There is a need to articulate the theoretical basis for the historical orientation in cultural policy research. In this article I will delineate a theoretical frame in which various aspects of politics are taken into account in relation to research on cultural policy histories. My thesis will be based comprised of the following three components: (1) the contingency of human action; (2) the public nature of political action, and (3) culture as a realized signifying system. Another aim is to illustrate the importance of carrying out historical research that links empirical data and theoretical research in order to successfully expound the histories of cultural policies. Furthermore, I will argue that by explicating the potentially changing nature of culture and its relation to action, it is possible to disentangle the division between the idiographic and nomothetic research -orientations. ; peerReviewed

Valtionavustustoiminta on olennainen osa suomalaista yhteiskuntapolitiikkaa ja valtionhallinnon ohjausjärjestelmää. Avustamista toimeenpanevat ministeriöt, tulosohjatut virastot sekä muut asiantuntijaorganisaatiot. Artikkelimme tutkii kulttuurihallinnon virkakunnan vallankäyttöä opetus- ja kulttuuriministeriön (OKM) valtionavustuspolitiikassa. Ymmärrämme kulttuurihallinnon ohjausvälineineen merkittävänä valtaa käyttävänä organisaatiorakenteena. Tarkastelu pohjautuu arviointitutkimukseen OKM:n tulosohjaaman asiantuntijaviraston Taiteen edistämiskeskuksen (Taike) valtionavustusprosessista. Artikkelimme on tapaustutkimus, jossa kuvaamme kulttuuripolitiikan toimeenpanorakenteet ja analysoimme OKM:n ja Taiken ministeriö- ja virastotason yhteistoimintana toteuttamaa valtionavustustoimintaa. Keskeinen aineistomme koostuu kulttuurihallinnon viranhaltijoiden haastatteluista. Tulkitsemme viranhaltijoita aktiivisina toimijoina ja nostamme esiin vallan- käytön mekanismeja. Politiikan ohjausvälineiden sekä valtionavustusprosessin puitteissa tarkastelemme viranhaltijoiden vallankäyttöä sekä keskinäisenä kamppailuna että suhteena poliittiseen päätöksentekoon ja avustuksia hakeviin järjestöihin. Nykyinen kulttuuripolitiikan ohjausjärjestelmä sisältää toimintatapoja julkishallinnon paradigmoista. Yksittäisillä viranhaltijoilla on paras tieto järjestelmän eri osista ja mahdollisuuksia vaikuttaa kulttuuripoliittisen järjestelmän toimintaan useilla tavoilla aina strategisesta suunnittelusta ja politiikan valmisteluvaiheesta arviointiohjaukseen asti. Lopputuloksena esitämme kuusi viranhaltijoiden valtaa ilmentävää teemakokonaisuutta. Valtionavustustoiminta ja siihen kytkeytyvä ohjaus ei ole lineaarinen hallinnollinen prosessi, vaan jatkuvaa, syklistä poliittista toimintaa, joka on kytköksissä erilaisiin julkishallinnon vaiheisiin ja tavoitteisiin. Valtasuhteet eivät myöskään ole yksisuuntaisia, vaan esimerkiksi kansalaisyhteiskunta on Suomessa perinteisesti vaikuttanut ja vaikuttaa edelleen hallinnon ratkaisuihin.

In this article we argue that the role of intellectuals was essential (1) in the formation of Finnish cultural policy and (2) for the development of national cultural administration and public arts subsidy system in the country in the period leading up to World War II. The actions of the intellectuals can be considered as political choices in a contingent sociopolitical realm, and arts as an essential part of the signifying system. In Finland, intellectuals remained active in the intertwining areas between the state and civil society. We highlight the impact of their actions especially through a study of archival materials obtained from the State Arts Boards. At these Boards, the intellectuals served as representatives of their own fields of arts in general, and of certain professional and civic associations and societies in particular. These intellectuals acted in various roles depending on the subject matter at hand, and as a result the decisions made by the boards reflected predominantly the interests of some groups over those of others. ; peerReviewed

This article analyzes participatory governance in relation to heritage. Based on previous studies on the implementation of participation and theoretical discussions considering the participatory governance of cultural heritage, we found four types of cultural heritage governance, with differing weights with regard to public authorities, civil society, markets, and citizens. Governmental, corporatist, service-led, and cocreative cultural heritage governance types were identified, which reflect the shifts in participatory approaches to governance from state-centered activities to the proliferation of civil society, and from professionally dominated to more citizen-based activities. According to our analysis, culture and heritage can be conceptualized as instruments for the transformation of attributes and competencies, and they work as mediums to cultivate recognition between institutions and citizens. This includes not only seeking consensus in decision making but also respecting the nuances and values of different heritages. ; peerReviewed
