьи, открывает мегапроект «Один пояс, один путь» («ОПОП»), инициированный Китаем с целью объединения усилий государств для стабильного развития экономики на евразийском пространстве и мирного сосуществования народов на основе принципов открытости, инклюзивности разных цивилизаций, толерантности, безопасности, обоюдной выгоды и обучения. Цель публикации – обсуждение состояния и перспектив российско-китайского сотрудничества в гуманитарной области и поиск его новых форматов. Методология и методы. Исследование выполнялось с опорой на общефилософские и общенаучные методы: сравнительный, структурно-функциональный и системный виды анализа, синтез, обобщение и прогнозирование. Результаты и научная новизна. Рассмотрена специфика российско-китайских контактов последнего времени. Особое внимание уделено коммуникациям в сфере образования – надежным и проверенным каналам установления и консолидации межнациональных экономических связей. Образовательная составляющая гуманитарного взаимодействия способна предоставить действенный инструментарий для налаживания и поддержки международного диалога и располагает обширным спектром возможностей для гармонизации культурных, социальных и даже политических стандартов. Подчеркивается, что дальнейшему наращиванию темпов продуктивного двустороннего взаимодействия КНР и РФ мешает его сложившаяся модель, которая строится и функционирует преимущественно на уровне государственных органов. Несмотря на то, что отношения между двумя странами находятся на подъеме, потенциал существующей модели почти исчерпан – представляется целесообразным поиск иных драйверов совместной деятельности. Для укрепления партнерства важную роль может сыграть переход к многостороннему сотрудничеству с другими государствами и солидарному участию России и Китая в процессе устранения социального и экономического дисбаланса в зоне их общих интересов – на территории возрождаемого Шелкового пути. Расположенные вдоль его южного транзитного коридора третьи страны, в отличие от государств северного направления, характеризуются рядом социально-экономических проблем, которые способствует распространению религиозного экстремизма и обострению межнациональных конфликтов. Чтобы нормализовать социально-экономическую ситуацию в данных регионах, нивелировать социокультурные барьеры и добиться сопряжения экономик различных государств ради их устойчивого роста и повышения эффективности, в качестве механизма запуска трансконтинентальных инфраструктурных проектов предлагается задействовать гуманитарную сферу. Скоординированные действия Китая, России и стран ЕС по продвижению современных моделей образования могут стать решающим фактором стабилизации в проблемных регионах путем реализации инициативы «Один пояс, один путь». С точки зрения автора публикации, государствам-партнерам следует в первую очередь сосредоточиться на мероприятиях по модернизации национальных систем образования и распространению научного мировоззрения, донором которого способны выступить регионы Северного шелкового пути. В противном случае Юг останется очагом регулярно вспыхивающих военных конфликтов и поставщиком террористов, в то время как российские и китайские компании продолжат тратить немалые кадровые и финансовые ресурсы на безопасность осуществляемых совместных проектов. Практическая значимость. Материалы исследования могут быть полезны для переосмысления задач российско-китайского альянса в гуманитарной сфере и формирования новых идей по разработке и способам реализации международных образовательных программ.

Introduction. Nowadays, scientific and educational community underestimates the importance of fundamental research in the field of internationalisation of higher education. Meanwhile, the definition of the philosophical foundations of this phenomenon can shed light on the nature and rules of its development. In this regard, the research of such a fundamental problem as its genesis may affect further affords in the field of its justification, determination of ultimate goals and mechanisms of implementation, as well as interpretation of its ethical, political and spiritual aspects of international academic mobility. The aim of the research was to reveal the real reasons and conditions of internationalisation as a new level of higher education, public and supranational policy. Methodology and research methods. The present research is based on the methodological framework of critical analysis through the retrospective, reflexive, comparative types of analysis, the methods of synthesis, generalisation and systematisation of various scientific points of view. Results and scientific novelty. At present, the philosophical aspects of higher education internationalisation are developed by a small number of scientists, who view its genesis from the perspective of globalisation. Three options are identified: internationalisation as a part of globalisation; internationalisation as a response to the challenges of its development; internationalisation as a phenomenon, which precedes global transformations. In each of these approaches, internationalisation acts as a space of interaction of national actors opposing the unification processes. Meanwhile, the countries-leaders of internationalisation rather act themselves as unifiers, calling into question all theories of the background of the under-discussed phenomenon. The author takes into account the following premises: the destruction of world colonial system and the end of the Cold war, which have actualised the integration agenda in Europe at the end of the 20th century. New international agenda, based on neighborhood strategy and integration, has required not only the development of accustomed horizontal communication, but also the development of vertical communication. The request for time has led to the rise of higher education internationalisation, which replaced the idea of "soft power" and generated national interests, in particular, through channelling of excessive educational resources abroad. When state subjectivity gained the importance of basic value in Europe and in international communication in general, the process of internationalisation was required. Such process increased pan-European competitiveness by combining the efforts of different countries. Practical significance. A clearer understanding of the genesis and the nature of the internationalisation process of higher education will avoid the use of resources at the level of both specific institutions and national institutions and, more importantly, will help to overcome the obstacles to the development of educational systems. ; Введение. Научно-образовательное сообщество часто недооценивает значение фундаментальных исследований в сфере интернационализации высшего образования. Между тем философское обоснование данного феномена может пролить свет на природу и законы его развития. Изучение такой проблемы, как генезис интернационализации высшей школы, в свою очередь, может существенно повлиять на дальнейшие разработки по организации и развитию данной деятельности, определению конечных целей и возможностей их достижения, интерпретации концептуальных этических, политических и духовных составляющих международной академической мобильности. Цель представленного в статье исследования - вскрыть истинные причины и условия возникновения интернационализации как нового уровня высшего образования, государственной и наднациональной политики. Методология и методы. Работа выполнена с опорой на методологическую концепцию критического анализа с использованием ретроспективного, рефлексивного, сравнительного видов анализа, методов синтеза, обобщения и систематизации различных научных точек зрения. Результаты исследования и научная новизна. В настоящее время философские аспекты интернационализации высшего образования разрабатываются узким кругом ученых, рассматривающих ее генезис сквозь призму глобализации. Выделены три варианта имеющихся позиций: интернационализация как часть глобализации; как ответ на ее вызовы; как явление, предваряющее глобализационные трансформации. В каждом из этих подходов интернационализация выглядит как взаимодействие национальных субъектов, противостоящих унификации. Между тем страны - лидеры интернационализации, скорее, сами выступают унификаторами, что ставит под сомнение все версии происхождения обсуждаемого феномена. Автор данного исследования исходит из других предпосылок - разрушения мировой колониальной системы и завершения холодной войны, актуализировавших интеграционную повестку в Европе ХХ века. Новая международная стратегия добрососедства и интеграции потребовала укрепления не привычных вертикальных, а горизонтальных связей. Запрос времени обусловил расцвет интернационализации высшего образования, пришедшей на смену идее «мягкой силы», которая обеспечивала национальные интересы, в частности, через направление избыточных ресурсов образования за границу. Когда государственная субъектность приобрела значение базовой ценности в Европе и вообще в международном общении, понадобилась интернационализация, повышающая общеевропейскую конкурентоспособность за счет объединения усилий разных стран. Практическая значимость. Четкое понимание генезиса и сути процесса интернационализации высшей школы позволит избежать нерационального расходования ресурсов на уровне как конкретных учреждений, так и национальных институтов и, что более важно, поможет преодолеть препятствия, сдерживающие развитие образовательных систем. ; The research was performed under the grant of Ling-nan Normal University № ZB1805. ; Статья выполнена в рамках гранта Линнаньского педагогического университета № ZB1805.
