This article aims to present regret, an emotion to which sociologists so far have paid little attention, as having great sociological significance. First, it reviews recent research in social psychology and economics which cast anticipated regret as playing a major role in human decision-making. Second, it suggests a regret-based interpretation of the sunk-cost fallacy. Such an interpretation points to the need of a specifically sociological perspective on regret, calling attention to the cultural and institutional framings of regret-arousing events. The article further argues that secular changes in the types of regret imposed on individuals are paralleled by the spread of various forms of coping with it and that anticipated regret is responsible for both commitment to a chosen life-course and for sudden changes in it. The article ends with discussing the relationship between instrumental and moral regret, as well as the general implications of regret as a phenomenon for sociological understanding of rationality and human action.

Im Bundestagswahlkampf 2021 gab es keine intensiven Debatten zu außenpolitischen Fragen. Die deutsch-russischen Beziehungen waren da keine Ausnahme. Die Fortführung eines Dialogs zwischen Berlin und Moskau ist einer der Punkte, zu dem in der deutschen Politik ein Konsens besteht. Eine zukünftige Bundesregierung wird den Kompromissansatz von Angela Merkel gegenüber Russland fortführen, ganz gleich, wie die Koalition zusammengesetzt ist. Das erschwert das Entstehen einer positiven Dynamik im deutsch-russischen Dialog, verhindert aber auch, dass er einfriert.

Мета статті полягає у визначенні теоретико-методологічних основ дослідження криз у публічному управлінні. Методологічну основу дослідження становлять загальні теоретичні методи (аналізу та синтезу), а також принципи історизму, об'єктивності та науковості. Наукова новизна полягає в унікальному авторському визначенні та аналізі криз у публічному управлінні. Висновки. Досліджено, що криза у загальному розумінні ‒ це нестабільний або критичний період, що неминуче призводить до змін й містить високу ймовірність вкрай небажаних наслідків. У свою чергу, «криза публічного управління» - це особлива форма системи органів державної влади та громадянського суспільства, що супроводжується нестабільністю, зниженням рівня керованості соціально-економічного процесами, розбалансованістю політичних інститутів, загостренням соціальних конфліктів, наростанням протиріч в суспільстві тощо. Така криза призводить до зниження результативності та ефективності управлінського впливу на соціально-економічні процеси.
Визначено основні ознаки кризи публічного управління. По-перше, це загострення економічних і соціальних конфліктів. По-друге, це нездатність державної влади керувати конфліктами та регулювати соціально-економічні процеси і відносини колишніми традиційними методами.
Розглянуто кризу як складний феномен, що охоплює широкий спектр подій. Ці події можуть відрізнятися за своїм масштабом, причинами, тривалістю, серйозністю наслідків тощо, однак їх єднає те, що вони становлять загрозу основним інтересам й репутації організації, уряду чи держави, потребують негайного реагування й застосування нетрадиційних засобів врегулювання, суттєво змінюють ситуацію, нормальний хід життя суспільства й відносини між учасниками конфлікту. Проаналізовано, що кризи публічного управління бувають як легкі так і глибокі, як короткочасні так і затяжні, як локальні так і суцільні, як приховані так і явні, як гострі так і хронічні. З'ясовано, що у разі ігнорування або несвоєчасного реагування на кризи, вони здатні не лише завдати матеріальних збитків, але й негативно вплинути на цілі організації та держави.

This article offers a gentle introduction to the measurement invariance (MI) literature with a focus on its relevance to comparative political research. It reviews 1) the conceptual foundations of MI; 2) standard procedures of testing for MI in practical applications within the multiple-group confirmatory factor analysis (MGCFA) paradigm; and 3) two novel approaches to MI, Bayesian approximate measurement invariance, and MGCFA alignment optimization, which are especially suitable for dealing with extremely heterogeneous data from large-scale comparative surveys typical for modern political science. It then provides an empirical illustration of the key concepts and methods from the MGCFA-MI literature by applying them to testing for MI of two recently introduced measures of democracy attitudes, so-called liberal and authoritarian notions of democracy, across 60 countries in the sixth round of the World Values Survey. These analyses show that both measures can be considered reliable comparative measures of democratic attitudes, although for different reasons. Finally, this study emphasizes that some survey-based constructs, e.g., authoritarian notions of democracy, do not follow the reflective (correlation-based) logic of construct development. These alternative measures, known as formative measures, do not assume strong correlations between their indicators, for which reason it is inappropriate to test their comparability using the reflective MGCFA approach. Instead, their comparability can be tied to their correlations with theoretically relevant external variables.

The neologism "Bibliologos" is literally translated from Greek as a "Book mind". Real areas of bibliologos existence are education, science, management. Bibliologos can be considered from three points of view: first, genetic (or rather epistemological, theoretical and cognitive) measurement, revealing the initial substances and philosophical categories that are inherent to both the National Logos in general and its varieties – Bibliologos; secondly, the socio-functional dimension, considering the productive forces, material tools and bibliosphere technologies; thirdly, system-structural measurement, studying signs, symbols and documents that form the system of bibliologos. Hence, there are three private definitions: genetic, functional and system-structural. The generalization of private definitions is the general definition: Bibliologos-Σ is a collective mind of a civilized society in the form of a productive force providing creation, preservation, use of book culture.The idea of the Bibliologos in all interpretations will undoubtedly find use in such areas of modern mental labor as education, science, management for to educate a new type of person. It is obvious. Prospects of the synthesis of book culture and digital culture are problematic. It should be assumed that in the future digital sphere for processing the Big Data arrays, Big Logos will be required as the universal vaccine from ignorance and nonsense.
