Climate change presents additional challenges to a diverse country like Cameroon that shares the Congo Basin rainforest. Not only is the population vulnerable to the direct effects of climate change, forest-dependent communities are also vulnerable to changing environmental policy that may affect their access to forest resources. Using a qualitative approach to data collection through semi-structured interviews and content analysis of relevant documents, the perception of decision-makers within, and the response of the institutions of the state, the private sector and civil society to the complex challenges of climate change in the Congo Basin forest of Cameroon were analysed. Results indicate that while decision-makers' awareness of climate change is high, a concrete institutional response is at a very early stage. Cameroon has low adaptive capacity that is further constrained by weak linkages among government institutions nationally and between different levels of government and with communities. Civil society institutions play a role in enhancing government capacity to respond, particularly in relation to new international policies on climate change and forests. Adaptive capacity would be further enhanced by facilitating institutional linkages and coordinating multilevel responses across all boundaries of government, private sector and civil society. A collaborative capacity builder could foster the transfer, receipt and integration of knowledge across the networks, and ultimately build long-term collaborative problem-solving capacity in Cameroon.

This paper aims to produce a framework for climate-smart agriculture (CSA) in the Yangambi landscape, Democratic Republic of the Congo (DRC). This would enable the authors to identify agricultural practices, assess vulnerability to climate change, identify options for improving agricultural systems from a climate change mitigation and adaptation perspective and finally provide climate-smart agricultural options. The study used household survey methods of data collection. The data were collected using a structured questionnaire survey by interviewing 250 farm households, subdivided using three axes of the Yangambi landscape. Fisher's exact test was used to determine relationships between two or more variables. Results of the survey revealed that the vast majority (98%) of respondents perceived changes in temperature, rainfall and weather patterns. Reduction of crop yields and the emergence of new weed species and new crop pests are the main impacts on agricultural activities. Although 87.6% of respondents have no means of adaptation and resilience, some of them use crops rotation, fallow practice, fertilizers and bio-pesticides. A framework for CSA is proposed for the Yangambi landscape. Policies and strategies to promote CSA in the study area should take into account local farmers' perceptions of climate change and consider first the adequacy of CSA practices for the specific conditions of the target area before its promotion. This study is thus useful for many REDD+ initiatives that are currently being promoted in DRC and particularly in the Tshopo Province. This study is one of the first studies to focus on CSA in the Yangambi landscape, DRC. It assists the use of agriculture as a response to reducing deforestation while at the same time lowering agriculture's carbon footprint and promoting a resilient and more productive farming system.

Tropical forests have a central role to play in a new mechanism designed to mitigate climate change, known as REDD+ (Reduced Emissions From Deforestation and Forest Degradation). Through semistructured interviews and content analysis of relevant documents, the perceptions of the opportunities and challenges of REDD+ of institutions, who may be directly implicated in or affected by its implementation are investigated. Research takes place in three Central African countries, Cameroon, Central African Republic, and Democratic Republic of Congo, which contain the Congo Basin forest. Perception of opportunities include economic development and poverty reduction, biodiversity conservation, network building, and governance reform. Challenges identified include REDD+'s complexity, lack of technical capacity for implementation, opportunities for participation, benefit sharing, and the traditional system of shifting cultivation. Those involved in designing REDD+ internationally need to understand developing-country perspectives, and institutions at all levels need to work together to develop concrete strategies to improve overall outcomes.

Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change

Cocoa agroforestry has evolved into an accepted natural resource conservation strategy in the tropics. It is regularly proposed as one of the main uses for REDD+ projects (Reducing Emissions from Deforestation and forest Degradation and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks in developing countries) in the Democratic Republic of the Congo. However, few studies have characterized the cocoa agroforestry systems in this country. Hence, this research proposes to determine the impact of distance from Kisangani (the unique city in the landscape) and land-use intensity on the floristic composition of cocoa agroforests in Bengamisa-Yangambi forest landscape in the Congo Basin. The results revealed that species diversity and density of plants associated with cocoa are influenced by the distance from Kisangani (the main city in the landscape and province). Farmers maintain/introduce trees that play one or more of several roles. They may host caterpillars, provide food, medicine, or timber, or deliver other functions such as providing shade to the cocoa tree. Farmers maintain plants with edible products (mainly oil palms) in their agroforests more than other plants. Thus, these agroforests play key roles in conserving the floristic diversity of degraded areas. As cocoa agroforestry has greater potential for production, biodiversity conservation, and environmental protection, it should be used to slow down or even stop deforestation and forest degradation.

In the perspective of using cocoa as a response to climate change, a preliminary carbon stock assessment was conducted in cocoa agroforests of the Bengamisa-Yangambi forest landscape in the north-east of Democratic Republic of Congo (DRC). Data were collected in 25 plots of 2500 m2 each, spread over 16 villages. Above-ground carbon stock assessment on cocoa trees and their associated plants revealed that cocoa agroforests store on average 44.48 Mg ha−1 of above-ground carbon of which, cocoa-associated plants represent 83.68%. The diversity (species richness) of cocoa associated plants determine the level of above-ground carbon stored in cocoa agroforests. Trees less than 50 cm in diameter stored a larger amount of above-ground carbon. Cocoa agroforests with associated plants dominated by forest species (Model F) store 1.76 and 1.72 times more carbon, respectively, than those where associated plants are dominated by oil palm (Model P) and a mixture of plant types (forest species mixed with oil palm plants, or Model FP). Associated plants inside cocoa agroforests also play additional roles to support livelihoods such as health care, household consumption and timber. Therefore, beyond carbon storage, cocoa agroforest is an important reservoir of some local species and thus useful for biodiversity conservation and local livelihoods. As cocoa agroforests in DRC are recognized as one of the main responses to climate change, this study constitutes an early contribution to the process of reducing emissions from deforestation and forest degradation (REDD +) in forest landscapes in this country of the Congo Basin.

Women contribute to reducing hunger and improving household food security and livelihood. However, they do not benefit from secure land rights. This study thus aimed to determine the factors that prevent women from Rubi-Tele from enjoying their rights. A 2-week survey completed by four focus groups in four villages helped us gather information that was later analysed using a socio-legal approach. All women were involved in agriculture, but they were the only workers who could not control or manage the land. They often accessed land through the family channel (96.7%), while other pathways were less used by the origin (3.3%). Although the Democratic Republic of the Congo has made enormous progress, women were unaware of these advances: thus, 70% did not know their rights. This unawareness impeded their ability to initiate strategies to claim their rights. Some women have been able to identify their difficulties. They incriminated the custom standards that favoured their male counterparts (21.7%). Additionally, begging for husband permission (28%) and poverty (20%) were cited as barriers to women's property rights. Moreover, some women conservationists preferred the custom to formal laws, despite their advances (30%). No strategy has been initiated because women fear the society's response.

The management of protected areas (PAs) and their surrounding landscapes is generally associated with the response of the Democratic Republic of the Congo (DRC) to biodiversity conservation and climate change. The general aim is to reduce deforestation and preserve biodiversity. This preliminary study aims to identify the local knowledge and potential challenges associated with their valorisation in the Rubi-Tele Hunting Area (RTHA), a PA in the northern DRC. The methodological approach included the combination of qualitative and quantitative elements through a triangulation approach, and results show that the collective memory of local communities retains traditional knowledge (practices, beliefs, and perceptions) that promote biodiversity preservation. Unfortunately, changes in the socio-economic situation of the country and the local context threaten this knowledge. Additionally, l'Institut Congolais pour la Conservation de la Nature (ICCN) has not tried to build on traditional knowledge memory to promote local biodiversity conservation. To avoid deforestation and a biodiversity crisis, the participatory approach can be useful for mainstreaming traditional/local knowledge in the management plan of protected areas of the DRC, such as RTHA.

This paper discusses the discourses on climate change adaptation and mitigation that are currently at the forefront in the Congo Basin. On mitigation, the forests have enormous opportunities to contribute to the reducing emissions from deforestation and forest degradation (REDD+) mechanism. But the forest itself and its multiple dependent societies and sectors need to adapt to potential climate risks. Hence, actors are debating the design of climate change policy in the forest sector. Theoretically, we combine the agency-focus of frame analysis and discourse theory to analyze how different agents hold frames on climate change adaptation and mitigation policies in the region. This paper draws upon interviews with 103 different actors from government, international organizations, non-governmental organizations, research institutions and private sector in three countries: Cameroon, Central African Republic (CAR) and Democratic Republic of Congo (DRC). Three discourses were found on policy response to climate change in the forest sector: mitigation policy only, separated policy on adaptation and mitigation, and an integrated policy on adaptation and mitigation. The various frames articulated around each discourse by the coalitions include elements of: costs and benefits, scale of operation, effectiveness, financial resources and implementation mechanisms. Overall, the mitigation discourse, through its mix of actors, resources and interests seems to be stronger than the adaptation discourse. The paper finally outlines a number of implications of the discourses for policy design.

In the tropics, the domestic water supply depends principally on ecosystem services, including the regulation and purification of water by humid, dense tropical forests. The Yangambi Biosphere Reserve (YBR) landscape is situated within such forests in the Democratic Republic of Congo (DRC). Surprisingly, given its proximity to the Congo River, the YBR is confronted with water issues. As part of its ecosystem function, the landscape is expected to reduce deterioration of water quality. However, environmental consequences are increasing due to conversion of its dense forest into other types of land use/land cover (LULC) in response to human activities. It is therefore important to check how the physicochemical quality parameters of water resources are influenced by landscape parameters—and to know if the population can adapt to this water vulnerability. To do this, we analyzed the watershed typology (including morphometric and LULC characteristics) and the physical and chemical parameters of water within the principal watershed's rivers. We also analyzed data from surveys and the Yangambi meteorological station. We found that some landscape indices related to LULC significantly influence water quality deterioration in Yangambi. On average, each person in the Yangambi landscape uses 29–43 liters of water per day. Unfortunately, this falls short of World Health Organization standards regarding some parameters. The best fitted simple linear regression model explains the variation in pH as a function of edge density of perturbed forest, edge density of crop land and patch density of dense forest up to 94%, 92% and 90%, respectively. While many researchers have identified the consequences of climate change and human activities on these water resources, the population is not well-equipped to deal with them. These results suggest that water management policies should consider the specificities of the Yangambi landscape in order to develop better mitigation strategies for a rational management of water resources in the YBR in the context of climate change.

Riparian communities activities threaten conservation in biosphere reserves in the Democratic Republic of Congo (DRC). The Yangambi Biosphere Reserve (YBR) is no exception to this degradation. Thus, the objective of the presents study was to elucidate the local factors underlying the high pressure on natural resources and analyze the complexity of biosphere reserve zoning management using an interdisciplinary approach combining document review, field surveys and semi-structured interviews. Our results revealed that the zoning applied to the YBR did not take into account social dynamics. With population growth, the riparian community is doomed to remain in restricted areas, leading to over-exploitation of the space and land degradation, forcing the population to travel long distances to reach fertile plots into the protected area. Also, the lack of employment and the absence of participatory zoning also exacerbate tensions between the manager and the riparian community. For an effective management of the YBR, political authorities should become more involved in the participatory zoning of conservation areas and village exploitations. In addition, they should improve farming techniques to mitigate soil degradation.
