In war-torn countries, elections are held to support peacebuilding, but they sometimes trigger new violence. While peacekeeping operations (PKOs) regularly accompany electoral periods, we lack systematic knowledge on how they influence election-related violence. I argue that variation in peacekeepers' activities is fundamentally important: only if PKOs assist with securing and organizing elections can they reduce election-related violence. Using novel data on PKOs' election-related activities and accounting for endogeneity in both peacekeeping deployment and activities, the analyses of all 630 elections in conflict-affected countries support this expectation. The result implies that the design of PKOs is crucial for effectively managing post-war political transitions.

False information, rumours and hate speech can incite violent protest and rioting during electoral periods. To counter such disinformation, United Nations peacekeeping operations (PKOs) routinely organize election-education events. While researchers tend to study how PKOs affect armed group and state behaviour, this study shifts the focus to civilians. It argues that PKOs' election education reduces violent protest and rioting involving civilians during electoral periods via three pathways. First, learning about PKOs' electoral security assistance during election-education events may convince people that political opponents cannot violently disturb elections, thereby mitigating fears of election violence. Second, election-education events provide politically relevant information that can strengthen political efficacy and people's ability to make use of peaceful political channels. Finally, peace messages during election-education events can change people's calculus about the utility and appropriateness of violent behaviour. Together, these activities mitigate fears, reduce political alienation and counter civilians' willingness to get involved in violence. To test these expectations, I combine survey data on people' perceptions and attitudes, events data on violent protest and rioting, and a novel dataset on local-level election-education events carried out by the PKO in Côte d'Ivoire before four elections held between 2010 and 2016. The results show that when the PKO is perceived to be an impartial arbiter, its election-education events have violence-mitigating effects at the individual and subnational levels.

United Nations peacekeeping operations (UN PKOs) increasingly engage with local communities to support peace processes in war-torn countries. Yet, while existing research tends to focus on the coercive and state-building functions of UN PKOs, their concrete local activities with community leaders and populations remain, empirically and theoretically, understudied. Thus, this study investigates how peacekeepers' community-based intergroup dialogue activities influence communal violence. It argues that facilitating dialogue between different communal identity-based groups locally can revive intergroup coordination and diminish negative biases against other groups, thereby reducing the risk of communal conflict escalation. This argument is tested using a novel data set of intergroup dialogue activities organized by the UN PKO in Côte d'Ivoire across 107 departments from October 2011 to May 2016. Bivariate probit and matching address the nonrandom assignment of these interventions. The analyses provide robust evidence that the UN PKO mitigated communal violence by organizing intergroup dialogues.

Do international election observers deter or spur violence after election day? This article argues that only when conceptually and empirically distinguishing between violence by governments and opposition groups, can we assess the impact of international election observation. Disaggregating post-electoral violence uncovers that observers can deter governments from using force, but they have the opposite effect on opposition groups. When expecting criticism from observers, opposition leaders can easily deny their responsibility for violence by individual party militants, while weaponry and official insignia betray police and military involvement in violence and force the government to bear command responsibility. Governments also anticipate higher international costs for engaging in post-electoral violence than opposition groups, which are not usually targets of international punishment. On the other hand, international election observers unintentionally incite opposition groups to organize violence, as opposition groups seek to benefit from international attention and support that come with the presence of observers. Observers' exposure of fraud reverses this differential effect: because governments expect international costs for election rigging anyway, observers cannot deter repression after highly fraudulent elections. But their alertness to electoral malpractice alleviates opposition groups' incentives for post-electoral violence. Using data on 230 state-wide elections in Africa from 1990 to 2009, the analysis supports the observable implications of this argument. The findings of this article imply that international election observation missions make the post-electoral environment more peaceful when it comes to government repression after non-fraudulent elections. But observers ought to develop greater local expertise to identify opposition grievances before these groups resort to violence and be attentive to the possibility of increased repression after exposing cheating.

While United Nations (UN) peacekeeping operations are increasingly deployed during ongoing violent conflict, they are also increasingly staffed with civilian personnel tasked with peacebuilding at the local level. How does violent conflict affect civilian peacekeepers' peacebuilding efforts locally? Shifting the research focus from military to civilian peacekeepers, we argue that the latter have various incentives and the capacity to concentrate their local-level peacebuilding efforts in violence-affected areas. We test our argument using novel, georeferenced data on peacebuilding by "Civil Affairs" personnel of the peacekeeping operation in the Central African Republic. Consistent with our expectation, violence positively correlates with civilian peacekeepers' peacebuilding interventions both within and across localities. Furthermore, mediation analyses suggest that this correlation is not merely due to greater UN military deployments in violence-affected areas. Instrumental variable regression supports a causal interpretation: violence leads to more efforts by civilian peacekeepers. These findings inform expectations and assessments of peacekeeping effectiveness.

How does the phased withdrawal of United Nations peacekeeping operations (PKOs) influence electoral violence? Many PKOs recently ended and peacekeeping personnel numbers are decreasing. Yet, research on peacekeepers' exit remains in its infancy. We help fill this lacuna and examine how peacekeepers' withdrawal affects violence during electoral periods. We focus on electoral periods because elections are both often-desired intervention endpoints and violence-prone moments in post-war trajectories. We argue that electoral violence increases shortly after a reduction in PKO troops because shortfalls in external oversight and security assistance reduce costs for organizing violence and open opportunities for pursuing a coercive electoral strategy. However, violence-inducing exit effects are likely short-lived due to adaptation by domestic security forces or peacekeepers who remain in the host country. We examine our argument across electoral periods and first-order administrative units of all African countries hosting a PKO (2001–2017). Controlling for violence trends prior to peacekeepers' exit, two-way fixed effects models suggest that a local reduction in PKO troops is not associated with subsequent increases in electoral violence. However, withdrawal incidents lead to spikes in political violence more broadly defined. Our results confirm worries that downsizing during election times may endanger security gains in post-war countries.
