Doch heute gehört die globale Umweltproblematik zu den zentralen Herausforderungen der Weltpolitik. Der Beitrag fragt, seit wann und in welcher Form "Umwelt" als ein alle Menschen betreffendes Problem wahrgenommen wurde, das nach gemeinsamen politischen Lösungen verlangt. Im geschichtlichen Rückblick fällt auf, wie sehr die Umweltpolitik durch numerische Kommunikationen geprägt ist. Ohne Quantifizierung, so die leitende These, hätte es niemals zu dem politisch verhandelbaren Gegenstand "Umwelt" kommen können, der heute die Schlagzeilen dominiert. Der erste Teil handelt von der Epochenwende um 1970, die für die Konstitution des politischen Problemfelds der Weltumwelt bedeutsam gewesen zu sein scheint. Der zweite Abschnitt greift historisch weiter zurück, um die Genealogie von weltumweltpolitischen Institutionen und Akteuren zu skizzieren. Im letzten Abschnitt wird versuchsweise bestimmt, in welchem Verhältnis die Quantifizierung der Umwelt zu dem Vorgang ihrer Ökonomisierung steht. One prominent case in point is the Millennium Development Goals as defined by the United Nations in 2000. The article contributes to a critical discussion of their functioning by designing a framework for the study of global statistics. Historians of statistics have so far largely focused on the national level and posited a strong connection between calculating social instances and governing collectives. The category of the nation was one of the foremost effects of statistics, and numbers have helped in strengthening national institutions. But what about the international realm in which the Millennium Development Goals are located? The leading question of this article is to what extent a co-construction of statistics and political institutions can also be found in the analysis of global statistics. The focus lies on statistical practices in East Africa in the epoch of late imperial rule and during decolonization. The Gross Domestic Product (GDP) is of special interest. Statistical knowledge was surprisingly incomplete and became a major issue only with the formation of new states and new international organizations post-1945. Statistical knowledge as represented in the Millennium Development Goals works through a radical reduction of complexity and necessarily renders a biased image of the world. In contrast to the national level, on the international level no single center of calculation emerged with the growing power of statistics.

Cet article porte sur l'histoire des statistiques et de la planification du développement. Il montre comment, à travers l'exemple du Kenya, le gouvernement par les nombres est devenu une norme. Les enquêtes statistiques sont comprises ici comme des exemples d'une « société globale » en référence au concept de « situation coloniale » de Georges Balandier. Je propose de voir les statistiques comme un mode de communication entre différents acteurs. Sur la base d'une brève histoire de la planification du développement dans le Kenya colonial tardif et dans les premiers temps de l'indépendance, l'article met en évidence l'usage des statistiques à des fins de communication par les administrateurs coloniaux, les experts des organisations internationales et les politiciens et bureaucrates africains qui prirent les rênes du pouvoir au début des années 1960. Je montre que, lorsque le développement est devenu la raison d'être des organisations internationales et des États nouvellement indépendants dans le Sud global, les débats collectifs sur la définition d'objectifs communs ont perdu en importance face à la prolifération de pratiques de planification chiffrée. Cette dé-politisation a fait de la communication statistique une importante source de pouvoir politique.
