In the last 2 years, food has become a political issue. Uses the concept of policy networks to explain how this has happened. The samonella affair reveals the extent to which the once consensual food policy has become divided and conflictual. New interests resulted in MAFF and the DoH adopting conflicting stands. (SJK)

OF THE MANY THEORIES OF CORPORATION THE MOST ADEQUATE IS THAT WHICH SEES THE RELATIONSHIP AS A FORM OF INTEREST GROUP INTERMEDIATION AND POLICY IMPLEMENTATION. IT HAS BEEN ARGUED THAT THE ANNUAL REVIEW OF AGRICULTURE IS ONE OF THE BEST EXAMPLES OF A CORPORATIST INSTITUTION. THIS PAPER EXAMINES THE ANNUAL REVIEW AND DEMONSTRATES THAT, ALTHOUGH IT HAS FEATURES OF CORPORATISM, THE RELATIONSHIP BETWEEN THE MINISTRY OF AGRICULTURE AND THE NATIONAL FARMERS' UNION IS NOT CORPORATIST. THE PAPER THEN EXAMINES THE POLICY COMMUNITY APPROACH AND BY LOOKING AT THE FORMATION AND OPERATION OF THE ANNUAL REVIEW ARGUES THAT THIS IS A MUCH BETTER DESCRIPTION OF THE RELATIONSHIP BETWEEN THE MINISTRY AND THE UNION.

Examines the Annual Review and demonstrates that, although it has features of corporatism, the relationship between the Ministry of Agriculture and the National Farmers' Union is not corporatist. Also examines the policy community approach and by looking at the formation and operation of the Review argues that this is a much better description of the relationship between the ministry and the Union. Notes that new issues did not emerge in agriculture for 40 years, even though pressures to change the agenda existed in the 1930s and 1980s. Suggests that agendas change when structural factors change perceptions and the dominant beliefs of the policy-makers no longer match reality. (Abstract amended)
