Some comments on management and human ressources in Croatia

The major issue with respect to the changes in East-European countries are human resources, including modern managers. One of the areas in which the transitional efforts on the road from pre-market to market economies seem to be rather difficult is the labour market. Many elements of this market existed in Croatia even before the change. At least, since the borders were relatively open, people with higher skills or knowledge settled abroad and thus contributed to the continuing brain drain. It is worth noting that the laws governing the labour market in Croatia favour employers and give substantial rights to managements. The unions have a rather small impact on the state of affairs. Their legal power and their real influence are still limited. Education of managers has been recognized as one of the critical issues in all emerging market economies. Between 75 and 85 per cent from a sample of middle and top managers in Croatia strongly agree with the statement that there is a lack of competent managers in society. However, there are several constraints on the development of human resources in Croatia that could be attributed to the past experience of a semi-market ideology-based environment.
