The war in Ukraine has become a global issue that has been closely monitored and evaluated by military experts and the media since its beginning. The aim of this article is to point out some specific aspects of the development of the conflict in Ukraine in its initial stages. In the beginning of the article, the author deals with the surprising development of the so-called "special military operation", leading to a change in Russia's original plans. In the following parts, he discusses the way the forces of the warring parties are used in individual domains, applies the principles of warfare and discusses the possible causes of the operational failure of the Russian military forces. The article mainly uses data from open sources. Analysis, comparison, deduction and synthesis were used in its compilation. The overall intention of the author is to offer readers one possible view of the ongoing conflict and to motivate them to think about the nature and character of war.

The article deals with the circumstances of the development and implementation of new operational concepts for the use of the United States Armed Forces. The first objective is to define theoretically the issue of the so-called Global Commons, taking into account the capability of troops in operations, to secure or prevent access to these areas. The second objective is to analyse the background of the AirSea Battle concept, to clarify the essence of its specific focus on China, as well as the countermeasures of this major power toward the United States. The third objective is to clarify the circumstances leading to the rapid replacement of this concept with a new concept, the Joint Concept for Access and Maneuver in the Global Commons, using a much wider range of capabilities of the United States Armed Forces. Finally, the article focuses on the implications of the new concept not only from the point of view of the United States but also of the Allies in the North Atlantic Treaty Organization.

The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. The questions tied to understanding military strategy and its influence on the preparation and conducting military operations are part of study programmes of all life education at the Defence University. Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development.

The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law.

The authors' intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

The article deals with scenario issues and their practical use for determining the capabilities to fulfill the missions of the Armed Forces. In the introduction, the article informs the reader about the basic terminology, the theoretical framework and the views of foreign and domestic experts on the given issue. In the next part, the paper presents critical attitude to the draft Concept of using the CAF until 2030, in relation to defined capabilities. Subsequently, the structural and content aspects of the hypothetical scenario are discussed, with the recommendation to use this method for processing similar documents in the national environment.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.
