The Education Oversight Committee, working with the State Board of Education established a comprehensive annual report concerning the performance of military-connected children who attend primary, elementary, middle, and high schools in this State. The annual comprehensive report addresses attendance, academic performance in reading, math, and science, and graduation rates of military connected children. This report provides an overview of the federal Impact Aid program, details regarding the demographics of military-connected students, an update on the academic performance and school attendance of military connected students and a summary of the trainings for educators and families to enhance support of military connected students at home and in school.

This report documents how $12.0 million in Education Improvement Act (EIA) funds, appropriated by the General Assembly to school districts for technology, were expended in Fiscal Year 2018-19. Proviso 1A.76. governs the expenditure of these funds, previously known as the K-12 Technology Initiative, to improve external and internal technology infrastructure and to increase one-to-one computing initiatives in schools. The report also includes information on efforts made by school districts to obtain reimbursements through the federal E-rate program. The data provided are self-reported by all 82 school districts, including the South Carolina Public Charter School District and the Charter Institute at Erskine.

The annual comprehensive report addresses attendance, academic performance in reading, math, and science, and graduation rates of military connected children. This report does not address military-connected students educated in Department of Defense schools, private schools and home school settings.

This paper describes some of the accomplishments of the General Assembly regarding education for FY 2016-2017. It increased funding for the Education Finance Act, Virtual SC, Education and Economic Development and the Abbeville Equity Lawsuit. Other educational legislation is also addressed.

In 2012, the Department of Defense reported there were 23,710 military connected students in the state. PowerSchool data indicates there were 7,853 students during school year 2013-14 and 6,175 in school year 2012-13. Both sets of data include military connected students with at least one parent or guardian serving Active Duty, National Guard or Reserves. By analyzing and reporting the number of military connected students, school districts can also better understand their student population and develop services (such as counseling and support groups) that will address unique needs of military connected students. During FY 2012-13, twelve districts received more than $2.3 million in federal Impact Aid.

In 2012, the Department of Defense reported there were 23,710 military connected students (ages six through eighteen), in the state. In South Carolina, military connected students in middle and high school have higher absence rates than military connected students in elementary school. Military connected students achieve higher levels on state assessments than their non-military peers. School districts are eligible for additional Federal funding based on the number of Federally connected students (including military connected students) they educate.

In 2014, the General Assembly fully supported the development of a comprehensive readiness assessment to gauge young children's acquisition of knowledge and skills. Legislative commitment to early assessment is evident in Proviso 1A.76 of the 2014-15 General Appropriation Act, as well as Act 284 (SC Read to Succeed Act) and Act 287 (First Steps to School Readiness Initiative) of 2014. In this report, statewide readiness assessment is intended to provide formative and summative data to teachers, parents and policymakers to inform instruction and consider children's progress toward developmental competencies.

The EOC has established a 2020 Vision for South Carolina: By the year 2020, all students in South Carolina will graduate with the knowledge and skills necessary to compete successfully in the global economy, participate in a democratic society, and contribute positively as members of families and communities. This education report, which includes 2011 figures, reveals that South Carolina has not made significant, consistent progress in most areas. Without dramatic improvement, we will not meet the goals of the 2020 Vision. Pockets of progress exist, but the state as a whole has remained static.
