Der vorliegende Beitrag analysiert die politische Einbeziehung der Roma in der Tschechischen Republik, in Polen, in der Slowakei und in Ungarn in den neunziger Jahren. Es wird argumentiert, dass sich die politische Partizipation der Roma seitdem zwar entwickelt hat, die politische Repräsentation aber noch nicht erreicht wurde. Der Autor zeigt Modelle der Einbeziehung in die staatlichen Strukturen auf und berücksichtigt dabei besonders die Wirksamkeit der politischen Partizipation und den Einfluss auf die Politikformation. Die Führer der Roma machen die Regierungen für das Fehlen politischer Repräsentation verantwortlich. Der Autor argumentiert aber, dass transnationale Organisationen den Roma finanzielle und soziale Anreize geboten hätten und dies dazu geführt habe, dass viele abgewandert seien, anstatt sich in der Parteipolitik zu engagieren. Der Autor geht weiter davon aus, dass das politische System und die demographische Entwicklung in der Tschechischen Republik die Möglichkeit für eine politische Partei der Roma fast unmöglich machen, während die Roma-Führer in Ungarn und der Slowakei das Wahlpotential bereits nutzen. The author analyzes the political involvement of Roma in the Czech Republic, Poland, Slovakia and Hungary in the 1990s. It is argued that while Romani political participation has developed substantially over the years, political representation has not yet been attained. The author identifies models of involvement in state structures as related to the effectiveness of political participation and influence on policy formation. Romani leaders often put the bulk of the blame on governments for the absence of real political representation of Roma. The author argues that trans-national organizations have formed financial and social incentives to Roma industry that have played a key role as a 'brain drain' in attracting those who might have otherwise been involved in party politics. While political systems and demographics have precluded the possibility for an ethnic Romani political party in the Czech Republic, the Romani leaders in Hungary and Slovakia have yet to fully utilise the electoral potential of the Romani electorate. One of few can enjoy the pleasures of living in a time of transition to democracy and have the opportunity to comment on the development and raise critical questions about the future of the Central and Eastern Europe. Editors Kaldor and Vejvoda pose several such questions right at the beginning of their book: Do political systems within CEEC represent a particular variant of democracy that is specific to this part of the world? Is it possible to talk about a post-communist model sui generis that is influenced by the legacy of communism and at the same time by both the weaknesses and strengths of western democracy? Can we talk about an emergent concept of European Democratic Space [term introduced by editors] as a way of consolidating democracy in Central and Eastern European Countries and of reinvigorating democracy in Western Europe? ; One of few can enjoy the pleasures of living in a time of transition to democracy and have the opportunity to comment on the development and raise critical questions about the future of the Central and Eastern Europe. In this article we analyze an important development of policymaking in the European Union (EU) on the Roma, which has evolved in the context of the EU's growing concern for human rights and Roma inclusion. The human rights focused approach on Roma was initially used by the European Union in the context of the EU's enlargement process; since 2007, it has informed the EU's internal policies on Roma. In addition, since 2007 the EU has made use of more broadly defined strategies of fostering social inclusion. Against the backdrop of a case study in the Czech Republic, the article explores the possible impact in the field and suggests some critical ways forward.
