AbstractThis paper assesses the impact of two social security reforms using a calibrated, dynamic life cycle model. It quantifies the long‐run distributional impact of two sets of reforms in France: (1) the 2013 reform of Prime Minister Ayrault, which modified the parameters of a defined benefit (DB) plan, and (2) a hypothetical reform that changes the system to a notional defined contribution (NDC) plan, similar to that in Italy. First, on aggregate welfare, the Ayrault reform and the hypothetical switch to NDC yield contrasting results. The Ayrault reform improves aggregate welfare, which is not the case for the NDC reform. Welfare comparisons are made with respect to the "benchmark economy," where increases in life expectancy occur and are dealt with only through a higher contribution rate. Second, both reforms yield unequal distributions of welfare changes, with low‐skill workers on the losing end. Under the Ayrault reform, low‐skill workers delay retirement by two years, to age 62. Under NDC reform, pensions for low‐skill workers fall substantially as inequalities during the work life translate directly into inequalities in pensions. The switch to an NDC scheme leads to a more unequal society in terms of asset and welfare distribution.

Abstract
This article sheds light on the dynamics of the Argentine labor market, using quarterly data from the Argentine Labor Force Survey for the period 2003Q3 to 2020Q1. We examine quarterly transition rates in a four-state model with formal employment, informal employment, unemployment, and nonparticipation. We compute the contribution of each transition rate to fluctuations in unemployment and informality rates. We identify five stylized facts: (i) Nearly 40% of the fluctuations in the unemployment rate involves unemployment ins and outs from/to informal jobs. (ii) More than 40% of the fluctuations in informality rate are driven by the variance of the formalization rate (transition from informal to formal employment). (iii) Non-participation matters for the understanding of unemployment volatility but also for the comprehension of the volatility on informality. (iv) Regarding gender differences: transition involving non-participation matters more in the variance of female unemployment and informality rates than for their male counterparts. (v) The informal sector plays an important role as a stepping stone to formal jobs for both men and women. Our article provides empirical targets to discipline theoretical modeling of labor market dynamics with a sizeable shadow economy.

The paper characterizes the optimal tax scheme in an open economy with structural inefficiencies on the labor market and on government size. On analytical grounds first, we show that the economy can use fiscal revaluation to exploit the terms of trade externality and to dampen the impact of an excessive public spending. However, if real labor market rigidities are large enough, fiscal devaluation may be desirable. Second, we provide a quantitative assessment of the optimal tax reform using France as the benchmark economy. Our results show that France would benefit more from fiscal devaluation than a economy where the labor market is more flexible, as the US. We study fiscal devaluation in a small-open economy with labor market search frictions. Our analysis shows the key role of both dimensions in shaping the optimal tax scheme. By reducing labor market distortions, the tax reform is welfare-improving. Yet, as it makes imports more expensive, fiscal devaluation lowers the agents' purchasing power, which is welfare-reducing. These contrasting effects give rise to an optimal tax scheme. Besides, transition matters. If the economy is better off in the long run, the required transitional saving effort increases the cost of the reform, thereby calling for a moderate magnitude of fiscal devaluation.
