The research was aimed at ascertaining the content of legal guarantees of the lawyer's activity in terms of rendering free secondary legal aid in administrative proceedings. With the help of general and special methods and cognition, it has been shown that the legal guarantees of a lawyer's activity as a subject of rendering free secondary legal aid have the following characteristics: 1) guarantee the freedom, without hindrance, of the exercise of the rights attributed to the lawyer and the due fulfillment of the duties attributed to the obligations; 2) the set of means, modalities and conditions that make up the content of the guarantees are always set at the appropriate regulatory and legal level; 3) they begin to operate after the occurrence of legal events that are related to the acquisition of special rights and obligations by the lawyer, and; 4) it is a component of the more general legal category "guarantee of defense". By way of conclusion, we can state that the legal guarantees of the lawyer's activity depend for their success on several factors: institutional, legal and contextual, which require particular treatment by future research.

The purpose of the study was to clarify the methodological foundations of the essence of public administration bodies as subjects of administrative procedural law. The methodology of scientific work is determined by the optimal combination of general and special methods of scientific knowledge, which made it possible to form a holistic understanding of the legal form of social phenomena accompanying the development of the state. It is proved that administrative procedural law has its own system, the primary element of which is the administrative procedural norm, so that its normative impact coincides with the purpose of administrative procedural law, namely the practical implementation of administrative and legal norms in the field of public law and, by extension, public administration, i.e. the transformation of substantive administrative law norms at the level of practical implementation of a particular right of a person. The system of administrative procedural law, consisting of rules, institutions and administrative procedural sub-sectors, stands out. Everything leads to the conclusion that the system of administrative-procedural law is in the formative stage and is structurally composed of administrative-procedural norms, institutions and sub-branches and is essentially related to the substantive norms of administrative law.

The purpose of the research was to determine and substantiate the content of public administration in the forestry sector of Ukraine on the basis of sustainable development with a balance of social, economic and environmental interests of the state in the study area. To achieve this goal, general scientific and special scientific methods of cognition were used, in particular, dialectical, logical-formal, analysis and synthesis, structural-systemic, legal-comparative, legal-formal and prognostic. Everything allows to conclude that, it is expedient to develop and adopt the Forestry Strategy of Ukraine, with a separate section on the definition of tools for improving fire safety in forests, based on the principles of the European Union Forestry Strategy, in particular: sustainable and multifunctional forest management, balanced use of various forest resources and services, ensuring the protection of forests; resource efficiency, optimizing the contribution of forests and forestry sector to rural development, economic growth and job creation; global responsibility for forests, promotion of sustainable (responsible) production and consumption of forest products.

The purpose of the study is to clarify the essence and outline the functions of the international convention-institutional mechanism for the observance and protection of human rights, as well as to reveal the directions of its interaction with the national system of administrative and legal protection of the rights and freedoms of persons with disabilities of Ukraine. We use methods of scientific knowledge, in particular system-functional, formal-legal, technical-legal, methods of analysis and synthesis. The National system of ensuring the rights and freedoms of persons with disabilities of Ukraine, which is presented in the form of a three-level structure, among which: organizational level - is implemented by the Commissioner of the President of Ukraine for the Rights of Persons with Disabilities and the Government Commissioner for the Rights of Persons with Disabilities; management level – the Cabinet of Ministers of Ukraine; functional level – individual central bodies of the executive power of Ukraine, their structural units and local self-government bodies. The key directions and principles of coordinated interaction of public administration subjects with relevant international institutions, primarily the UN and the Council of Europe, in the analyzed area are indicated.

The purpose of the article is to consider the main international regulations on the introduction and operation of payment systems in Europe, as well as national legislation providing for the development of payment systems in Ukraine. The research methodology includes the following general and special legal methods: axiological, historical and legal, formal and logical, comparative and legal, as well as the methods of analysis and synthesis, induction and deduction, summarization. Results of the research. The main international regulations on the formation and functioning of payment systems in the European countries, which became the basis for the development of relevant legislation of Ukraine in this area, are analyzed. The legal acts that currently regulate this issue in our country are considered, as well as Draft Laws aimed at resolving existing problematic issues in the payment systems market are examined. Practical meaning. The positive dynamics of the development of the Ukrainian payment legislation in accordance with the needs of the market and changes in the payment habits of the population are established. Value / originality. Emphasis is placed on the need for the further measures by the National Bank of Ukraine in order to harmonize national legislation with the European regulations in this area.
