Abstract:
Lifestyle migration, the flow of relatively affluent people from developed to developing countries, is characterized by the search for 'lifestyle' destinations with warm climates, reduced costs of living, and perceived higher quality of life. Mexico, Costa Rica, and Panama are three current major lifestyle migration destinations in Latin America. In this article I explore the emergence of this relatively new phenomenon in the Bocas del Toro Archipelago in Northwestern Panama by discussing the contradiction between lifestyle migrants' idealized perception of place and local realities. I also introduce the implications of these contradicting versions of reality, and how they play out at the local level. Results show that, in general, foreign residents are attracted to Bocas del Toro as a physical manifestation of globally produced images and perceptions of tropical island living. However, an in-depth exploration reveals contradictions between expectations and reality. I suggest that foreigners exhibit a set of attitudes and behaviors towards their new home that are defined by a shared cultural and economic background that, on the ground, contribute to the creation of emerging markets, land conflicts, and changes in environmental practices. The ensuing narrative is contingent upon tensions between and within social, political, and ecological variables at the global and local levels.

Recent decades have seen a rapid increase in the diversity of ocean uses and threats, leading to the Anthropocene ocean: a place fraught with challenges for governance such as resource collapse, pollution, and changing sea levels and ocean chemistry. Here we review shifts in ocean governance regimes from the United Nations Convention on the Law of the Sea, the first legal regime for the global ocean, to Sustainable Development Goal 14 and beyond. This second period represents a merging of growing international interest in the ocean as part of the global sustainable development agenda—characterized by a focus on knowledge, collaboration, and the formation of alliances between diverse actors and institutions of environmental governance. To conduct this review, we analyzed literature on changing actors, regimes, and institutional arrangements for ocean governance over time. We conclude with a summary of challenges and opportunities for future ocean governance.

Substantial efforts and investments are being made to increase the scale and improve the effectiveness of marine conservation globally. Though it is mandated by international law and central to conservation policy, less attention has been given to how to operationalize social equity in and through the pursuit of marine conservation. In this article, we aim to bring greater attention to this topic through reviewing how social equity can be better integrated in marine conservation policy and practice. Advancing social equity in marine conservation requires directing attention to: recognition through acknowledgment and respect for diverse peoples and perspectives; fair distribution of impacts through maximizing benefits and minimizing burdens; procedures through fostering participation in decision-making and good governance; management through championing and supporting local involvement and leadership; the environment through ensuring the efficacy of conservation actions and adequacy of management to ensure benefits to nature and people; and the structural barriers to and institutional roots of inequity in conservation. We then discuss the role of various conservation organizations in advancing social equity in marine conservation and identify the capacities these organizations need to build. We urge the marine conservation community, including governments, non-governmental organizations and donors, to commit to the pursuit of socially equitable conservation.
