AbstractThe paper discusses in light of Austrian and Keynesian economic theory the impact of conventional and unconventional monetary policies as therapies for financial crises. It reviews the financial market stabilization measures of the Federal Reserve System and the Eurosystem in response to the US subprime crisis and the European financial and debt crisis. It shows that stabilization measures both in the US and the euro area are based on Keynesian thinking, whereas longer-term consequences of financial stabilization measures tend to be neglected. It is argued that the Federal Reserve System's crisis measures were more directed towards stabilizing the banking system, whereas the European Central Bank first and foremost focused on debt sustainability of euro area crisis countries. In both cases, household credit growth remained under control despite renewed monetary expansion, while new imbalances emerged in the banking and corporate sector as suggested by Austrian economic theory.

Der Krieg in der Ukraine belastet die Weltwirtschaft in einer Phase, in der die Inflation bereits stark gestiegen ist und die US-Notenbank das Ende der extrem expansiven Geldpolitik eingeläutet hat. Höhere Rohstoffpreise treiben die Inflation zusätzlich an und führen zusammen mit den Auswirkungen der Sanktionen auf Transportzeiten und Produktionsketten voraussichtlich dazu, dass Lieferengpässe die Produktion in den kommenden Monaten wieder stärker hemmen werden. Wir haben unsere Prognose für die Expansion der Weltwirtschaft deutlich abgesenkt, um 1 Prozentpunkt in diesem und um 0,4 Prozentpunkte im nächsten Jahr. Gleichwohl steigt die globale Produktion (auf der Basis von Kaufkraftparitäten) mit Raten von 3,5 bzw. 3,6 Prozent in beiden Jahren noch etwas stärker als im längerfristigen Trend. Denn die konjunkturellen Auftriebskräfte sind beträchtlich, da die Corona-Pandemie die Weltwirtschaft in immer geringerem Maße beeinträchtigen wird. Covid-19 bleibt aber neben den Unwägbarkeiten im Zusammenhang mit dem Ukrainekonflikt ein gewichtiges Risiko für die Weltwirtschaft, vor allem wenn Maßnahmen zur Eindämmung der Omikron-Variante die Produktion in China empfindlich beeinträchtigen sollten. ; The war in Ukraine is weighing on the global economy at a time when inflation has already risen sharply and the US Federal Reserve has embarked on a tightening cycle. Higher commodity prices are adding to inflationary pressures and combined with the adverse impact of sanctions on transportation times and supply chains, are likely to lead to a renewed increase in supply disruption in the coming months. We revised our forecast for global growth significantly downwards compared to our previous estimates by 1 percentage point this year and a 0.4 percentage in 2023. Nevertheless, global output (measured on a purchasing power parity basis) in 2022 and 2023 will still be rising at above trend rates of 3.5 and 3.6 percent, respectively. The economic expansion therefore remains robust on the back of recovery from the impacts of Covid-19. However, in addition to the uncertainties surrounding the Ukraine conflict, Covid-19 is still a substantial risk for the economic outlook. In particular, the potential spreading of the Omicron variant in China could reduce global growth if production in China was severely hampered by containment measures

Die Wirtschaftsleistung im Euroraum hat zuletzt erstmals wieder ihr Vor-Corona-Niveau erreicht. Die konsumbezogene Mobilität war ungeachtet der hohen Infektionszahlen seit Jahresbeginn nur wenig beeinträchtigt, und Frühindikatoren zur Zuversicht von Unternehmen und Verbrauchern zeigten bis zum Februar eine gute Stimmung an. Somit waren im Jahresverlauf eigentlich kräftige Zuwächse der wirtschaftlichen Aktivität und eine vollständige Erholung von den Belastungen der Corona-Pandemie angelegt. Vor allem im ersten Halbjahr 2022 behindern die Auswirkungen des Krieges in der Ukraine jedoch die Konjunktur. Die Wirtschaftstätigkeit wird insbesondere über den Kanal hoher Energiepreise gedämpft, wodurch heimische Kaufkraft abgezogen wird. Wenngleich Russland und die Ukraine als Absatzmärkte vielerorts nur von nachgeordneter Bedeutung sind, dürfte die wirtschaftliche Aktivität auch durch gestörte Lieferketten, weniger Handelstätigkeit und die stark gestiegene Unsicherheit beeinträchtigt werden. Für das zweite Halbjahr und das kommende Jahr erwarten wir wieder eine kräftigere Konjunktur. Insgesamt dürfte das Bruttoinlandsprodukt im Jahr 2022 um 2,8 Prozent zulegen, gefolgt von 3,1 Prozent (2023). Die Verbraucherpreise steigen im laufenden Jahr mit voraussichtlich 5,5 Prozent so stark wie nie zuvor seit Bestehen der Währungsunion. The surge in infections since early 2022 had only little overall effect on mobility, and leading indicators like business and consumer sentiment signaled high confidence up to February. Thus, strong growth and a complete post-pandemic recovery were expected in the course of the year. However, the effects of the war in Ukraine are hampering the economy, especially in the first half of 2022. Economic activity is dampened particularly via the channel of high energy prices, by which domestic purchasing power is drained. Economic activity is also likely to be adversely affected by disruptions in supply chains, reduced trade activity and a sharp increase in uncertainty. For the second half of the year and beyond, we expect a stronger economy again. Overall, GDP is expected to increase by 2.8 percent in 2022 and 3.1 percent in 2023. Consumer prices are expected to rise by 5.2 percent in the current year, more than at any time since the monetary union came into existence. For 2023, inflation is expected at 2.8 percent, once again above target.

Die deutsche Wirtschaft ist abermals heftigem Gegenwind ausgesetzt. Der Krieg in der Ukraine führt zu hohen Rohstoffpreisen, neuen Lieferengpässen und schwindenden Absatzmöglichkeiten. Die hohen Rohstoffpreise verringern die Kaufkraft der verfügbaren Einkommen und dämpfen damit den privaten Konsum. Zudem belasten zusätzliche Lieferengpässe die Industrie spürbar. Schließlich verschlechtern sich zumindest vorübergehend die Absatzmöglichkeiten aufgrund der Sanktionen sowie der durch den Krieg gestiegenen Unsicherheit. All dies trifft die Wirtschaft in einer Phase, in der die dämpfenden Einflüsse der Pandemie nachlassen und eine kräftige Erholung angelegt war. Die starken Auftriebskräfte - hohe aufgestaute Kaufkraft bei den privaten Haushalten und dicke Auftragspolster der Industrie - federn die Schockwellen aus dem Krieg in der Ukraine ab. Im Ergebnis dürfte sich die Erholung in diesem Jahr fortsetzen, allerdings in spürbar langsamerem Tempo als im Winter erwartet. Insgesamt rechnen wir nun mit einem Anstieg des Bruttoinlandsprodukts von 2,1 Prozent für das laufende Jahr (Winterprognose: 4 Prozent) und von 3,5 Prozent für das Jahr 2023 (Winterprognose: 3,3 Prozent). Die Inflation dürfte in diesem Jahr mit 5,8 Prozent so hoch ausfallen wie noch nie im wiedervereinigten Deutschland. Selbst wenn die Rohstoffpreise nicht mehr weiter steigen und die Lieferengpässe allmählich nachlassen, wird die Inflation im kommenden Jahr mit 3,4 Prozent wohl noch hoch bleiben, auch weil die jüngsten Erzeugerpreisanstiege erst nach und nach bei den Verbrauchern ankommen. Während der Krieg auf dem Arbeitsmarkt kaum Spuren hinterlässt, werden die öffentlichen Ausgaben steigen, so dass die Haushaltsdefizite länger auf erhöhten Niveaus verharren. ; The German economy is once again facing strong headwinds. The war in Ukraine is leading to rising commodity prices, new supply bottlenecks and dwindling sales opportunities. These factors will affect the German economy in different ways. Higher commodity prices reduce the purchasing power of disposable incomes and thus dampen private consumption. Moreover, new supply bottlenecks will dampen industrial production in the coming months. Finally, sales opportunities will deteriorate at least temporarily due to the sanctions and the increased uncertainty caused by the war. All this is hitting the economy in a phase in which the dampening effects of the pandemic are fading out and a strong recovery has begun to emerge. The dampening factors are cushioned because private households have accumulated large amounts of extra savings since the beginning of the pandemic, so that high inflation does not fully impact private consumption. In addition, industrial firms have an unusually high stock of orders, which will cushion the temporarily lower sales opportunities. As a result, the recovery is likely to continue this year, albeit at a noticeably slower pace than expected in winter. Overall, we now expect GDP to rise by 2.1 percent in this year (winter forecast: 4 percent) and by 3.5 percent in 2023 (winter forecast: 3.3 percent). With 5.8 percent inflation is likely to be higher this year than ever before in reunified Germany. Even if commodity prices stop rising and supply bottlenecks gradually ease, inflation is still likely to be unusually high at 3.4 percent next year, also because recent producer price increases are only gradually being passed through to consumers. The labor market is expected to remain robust. Public spending will rise in response to the war and its economic consequences, so that budget deficits will remain at elevated levels for a longer period.

Die Erholung der deutschen Wirtschaft wird abermals ausgebremst. Das Infektionsgeschehen im Winterhalbjahr hemmt wie in früheren Wellen besonders die Aktivität in den kontaktintensiven Dienstleistungsbranchen. Im Ergebnis wird es zu einem Rückschlag bei den privaten Konsumausgaben kommen und wohl auch zu geringen Rückgängen beim Bruttoinlandsprodukt. Wenn die Belastungen seitens der Pandemie mit dem Frühjahr nachlassen, wird ähnlich wie im laufenden Jahr eine kräftige Erholung einsetzen. Die wirtschaftliche Aktivität dürfte dann auch deshalb besonders viel Schwung entfalten, weil die Lieferengpässe, die die Industrieproduktion derzeit massiv belasten, voraussichtlich nachlassen. Insgesamt wird die durch die Pandemie verursachte Delle im Erholungsprozess wohl größer ausfallen als wir in unserer Herbstprognose unterstellt hatten. Der Rückschlag wird aber bei Weitem nicht so gravierend sein, wie im vergangenen Winterhalbjahr. Im kommenden Jahr wird das Bruttoinlandsprodukt demzufolge mit 4 Prozent nicht so kräftig zulegen wie vor drei Monaten erwartet (5,1 Prozent), dafür aber im Jahr 2023 mit 3,3 Prozent deutlich stärker (Herbstprognose: 2,3 Prozent). Für das laufende Jahr zeichnet sich ein Anstieg von 2,6 Prozent ab. Die Inflation wird vorerst hoch bleiben, auch weil die Lieferengpässe weiterhin die Herstellungskosten erhöhen und das Konsumgüterangebot verknappen. Gleichzeitig haben die privaten Haushalte seit dem Beginn der Pandemie zusätzliche Ersparnisse in Höhe von rund 200 Mrd. Euro angehäuft und besitzen deshalb eine recht hohe Zahlungsbereitschaft. Der Verbraucherpreisanstieg wird sowohl im laufenden als auch im kommenden Jahr wohl bei rund 3 Prozent liegen, bevor er sich im Jahr 2023 wieder verringert. Das Defizit der öffentlichen Haushalte wird im kommenden Jahr aufgrund der nachlassenden Belastungen durch die Pandemie spürbar von 3,8 Prozent in Relation zum Bruttoinlandsprodukt im laufenden Jahr auf 1,8 Prozent sinken. Voraussichtlich werden die Haushalte jedoch auch das Jahr 2023 mit 1,4 Prozent noch deutlich im Defizit abschließen. ; The recovery of the German economy is interrupted once again. In the winter, the new Covid-19 wave will particularly hit activity in contact-intensive service sectors as in previous waves. As a result, there will be a setback in private consumer spending and probably also small declines in GDP. To the extent that the burdens of the pandemic ease in the spring, a strong recovery will set in, similar to the pattern observed this year. Economic momentum will likely be particularly high as the supply bottlenecks, which are massively dampening industrial production in this year, are expected to ease. Overall, the renewed slowdown in the recovery process caused by the pandemic will probably be larger than we had expected in our autumn economic outlook. However, the setback will be not as severe as last winter. In 2022, GDP will probably increase by 4 percent and thus less strongly than we had expected three months ago (5.1 percent). For 2023, we revise GDP growth upwards to 3.3 percent (autumn outlook: 2.3 percent). This year, GDP will increase by 2.6 percent. Inflation will remain high for the time being, also because supply bottlenecks continue to increase manufacturing costs and tighten the supply of consumer goods. At the same time, private households have accumulated additional savings of around 200 billion euros since the beginning of the pandemic and therefore have a rather high willingness to pay. Consumer price inflation will probably be around 3 percent both this and next year, before easing again in 2023. The public budget deficit will fall noticeably from 3.8 percent in relation to GDP in 2021 to 1.8 percent in 2022 due to the reduced burden of the pandemic. However, the budgets are still expected to close with a deficit of 1.4 percent in 2023.
