Este artículo discute la política exterior de México en la Organización de las Naciones Unidas (ONU) durante la administración del presidente Vicente Fox. Contrario a las tesis prevalecientes, este ensayo argumenta que factores estructurales, burocráticos e internos limitaron el desempeño de México en el máximo foro multilateral. El artículo analiza el reciente activismo mexicano en el Consejo de Seguridad de la ONU, el régimen internacional de los derechos humanos y en las iniciativas de mantenimiento de la paz. En cada una de estas áreas, el gobierno mexicano enfrentó duras críticas y cuestionamientos provenientes de actores políticos claves, tales como el Legislativo y de otras organizaciones, tanto políticas como militares. El ensayo revela que la política multilateral mexicana está ahora sujeta a diferentes presiones internas, dando ocasión para evaluar las interacciones entre política externa e interna. ; The paper discusses Mexico's foreign policy at the United Nations (UN) during Vicente Fox's administration. Contrary to prevailing assumptions, this essay argues that structural, bureaucratic and domestic factors constrained Mexico's behavior in the ultimate multilateral organization. The paper analyzes Mexico's recent activism in the UN Security Council, the human rights regime and in peacekeeping initiatives. In all these three policy issues, the Mexican government faced serious criticism and controversy vis-à-vis key political actors, such as Congress, political and even military organizations. The paper reveals that even multilateral policy has now become subject to domestic pressures and controversies, thus leading to an interesting interaction between domestic and international politics.

Recientemente los métodos cualitativos han experimentado un renacimiento en la ciencia política, con una rica literatura desarrollándolos y diseminando sus numerosos usos en la disciplina. Este artículo describe la trayectoria y analiza las contribuciones de cuatro recientes publicaciones en métodos cualitativos. Los temas comunes que unen a estas publicaciones incluyen el proceso de selección de los estudios de caso, los factores temporales en el análisis de los procesos políticos y el diálogo entre diferentes metodologías. Este ensayo argumenta que si bien esta literatura provee herramientas valiosas para llevar a cabo una investigación rigurosa, al mismo tiempo permanece diferenciada y subdesarrollada respecto a los métodos cuantitativos. Los libros aquí reseñados ofrecen un servicio valioso a los investigadores, tanto por los problemas que plantean como por los que no resuelven, así como por las respuestas y sugerencias que proponen. Abstract ; Qualitative methods have recently experienced a revival in political science, with a rich literature developing them and disseminating its many uses in the field. This article describes the trajectories and analyzes the contributions of four recent books in qualitative methods. The common issues binding all these publications include case selection, timing and sequence in political processes, and the debate between qualitative and quantitative methods. The article argues that although much of this literature provides valuable tools for pursuing rigorous research, at the same time it continues to be differentiated and underdeveloped vis-à-vis quantitative methods. These books under review perform a valuable service to social scientists, both for the problems they raise but leave unsolved, as for the solutions they offer.

El estado de las relaciones cívico-militares en América Latina ha dejado de ser caótico, aunque no por ello es estable. Las fuerzas armadas ya no se encuentran en un estado conspirativo, aunque tampoco son del todo complacientes con la democracia. Son pocos los países que han hecho progreso en materia de control civil sobre los militares. De hecho, sólo unos cuantos han llevado a cabo una reforma agresiva de las instituciones armadas. Mientras el personal uniformado de América Latina ha aceptado la llegada de la democracia, lo ha hecho condicionalmente, reteniendo prerrogativas, autonomía institucional y reservas de poder. Si bien los líderes políticos gozan de una mayor autoridad por la naturaleza de sus posiciones en un régimen democrático, lo cierto es que aún poseen instituciones débiles y ejercen un control ministerial igualmente débil sobre las fuerzas armadas. Asimismo, los civiles comparten una responsabilidad en virtud de que han mostrado apatía frente al tema militar, conduciendo a la fuerza castrense a ignorar la opinión de los propios civiles. Las democracias latinoamericanas aún tienen un largo camino por recorrer en el diseño de misiones y roles apropiados para los militares. Finalmente, la rendición de cuentas en materia de presupuesto y gasto militar es igualmente débil o inexistente. Por lo tanto, la región aún enfrenta varios retos en términos de relaciones cívico-militares, ya que una reforma estructural en políticas de defensa aún debe ser puesta en marcha para asegurar el control civil y democrático sobre las fuerzas armadas. ; The state of civil-military relations in Latin America is no longer chaotic, although it is not fully stable either. The armed forces are no longer in a conspirational mode, but neither are they complacent with the state of democracy. Progress in achieving full civilian control over the military has been seen in only a handful of chosen countries. In fact, some states have been more aggressive in reforming their military institutions than others. While uniformed personnel in all Latin America have accepted the arrival of democracy, they have done so conditionally, while retaining institutional autonomy, prerogatives, and reserve domains. Elected leaders have greater authority by nature of their positions in democratic regimes, but Latin America still has weak institutions and exercises weak ministerial civilian control over the armed forces. Likewise, civilians share responsibility because they have shown apathy towards military issues and defense policy, leading military officers to disregard civilian opinions. Also, the new democracies in Latin America still have a long way to go in crafting and designing appropriate missions and roles for the armed forces. Finally, institutional accountability is lacking in most countries, especially in terms of defense budgets and military spending. Consequently, the region still faces important challenges in terms of civil-military relations, as defense reform is still required in order to ensure military compliance.

La seguridad es un concepto complejo y cuestionado, cargado de valores y juicios. Por siglos, el concepto de seguridad internacional fue asociado al estudio de los conflictos internacionales, políticas de defensa, estrategia militar, control de armas, inteligencia, coerción, negociación y la vinculación entre diplomacia y otras formas alternativas al uso de la fuerza. Mientras pocos disputan este enfoque de la seguridad, un grupo importante de investigadores considera necesario extender y ampliar el significado de la seguridad para incluir otros valores e intereses. Sugieren incluir temas ambientales, nutrición, protección de derechos humanos y genocidio. Sin embargo, ¿dónde deben demarcarse los límites de la seguridad internacional?, ¿qué debe ser excluido e incluido en la seguridad internacional?, ¿la seguridad internacional ha cambiado de tal forma que requerimos una re-conceptualización? Este artículo argumenta que en la era de la posguerra fría, la expansión del concepto de la seguridad internacional ha incluido tanto en su definición que el proceso de adquisición de conocimiento se ha vuelto fútil. Aún más, se exageran los procesos de cambio internacional en tanto que se olvidan las constantes internacionales en materia de estrategia militar. ; Security is a complex and contested concept —heavily laden with values and judgments. For centuries, however, international security was often associated to the study of international conflict, defense policy, military strategy, arms control, intelligence, coercion, negotiation, and alternatives to the use of force as an instrument of policy. While few would likely dispute these examples as issues of security, many would now extend the meaning of security to other values and interests. They would apply the term to environmental damage, hunger, protection of human rights and genocide. But, where do we draw the line in studying international security? What should be included or excluded? Has international security change in such a way that we now need to re-define the concept. This article argues that in today's post-cold war world environment, we seem to have included so much in our definition of security that we have posed the problem in ways that impede our quest for knowledge. Furthermore, international security, traditionally defined, has suffered few changes since the collapse of the Cold War; thus, there seems to be more continuity than world transformation.

This study is about the comparative behavior of Brazil and Mexico in United Nations (UN) security affairs. It examines why these two Latin American states vary substantially in their commitment to the UN Security Council (SC) and international peacekeeping, despite having similar structural capabilities. In order to analyze this puzzle, this article argues that policy differences between countries are unrelated to the general willingness to cooperate internationally. Most foreign affairs departments probably do tend to have a strong interest in active engagement of their countries in the UN, as it will surely increase their role in government and abroad. Nevertheless, diplomats in foreign ministries across the world face different types of institutional and social constraints, which in turn affect their ability to cooperate with the UN. In this sense, the major difference between Brazil and Mexico is their bureaucratic setting and the role exercised by their respective diasporas. In the former case, the foreign ministry has relative bureaucratic autonomy and is less concerned for developing formal ties with their nationals living abroad. This bureaucratic setting enables Brazilian diplomacy to focus on global issues, where commitment towards UN security affairs plays a key role. By contrast, the Mexican diplomacy is constrained by a highly fragmented foreign policy decision-making process and by their continuous attempts to reach-out diasporas; thus leading diplomats to focus on bilateral affairs, at the expense of security cooperation with the UN. The findings of this study contributes to understand the politics of UN peacekeeping burden-sharing, by providing an explanation of why some middle-powers supply troops and resources in favor of UN peace efforts, while others potential contributors prefer to free-ride. ; Este trabajo presenta un análisis comparado sobre el comportamiento de Brasil y México en la Organización de las Naciones Unidas (ONU), especialmente en el área de seguridad. Se examina por qué estos dos Estados contribuyen de manera desigual al Consejo de Seguridad y a las operaciones de mantenimiento de la paz, a pesar de poseer estructuras y capacidades similares. Para responder a este enigma, el artículo argumenta que las diferencias entre ambos países están disociadas de la voluntad general por cooperar internacionalmente. La gran mayoría de los ministerios de política exterior probablemente suelen estar interesados en involucrarse activamente en el sistema de la ONU, ya que dicha medida incrementa su presencia en el gobierno y en el exterior. No obstante, los diplomáticos en los ministerios de asuntos exteriores enfrentan diferentes tipos de limitaciones institucionales y sociales, las cuales pueden afectar su habilidad de cooperar con la ONU. En este sentido, la mayor diferencia entre Brasil y México está dada por el contexto burocrático y el peso ejercido por sus respectivas diásporas. En el caso brasileño, el ministerio de política exterior posee relativa autonomía burocrática y está menos ocupado en desarrollar lazos formales con sus conacionales en el exterior. Por el contrario, la diplomacia mexicana está limitada por una toma de decisiones fragmentada en materia de política exterior y por los continuos esfuerzos por vincularse con su diáspora. Esta condición lleva a los diplomáticos mexicanos a enfocar su atención en los asuntos bilaterales, a costa de la cooperación multilateral con la ONU. Los resultados de este estudio contribuyen al entendimiento de las políticas de compartición de costos en operaciones de paz, al proveer una explicación del porqué algunas potencias medias suministran tropas y recursos a favor de los esfuerzos de paz de la ONU, mientras que otros contribuyentes potenciales prefieren gorronear.

Chapter 2 ; The decision to deploy troops overseas to observe, keep or enforce peace is not an easy One. Peace operations are difficult to sustain. War can break out again at any time and belligerent groups can attack peacekeepers. Conflicting interests and mistrust between the parties involved can spoil peace agreements.

DRAFT ; Prepared for delivery at the 2010 Annual Meeting of the International Studies Association, February 15-20, 2010 ; Although little studied as a laboratory for nuclear management, Latin America is a particularly appropriate place on which to focus issues of nuclear proliferation. Numerous Latin American states have historically followed different nuclear paths and logics, ranging from covert (Argentina) to overt nuclear strategies (Brazil), as well as non-proliferation strategies (Mexico). In spite of these variations, little is known as to why so many similar states in Latin America have followed such diverse and dissimilar nuclear patterns. This project attempts to explain divergent nuclear logics by examining how the evolution of civil-military relations has shaped regional nuclear policy preferences. Since most nuclear weapon projects in Latin America were once handled by military institutions, we need to know how the armed forces and their civilian counterparts have grappled for control over nuclear policy during different historical periods. In particular, we need to know how civilian control of the armed forces affects (or not) nuclear strategies.
